HomeMy WebLinkAbout07/25/2018 Arts and Culture Commission Regular Meeting Adopted 09/11/2018CITY OF GILROY Arts and Culture Commission DRAFT SPECIAL MEETING Wednesday, July 25, 2018 7:00 p.m. City Council Chambers 7351 Rosanna Street Gilroy, CA 95020 gGILwROY ARTS CALL TO ORDER The special meeting of the Arts and Culture Commission was called to order by Chair Amanda Rudeen at 7:00 p.m. FLAG SALUTE SECRETARY'S REPORT The packet was posted on the city's website on Friday, July 20, 2018 at 3:18 p.m. and the agenda was posted in the public notice cabinet on Friday, July 20, 2018 at 3:59 p.m. ROLL CALL Members Present: Chair Amanda Rudeen, Vice Chair Barbara Bottini, Committee Member Sally Armendariz, Committee Member Bruce Morasca Members Absent: None Staff Present: Management Analyst Carina Baksa and Recording Secretary Vanessa Arteaga APPROVAL OF AGENDA Motion was made by Commissioner Morasca, seconded by Vice Chair Bottini PUBLIC COMMENT ON ITEMS NOT ON THE AGENDA None NEW BUSINESS Harvest Park Phase II Subdivision Public Art Melissa Durkin from Planning Department presented artist Ben Trautman and oriented panel with the location of the project. Harvest Park is located off of Monterey Highway and Cohansey Avenue. Artist Ben Trautman described his art as reminiscent of an old piece of machinery with wheat forms radiating out from the sun. He stated his sculpture would be placed in a landscaped area with a concrete wall behind it so it creates a shadow effect with the sun. Vice Chair Bottini asked if the metal sculpture would be able to withstand occasional tampering at which time Trautman stated the sculpture will be made with steel plates and reinforced and bracketed. Chair Rudeen followed up about why he chose "wheat" as his inspiration seeing as Gilroy is best known for Garlic and other produce. Trautman stated when he initially researched he read an article which indicated there was wheat farming in Gilroy many years ago. Commissioner Morasca said he liked the idea of the sun giving the sculpture a special effect. Commissioner Armendariz stated she has lived in Gilroy her entire life and had never heard of wheat being produced in Gilroy. Rudeen stated she had done some research and found cattle production at one point but no mention of wheat. Morasca motioned to approve the Harvest Park art sculpture, Bottini seconded motion. Chair Rudeen called a vote of 2 - 2 split with Rudeen and Armendariz opposed. Motion did not pass. Alexander Station Public Art Durkin again presented artist Ben Trautman to present his art sculpture for the Alexander Station complex. Trautman shared his concept of the garlic stalk under microscopic view at 700x magnification. Trautman explained the abstract sculpture would show the growth and strength of garlic. He stated the sculpture would be placed on the front of the complex on the 10"' Street side with a plaque below it, explaining the significance of the sculpture. Commissioner Morasca asked about the height of the sculpture, which was 24 feet from the ground. Trautman said ornamental trees would be planted in the parkway. Chair Rudeen stated she was excited about the art connection to garlic and the tech connection referencing magnification. Morasca requested plaque be 6x12 or so to be made more visible. Morasca motioned to approve the Alexander Station art sculpture, Bottini seconded motion. Chair Rudeen called a vote of 3-0-1. Armendariz abstained. Motion did not pass. COMMISSION COMMENTS Commissioner Morasca said he would like the ACC and PAC to have a Christmas party together this year. Student Representative Paetra informed the commission that Christopher High School's Arts Program school play this year will be Taming of the Shrew. Students will be taking a trip to their sister city in Russia, as this past school year Russia came to visit Gilroy. The school band will be performing at the Garlic Festival and at various events during school year. Paetra asked if more student representatives from choir, band, various art programs and other schools could attend the ACC meetings. Chair Rudeen stated she is working on getting more involvement and will be reaching out to get a representative from Gilroy High School. Morasca reminded the commission of the Garlic Festival Founder's plaque dedication reception on Thursday, July 26 at Christmas Hill Park.
