Library Commission’s Mission Statement and Potential Promotional Event
Meeting Date: November 13, 2024
From: Vince Bautista, Jr., Recreation Coordinator
RECOMMENDATION
Commission discussion on developing a mission statement for the Library Commission and hosting a potential promotional event.
BACKGROUND
At the August 14 meeting, Chair Coverson-Baxter expressed interest in developing a mission statement for the Library Commission. The purpose of a mission statement would encompass the Commission’s values and objectives. This would help align the Commissions’ goals and communicate them effectively to both internal and external
stakeholders.
In addition, as the Commission continues to share ideas on how it can promote serving on the commission to residents, one initiative was a potential “meet and greet” event. This is an opportunity for members of the public to become acquainted with the Library
Commission and engage in an open discussion.
ANALYSIS
Chair Coverson-Baxter initiated these topics and will provide a report on the proposals. For discussion purposes, staff have included the following:
• Gilroy Charter Section 908 – establishes the Gilroy Library Commission and outlines its’ powers and duties (Attached)
• Examples of other Library Comissions’ Mission Statements:
o San Jose Library and Education Commission
o City of Pacific Grove’s Library Board

Labor Day, Staff Development Day
A national holiday since 1894, Labor Day honors the men and women who literally built America through their efforts. This year, Labor Day falls on Monday, September 2. While our industries have
changed over the years, especially here in Silicon Valley, the spirit of the day is the same.
We are grateful for the more than 400 individuals who work seven days a week to deliver you high levels of library service that makes SCCLD one of the top library systems in the nation. We hope that everyone enjoys the well-deserved day off and invite them to explore our online offerings, including films on Hoopla and Kanopy, finding inner peace using the Headspace mindfulness and meditation app, or curling up with a good eBook or digital Audiobook.
SCCLD Libraries and Bookmobile Service will be unavailable on Labor Day, Monday, September 2, but our Online Library is open 24/7. Our libraries will also be closed on Friday, September 27 for Staff
Development Day, which was last held in 2019. Every two years, SCCLD brings together all library staff to provide training, share best practices with colleagues, build connections, and improve our services.

Banned Books Week
Each year the American Library Association draws attention to the harm caused by censorship. This year’s Banned Books Week theme is “Freed
Between the Lines,” which states that choosing what books you want to read is a fundamental right. 2023 saw a 65% increase in titles targeted for censorship, the highest level documented by ALA’s Office for Intellectual Freedom in 20 years. SCCLD offers a collection of materials with diverse viewpoints to represent our communities and supports the Library Bill of Rights.
International Literacy Day
International Literacy Day, an initiative of UNESCO, is observed
on Sunday, September 8 with a goal of informing policy-makers, educators and the public about the critical importance of literacy for creating a more informed, just, peaceful and sustainable society. Here at SCCLD our Reading Program is of crucial importance as a way to help welcome adults into the world of reading through one-on-one tutoring. We also are devoted to helping parents prepare this children for success with our 1,000 Books Before 6 early literacy skill building program, storytimes and wide variety of books for readers of every age. Our libraries have Literacy Day themed bookmarks at their Reference Desks for you to enjoy.
Voter Registration Day, Constitution Day
The U.S. Constitution, our nation’s governing document, was signed by the delegates to the Constitutional Convention on
September 17, 1787 in Philadelphia. This day is now known as Constitution Day. One of the most basic and important rights contained in the constitution is the right to vote. On September 17, we are also recognizing National Voter Registration Day at our libraries.
Come by the library for voter registration forms, or they can be found online at the County Registrar of Voters’ website. There you will also find information about in-person voting center locations or drop-off box sites for mail-in ballots, which includes most of our libraries. The deadline to register to vote is Monday, October 21 and in-person voting starts on Monday, October 7. Library Monthly Report
Jennifer Weeks, County Librarian
SCCLD Has Treats for Everyone this Spooky Season!
The library is a great place to explore the world of make believe. Come in to enjoy our special displays that will get you in the Halloween spirit. Our blog post has fun book suggestions with ideas for making your own costumes, carving the best jack-o-lantern on the block, and Halloween-themed recipes. We also have a selection of the best new horror novels, if you dare. Our online library has many resources that may be of interest, from DIY projects using Creativebug to special Halloween movie and TV show offerings from Kanopy and Hoopla. Freegal has special music playlists too. And of course we have lots of fun events for all ages to take part in. They range from arts and crafts, movie nights, special family storytimes, and costume parades! So good you will be left shivering. The Library Makes it Even Easier to Vote
Election Day (November 5) is fast approaching. In addition to
the presidential election, there are many important state and local issues on the ballot. Anyone who has not registered to vote yet can do so online until Monday, October 21. Our
libraries also have printed voter registration forms.
Ballots in Santa Clara County will be mailed beginning the week of October 7. SCCLD libraries are once again early voting sites as well as drop box sites for mail-in ballots (most sites). Cupertino, Milpitas and Saratoga Libraries will serve as 11-day Vote Centers from 10 am to 6 pm starting on Saturday, October 26. Gilroy and Morgan Hill Libraries will be 4-day Vote Centers from 10 am to 6 pm starting on
Saturday, November 2. All five sites will be open from 7 am to 8 pm on Election Day (Tuesday, November 5).

Finding Where you Came From
Trace your family roots this October during Family History Month, when individuals are encouraged to research their heritage. With DNA tools, in addition to the use of records and other traditional methods of determining one’s genealogy, it is easier than ever to trace all of the branches of one’s family tree. SCCLD offers access to AncestryLibrary as an in-library service. Come into one of our libraries and use your own device or one of our computers to delve back in time and comb through past birth,
marriage, and immigration records of your family members. Find information from the U.S. Census, military records and other vital documents to uncover forgotten histories. Our collection also includes hundreds of titles around genealogy, including How To books, eBooks, and Audiobooks. Use Rosetta Stone to learn a new language to better connect to a newfound identity. More of Hispanic Heritage Month SCCLD’s celebration of Hispanic Heritage Month, which runs through October 15, continues. Several events are planned, including a flamenco performance in the
courtyard of Gilroy Library on Saturday, October 5 and four shows by musical duo Cascada de Flores. Morgan Hill Library on ; Cupertino Library
on Wednesday, October 9; Los Altos Library on Friday, October 11; and Saratoga Library on Saturday, October 19.Thursday, October 3; Cupertino Library on Wednesday, October 9; Los Altos Library on Friday, October 11; and Saratoga Library on Saturday, October 19.
Our website has blogs for kids and teens/adults with lots of great information about the month, as well as library resources for those interested in learning more about Hispanic culture and the many countries
that are connected through language and traditions. Our librarians have also compiled several booklists. For children we have nonfiction, picture book/easy reader fiction, and middle grade fiction. Teens have their own selections. Adults have both English and Spanish language suggested reading lists. At the end of the month starts another event with great importance to those of Mexican ancestry, the Day of the Dead, or el Día de los Muertos (November 1 and 2). A combination of the Catholic tradition of All Saints Day brought by the Spanish and native customs of the people of Central Mexico, this is a time when ancestors are honored and remembered. Ofrendas, tables with food, flowers and photos of loved ones, are common. Many of our libraries put up decorations and host events like bilingual storytimes and sugar skull decorating crafts.

Read for the Record
Jumpstart, a national education organization, sponsors an annual worldwide reading event called Read for the Record to promote early
literacy for children preparing for kindergarten. This year’s book selection is Piper Chen Sings, the story of a young girl who has to overcome stage fright to perform in front of an audience. County Librarian Jennifer Weeks will be the guest reader at a special preschool storytime event at Los
Altos Library on Thursday, October 24. SCCLD promotes early learning in many ways, including through its Five Skills by Age 6 recommendations, 1000 Books Before 6, storytime, and other events.
Make Sure to Fill Up the Piggy Bank As the weather grows colder we are reminded of Aesop’s fable about the ant and the grasshopper. When times are good it’s important to save for the future, when times may be leaner. That is the idea behind Financial Planning Month. A good financial plan involves figuring out how
to pay for current expenses, or reduce them, and start saving for short, medium and long-term goals, like retirement and paying for a child’s education. The library has many resources to help with these tasks, found in our Smart Investing and Business and Investing sections in our Online Library. There you will find Consumer Reports and finance-related publications like Bloomberg Businessweek and Money magazine, available through Flipster. We also have personalized pages for kids, teens, women, veterans, and planning for retirement. Our libraries also hold finance-related events, including ones for kids and with certified financial planners. Diwali: the Festival of Lights
This year Diwali, the Hindu celebration of lights, takes place from October 31 to November 1. Many of our libraries are holding events around the holiday. As a
special treat for children, four libraries will host The
Puppet Company’s performance of The King’s Problem, based on the tales of The Panchatantra, a book of moralistic fairy tales from India. Milpitas’ event takes place on Monday, October 21, followed by Los Altos on November 2, and both Gilroy and Morgan
Hill on November 3. Keep an eye on our website for a blog post.

Honoring Native Peoples of the Americas
Monday, October 14 is Indigenous Peoples’ Day, which honors the contributions and history of Native American communities across North America. Taking the place of the
former Columbus Day, the holiday is an important reminder that the “New World” had long been populated before any Europeans landed here. While many of the languages and histories of native peoples have been lost, several tribes maintain their traditions and keep their cultures thriving. Enjoy works of indigenous authors with our recommended fiction and nonfiction booklists.

Library Monthly Report
Jennifer Weeks, County Librarian
Helping SCCLD Climb
to Greater Heights
Santa Clara County Library District is seeking feedback from the community on their experiences with our collections, programs, services, and facilities to help inform and prioritize our future offerings. From October 28 through November 24, community members are invited to take the online survey, and asked to rate library
services, rank priorities, and tell us what would bring them into the library if they are not currently a library patron.
This survey consists of two dozen questions and takes less than 10 minutes to complete. The Community Survey is available in English, Spanish, Vietnamese, and Traditional Chinese. All residents, not only library patrons, are encouraged to participate.
The survey can be found at sccld.org/communitysurvey/.
Vote at the Library

person, drop by one of our five locations that are hosting Vote Centers: Cupertino, Gilroy, Milpitas, Morgan Hill and Saratoga Libraries. If you have not yet registered to vote, you still can if you do so in person at a Vote Center or the Registrar of Voters office using a provisional ballot.

There are over 18 million veterans of the U.S. Armed Forces nationwide, nearly 9% of them living

11, the anniversary of the end of the “War to End All Wars.” We honor the service of our family, friends, and neighbors who had or are currently serving in a military branch. The Library offers a number of resources for veterans and their families, from smart investing tips, to our Veterans Resources page, which includes Brainfuse’s VetNow resource. The platform offers live
assistance with a variety of services including navigating eligible VA benefits, tutors that provide job coaching, and skill building lessons with practice tests to master high school equivalency, college entrance exams, career prep, GRE, ESL, and more.
