for 2023/2024 that will drive both business growth and tourism.

assembling an award-winning creative team and

successful for over 30 years. She continues to
provide overall creative direction and organizational

An experienced graphic designer with an M.F.A.
degree from Boston University, Chi brings an

BACKGROUND
In 2022, the City of Gilroy partnered with the Gilroy Chamber of Commerce, Gilroy Economic Development
Corporation, and Visit Gilroy to promote Gilroy as an ideal location for business owners to build or expand.
Articulate Solutions designed a year-long advertising campaign of full-page and two-page print ads that ran
monthly in Silicon Valley Business Journal.
In 2023, the Gilroy EDC was o cially dissolved, with the Gilroy Chamber of Commerce taking over the role of
economic development. The City of Gilroy would like to continue advertising (with a similar ad budget) to raise
awareness of Gilroy as a business location and attract Silicon Valley business owners to come to Gilroy while
also promoting tourism and recreational visits to Gilroy.
Working in partnership with the Chamber of Commerce and Visit Gilroy, the City of Gilroy has asked Articulate
Solutions to provide a quote for creative work to support an ongoing ad campaign to run from Q4 2023
through Q3 2024. A new landing page on the Chamber website will also need to be created to replace the
Gilroy EDC website. All advertising will drive tra c to the new landing page so that conversions can be tracked
and measured.
SCOPE OF WORK
New Website Landing Page
A senior writer will work with representatives from the City, Chamber, and Visit Gilroy to develop engaging
copy for the new landing page. The page will be designed to align with the look-and-feel of the ad
campaigns while tting in the existing Chamber website WordPress templates.
Landing page will be tested and debugged for compliance on the current stable release and one previous
release of Mozilla Firefox, Apple Safari, and Google Chrome. Any additional debugging on browsers not
listed above will be subject to additional fees.
Advertising Campaign
The 2023/24 advertising campaign will build on the strong foundation and increased awareness that was
established in 2022. Ad creative will utilize new all-content and concepts (including headlines, copy,
imagery, and overall tone and style).
Based on the proposed budget, a media plan will be developed based on client’s input to include multiple
marketing channels including print, digital, and possible video. Client recommended platforms include
LinkedIn and San Jose Mercury Newspaper.

This proposal includes any additional copy development and graphic design needed to create ads for
digital platforms and other media. As needed, new animated graphics and/or video footage will be
sourced for any video components. Media coordination for all advertising channels is also included in this
scope.
Advertising Campaign Metrics
Throughout the advertising campaign, Articulate Solutions will provide quarterly metrics on total users to
the landing page on the Chamber website as well as number of contact form submissions. This is
predicated on the Chamber website having analytics capability to track these metrics.

Terms and Conditions
By clicking the Accept & Sign button for this online Proposal, you acknowledge that you (Client) have read and
accepted these Terms & Conditions.
1.DESIGN APPROVAL: Once Client has accepted a design (either verbally, over email, or in writing), it is
considered a nal design. Changes after that point are billed additionally. Additional concept work is billed
at an hourly rate.
2.OWNERSHIP: All artwork and electronic les become the property of Client upon payment for related
products or services with the exclusion of copyright to certain original works of art to include illustrations,
photographs and related items, unless otherwise noted and released. Certain works provided by third-
party or freelance vendors outside of our employment may require additional rights release and will be
addressed on an individual project basis. We retain the
right to use all work for the purposes of marketing our company, including posting on our website or
showing in our portfolio. A change in this policy requires a 200% upcharge in quoted design fees and rates.
3.ELECTRONIC FILE ARCHIVE: Articulate Solutions will keep copies of electronic data for up to two years.
However, we cannot be responsible for loss of this information beyond our control. Upon request, we will
provide backup copies on electronic media for your safekeeping.
4.THIRD PARTY EXPENSES: Expenses incurred on Client’s behalf will be billed to Client on a monthly basis
for reimbursement, payable on receipt of invoice.
5.ADDITIONAL WORK: Work requested that is not in the scope of the proposal will be billed at an hourly
rate, on a monthly basis. A rate schedule can be provided upon request. Client will be noti ed before we
begin any work that is out of the scope of this proposal. Conditions of this proposal and contract are
extended to cover additional projects assigned over the course of our business relationship, including

ownership and payment agreements.
6.PAST DUE PAYMENTS: If you have an outstanding balance with Articulate Solutions, we reserve the right
to hold any le or materials, regardless of the speci c project attached to the materials, until payment of
account is made in full.
7.INSURANCE: Articulate Solutions maintains general liability and errors and omissions insurance and can
add your company as an “additional insured” to our policy if required. Charges may apply.
8.NON-DISCLOSURE: Articulate Solutions and employees of this company agree to sign nondisclosure
agreement documentation as requested by Client.
9.LIABILITY AND CANCELLATION: Our liability is limited to our actual charges. Client is responsible for nal
proo ng omissions and/or errors.
10.DISCLAIMER OF WARRANTIES: Articulate Solutions makes no representations or warranties of any kind,
either expressed or implied, including but not limited to the warranties of tness for a particular purpose
and/or merchantability. Under no circumstances shall Articulate Solutions be liable for any consequential,
incidental, direct or indirect damages.
11.WEBSITE ACCESSIBILITY: Client acknowledges that certain software used by Internet users may not be
capable of supporting certain features or functionalities which may be included in the End User Interface.
Articulate Solutions shall have no liability whatsoever for any claims relating to any Internet user’s inability
to access the website properly or completely or for any claims relating to any errors or omissions in the
content available to users on the website. Neither Articulate Solutions nor its a liates or agents make any
warranties as to the results that may be obtained from the website, that access to the web site will be
uninterrupted, or that the end user interface will be error-free or in compliance with Title III of the
Americans with Disabilities Act (ADA) or the Web Content Accessibility Guidelines (WCAG) 2.0 Level AA.
12.INDEMNIFICATION: Client hereby indemni es, saves, and holds Articulate Solutions, its successors and
assigns, harmless for any and all liability, claims, demands, loss and damage (including legal fees and
court costs) arising out of or in connection with any claim or action by a third party which alleges that the
website violates or infringes upon any common law or statutory rights including, without limitation,
contractual rights, copyrights, disability rights and rights of privacy. Client shall reimburse Articulate
Solutions for any loss, cost, expense, or damage to which said indemnity applies. Articulate Solutions shall
give Client prompt written notice of any claim or action covered by this indemnity, and Client
shall have the right, at its own expense, to participate in any such action.
