The required ordinance also establishes requirements for residents, businesses and institutions that meet certain conditions to comply with diversion goals and reporting, which the City is required to enforce per the Stateof California. The Ordinance contains language regarding the enforcement and penalties possible under law and provides an educational period through 2023.
