HomeMy WebLinkAboutResolution No. 2024-31 | Hazard Mitigation Plan | Adopted 07/29/2024 RESOLUTION NO. 2024-31 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GILROY AUTHORIZING THE ADOPTION OF VOLUME 1 AND 2 OF THE 2023 SANTA CLARA COUNTY MULTI-JURISDICTIONAL HAZARD MITIGATION PLAN UPDATE WHEREAS, The City of Gilroy recognizes the threat that natural hazards pose to people and property within our community; and WHEREAS, undertaking hazard mitigation actions will reduce the potential for harm to people and property from future hazard occurrences ; and WHEREAS, the U.S. Congress passed the Disaster Mitigation Act of 2000 (“Disaster Mitigation Act”) emphasizing the need for pre-disaster mitigation of potential hazards; and WHEREAS, the Disaster Mitigation Act made available hazard mitigation grants to state and local governments; and WHEREAS, an adopted Local Hazard Mitigation Plan is required as a condition of future funding for mitigation projects under multiple FEMA pre- and post-disaster mitigation grant programs; and WHEREAS, the City of Gilroy fully participated in the FEMA-prescribed mitigation planning process to prepare this local hazard mitigation plan; and WHEREAS, the California Office of Emergency Services and Federal Emergency Management Agency officials have reviewed the Santa Clara County Multi -Jurisdictional Hazard Mitigation Plan Volume 1 and 2 and approved it contingent upon this official adoption of the participating governing body; and WHEREAS, the City of Gilroy desires to comply with the requirements of the Disaster Mitigation Act and to augment its emergency planning efforts by formally adopting the Santa Clara County Multi-Jurisdictional Hazard Mitigation Plan Volume 1 and 2 by reference into the Safety, or Potential Hazards Element of the General Plan in accordance with the requirements of AB 2140 and 2023 Santa Clara County Multi - Jurisdictional Hazard Mitigation Plan Update; and.. WHEREAS, adoption by the governing body for the City of Gilroy demonstrates the jurisdiction’s commitment to fulfilling the mitigation goals and objectives outlined in this Muti-Jurisdictional Hazard Mitigation Plan; and WHEREAS, adoption of this legitimizes the plan and authorizes responsible Docusign Envelope ID: 1CF54DE8-5492-4FDB-9431-C0732E0EA8FD Resolution No. 2024-31 Adoption of the Multi-Jurisdictional Hazard Mitigation Plan City Council Regular Meeting | July 29, 2024 Page 2 of 3 agencies to carry out their responsibilities under the plan. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Gilroy adopts the Santa Clara County Multi-Jurisdictional Hazard Mitigation Plan Volume 1 and 2 as an official plan; and BE IT FURTHER RESOLVED that the City of Gilroy adopts the Santa Clara County Multi-Jurisdictional Hazard Mitigation Plan Volume 1 and 2 by reference into the safety, or potential hazards element of the general plan in accordance wi th the requirements of AB 2140; and BE IT FURTHER RESOLVED that the City of Gilroy will submit this adoption resolution to the California Office of Emergency Services and FEMA officials to enable the plan’s final approval in accordance with the requirement of AB 2140.
