HomeMy WebLinkAboutResolution No. 2024-39 | Amending Budget Grant VMT GHG RESOLUTION 2024-39 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GILROY AUTHORIZING THE CITY ADMINISTRATOR TO EXECUTE ALL RESTRICTED GRANT AGREEMENTS AND ANY AMENDMENTS THERETO WITH THE CALIFORNIA DEPARTMENT OF TRANSPORTATION FOR THE CITY OF GILROY VMT/GHG REDUCTION PROGRAM WHEREAS, the City of Gilroy intends to adopt a Vehicle Miles Traveled / Greenhouse Gas (VMT/GHG) Reduction Program that includes a City -wide VMT Reduction / Transportation Demand Management Policy and a City-wide Greenhouse Reduction / Climate Action Plan; and WHEREAS, the Program is necessary to ensure that VMT and GHG reduction measures are tailored to the unique needs of Gilroy, with an emphasis on mode shift, energy efficiency, and equity in Gilroy’s disadvantaged communities; and WHEREAS, the City of Gilroy is eligible to receive Federal and/or State funding for certain transportation planning related plans, through the California Department of Transportation (Caltrans); and WHEREAS, on January 18, 2024, the City of Gilroy applied for a $335,529 Caltrans Sustainable Transportation Planning grant to fund the Gilroy VMT/GHG Reduction Program; and WHEREAS, the Gilroy VMT/GHG Reduction Program addresses the objectives of the Sustainable Transportation Planning grant, including but not limited to helping to meet California's GHG emission reduction goals, improving air quality, promoting energy conservation, increasing transit ridership, increasing investment in the green economy, and promoting social equity by including equity recommendations that will direct investments to the City's disadvantaged communities; and WHEREAS, on July 9, 2024, Caltrans conditionally awarded the City of Gilroy a $335,529 Caltrans Sustainable Transportation Planning grant to fund the Gilroy VMT/GHG Reduction Program; and WHEREAS, a Restricted Grant Agreement is needed to be executed with Caltrans before such funds can be reimbursed through the Sustainable Transportation Planning Grant Program; and WHEREAS, the City of Gilroy wishes to delegate authorization to execute these agreements and any amendments thereto. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Gilroy hereby authorizes the Gilroy City Administrator to execute all restricted grant agreements and any amendments thereto with the California Department of Transportation for the City of Gilroy VMT/GHG reduction program.
