Review Library Commission Workplan for Fiscal Years 2024 and 2025 Henig reviewed the current work plan with the Commission. Here were the following updates: •Training/Conference: Coverson-Baxter, who was selected by the Commission to attend the American Library Association’s (ALA) annualconference, was seeking input on which sessions she should attendSunday and Monday (6-30-7/1). County Library report for April 2024 and May 2024 Deputy County Librarian Stephen Fitzgerald presented his report that included the following: •Poetry Month at the Library •The Hoopla •Juvenile Detention Center •Asian American & Pacific Islander Heritage Month •Summer Reading •Free Entry to Local Parks •Movers and Shakers – a Gilroy librarian was recognized in the magazineLibrary Journal. •Virtual Author Talks Commissioner Nooshabadi requested a report about the library's juvenile incarceration program at the August meeting. 9.2. Gilroy Library Report Gilroy Librarian Casandra Wong discussed the following from her report: •El Dia De Los Ninos event on April 20 •Commendation from the Santa Clara County Board of Supervisors •Battle of the Books event •Movers and Shakers – a Gilroy librarian was recognized in the industrymagazine, Library Journal, for her achievements. CommissionerNooshabadi requested that the librarian that was featured in Library Journal be recognized at a future commission meeting. Library staff will arrange for it. •Library data update included circulation figures, total number of eventsand attendees; and total number of library patrons. •May calendar and programs 10.STAFF COMMENTS Henig reminded the Commission the next meeting is on August 14, 2024. 11.FUTURE AGENDA ITEMS The Commission requested that a new line item be added to the agenda, which would be called “Library Staff Recognition.” Wong will feature a different staff member to be recognized for their achievements at commission meeting. August 14, 2024 Vince Bautista, Jr., Recreation Coordinator RECOMMENDATION Review and comment on Library Commission Workplan for Fiscal Years 2024 and 2025. BACKGROUND On May 24, 2023, the commission adopted its workplan for the next two fiscal years (FY24 and FY25). The plan addresses the following: •Review and provide feedback to the Santa Clara County Library System regarding library services and programs offered at the Gilroy location. •Participate in the annual California Library Association (CLA) or the American Library Association (ALA) conference, which will be held on June 27 – July 2, 2024 in San Diego. •Promote the commission’s purpose and library system to increase interest among prospective applicants to serve as commissioners. •Provide recommendations to City Administrator and the City Council regarding potential capital improvement to the City’s library facility based on the needs identified by the Santa Clara County Library staff and the Gilroy community, to be funded by the remaining library bond proceeds. There is approximately $5 million available for facility upgrades. The Library and City are identifying a recommended list of improvements. ANALYSIS The following are updates to the Commission's current work plan: 1.American Library Association Conference: Chair Coverson-Baxter, who was selected by the Commission to attend the American Library Association's annual conference, will be sharing her insights and experiences. Baxter will provide an oral report from the conference that will include sharing the sessions she attended, networking opportunities, and key takeaways. 2.Promotion of Library Commission: The City Clerk’s office has received one application to be on the Commission. The Commission will continue to share ideas on how they can promote serving on the commission to residents. The City Council will only consider holding a mid-year interview to fill a seat if the Commission does not have enough members for a quorum. 3.CAPITAL IMPROVEMENT: Sangha will be discussing this item in a separate staff report. PUBLIC OUTREACH Staff report is included in the publicly posted agenda for this meeting. Agenda Item Title: Meeting Date: From: City of Gilroy Library Commission STAFF REPORT Review of Proposed Conceptual Plan of Improvements to the Library Facilities Utilizing Unspent Library Bond Proceeds. August 14, 2024 Harjot Sangha, Finance Director RECOMMENDATION Review and comment on the conceptual proposal. Also, recommend that City Council add the project to the City’s Capital Improvement Program (CIP) to utilize the unspent library bond proceeds. BACKGROUND On November 4, 2008, the voters of the City of Gilroy approved ballot Measure F for the construction of public library improvements adjacent to City Hall. Measure F provided for the authorization to issue general obligation bonds for up to $37 million. It was anticipated that the authorization would be split between two series of bonds. The first series was issued in May 2009, and the second was issued in August 2010. Subsequently, the city spent the bond proceeds on the construction of the 53,000 square feet two-level new library facility, which opened in April 2012. The library facility is owned by the City but is operated by the Santa County Library District. Approximately $5.4 million of the bond proceeds remain unspent. Over the years, there had been plans to expend the remaining bond proceeds to make additional improvements to the facility, but these were halted during the onset of the COVID pandemic. The Library Commission’s adopted work plan for the current biennial budget cycle, fiscal years 2023-2024 and 2024-2025, includes making recommendations to the City Council on potential capital improvements to the City’s library facility based on the needs identified by the Santa Clara County Library staff, to be funded by the remaining library bond proceeds. Review of the Conceptual Proposal for Improvements to the Library Facilities Utilizing the Unspent Library Bond Proceeds ANALYSIS The County library staff have prepared a conceptual proposal for consideration which includes improvements to both levels of the building. The conceptual proposal includes ideas for revamping the circulation and reference desks to make them compliant with the current Americans with Disability Act (ADA) requirements, expanding the current children’s area and the teen study room, creating a new community room on the ground level, adding a maker space area, adding an integrated building management control system, and other improvements throughout the facility. The conceptual proposal is attached to this staff report. The City staff, including the CIP engineering team, supports moving the initiative forward and has also consulted its municipal finance advisors on the unspent bond proceeds to confirm that the funds can be spent in the manner proposed. It is important to note that not all items in the conceptual proposal will qualify to be funded by the bond proceeds under the bond covenants. Particularly, items classified as repairs or equipment and furnishing which are not fixtures to the property, may not be paid for with bond proceeds. Thus, the utilization of the unspent bond proceeds will be limited to the structural improvements or replacement of major systems that improve the real property overall. The library staff understands these limitations and has expressed the County Library District’s interest and desire to contribute financially to the project for the non-qualifying items. The Library Commission is recommended to review the conceptual proposal, provide feedback, and recommend the City Council formally add the project to the City’s Capital Improvement Program in the fiscal year 2024-2025. ALTERNATIVE The Library Commission could decide to not support or recommend the improvements to be made utilizing the unspent bond proceeds. An alternative would be to return the unspent bond proceeds to the Gilroy taxpayers in the form of reduced annual tax levies for the annual debt service of the outstanding bonds. This is not recommended, as the needed improvements have been carefully identified by the library staff and should the City decide to make these improvements in the future, the project would likely need to be financed. Based on the current market condition, the financing will likely carry a higher borrowing cost or interest rate compared to lower interest rate the existing bonds carry. There is a financial incentive to utilizing the unspent bond proceed for these improvements. FISCAL IMPACT Should the library commission recommend, and the City Council formally add the project City of Gilroy Library Commission Page 2 of 3 August 14, 2024 Review of the Conceptual Proposal for Improvements to the Library Facilities Utilizing the Unspent Library Bond Proceeds to the City’s Capital Improve Program, the primary funding source for the project will be the unspent library bond proceeds of approximately $5.4 million. The project will undergo a design process, including the preparation of cost estimates, through which a final budget will be developed and include financial contributions that the County Library District may commit towards the project. PUBLIC OUTREACH This staff report was included in the publicly posted agenda for this meeting. Should the Library Commission recommend, and City Council ultimately add the project to the City’s Capital Improvement Program, public participation will be planned to solicit input via the design process. Adventure Begins at Your Library as Summer Reading 2024 kicks off on Saturday, June 1. We have even more events than normal at our libraries, with guest speakers, special storytimes and fun arts and crafts for all ages to take part in. Look for details in this month’s events calendar and our website, which lists events for kids, teens and adults. All ages are encouraged to take part in the Summer Reading challenge on Beanstack from June through July with prizes awarded in August. Our librarians have compiled suggested reading lists for kids, teens and adults to get you started. Choose your own adventure based on what interests you. In addition to providing food for the soul, we are also offering free lunch meals for kids ages 0 to 18 at our two South County libraries starting on Monday, June 10. Every weekday (excluding holidays) until August 9 (Morgan Hill) and August 16 (Gilroy), kids can enjoy nutritious meals as part of our Lunch at the Library program, while supplies last. Lunch at the Library is a project of the California State Library, supported with funds from the State of California, in partnership with the local YMCA. Marking June with Pride June is the month that we celebrate LGBTQ+ Pride in recognition of the Stonewall Rebellion of 1968, considered to be a key watershed event in the fight for equality. Local celebrations take place all summer long across the globe, with San Francisco Pride on June 30, Silicon Valley Pride on August 25, and Oakland Pride on September 8. Juneteenth Celebrates Freedom Dating back to 1865 and the official end of slavery in all parts of the continental U.S. following the Civil War, Juneteenth is an annual commemoration that has grown in recognition across the country in recent years. The County of Santa Clara first recognized it as an official local holiday in 2020. Our libraries, which will be closed on Monday, June 19 in observation of Juneteenth, have related events planned this month. Morgan Hill Library will host a book discussion about Ralph Ellison’s posthumously released Juneteenth on Wednesday, June 5. Explore some of these fascinating representations during this virtual program. July 2024 Library Stakeholder Report Jennifer Weeks, County Librarian 110 Years and Counting! July 1 is our birthday! 110 years ago on that day the Santa Clara County Library was created at the Hall of Justice in downtown San José. Led by our first County Librarian Stella Huntington, the first library had 6,127 books and a circulation of 49,048. From that humble beginning we have grown to seven community libraries, a branch library, an administrative support building, two Bookmobiles, and a new facility on the way (keep reading!). We have been particularly busy over the past decade, hosting national exhibits at our libraries, winning major industry awards for our programs and services, launching a new website and greatly enhancing our digital offerings to keep up with changing patron demands. Seven of our libraries are now open seven days a week, with Cupertino, Los Altos, and Milpitas Libraries offering more than 70 weekly service hours! As SCCLD embarks on a new decade of service, we are guided by our 2023-28 Strategic Plan. We are looking forward to reopening the fully remodeled Campbell Library next year. We continue to find new ways to meet the needs of our communities, from expanded Passport Services offerings, providing libraries to youth in County correctional facilities, offering home delivery service to those in need through BookDash to adding Community Outreach Specialists, to doubling the number of locations offering Open Access. Celebrating All Types of Ability July is Disabled Pride Month, which marks the passage in 1990 of the landmark Americans with Disabilities Act. Pride in being differently abled is about focusing on each person’s uniqueness instead of defining them by what they cannot do or have difficulty doing. Advocacy groups and the County’s Office of Disability Affairs are good resources for information about these issues. Tens of millions of Americans live with some kind of disability, be it physical, mental or other. SCCLD offers many services to ensure that all patrons have full access to resources. These include Bookdash Home Delivery service for those who cannot come into a library, access to Braille and audio books, magazines and playback equipment, and assistance with American Sign Language interpretation at library events. Staff at our Community Libraries can also assist with requests for assistance. Our forefathers sought to control their own destinies, which included a desire for self-governance and greater religious freedom. Libraries are an extension of this independent tradition. You can learn more about the history of the struggle for independence and those who served in the U.S. Military to protect our independence using the free library resources below and on a blog on our website. Summer Reading’s Second Half The second half of Summer Reading is about to start, with lots of fun and adventures still to come. They will be able to enter at 10 am, three hours before the normal opening time, Mondays through Wednesdays and Sundays and enjoy self-service access. Inside they can browse books, check out library materials, relax and read, enjoy the WiFi, or use computers, printers and copy machines. To take part, visit the library and ask for the registration form. The tentative start date for Open Access at Gilroy Library is sometime during the second half of July. Introducing The Nest-Learning Center A new structure is going up next to the Services & Support Center in Campbell. Dubbed The Nest-Learning Center, this ecologically sensitive building will serve as the new home of SCCLD’s Reading Program. The Reading Program is for adult learners who want to improve their English reading, writing, speaking and listening skills. Learners and volunteer tutors are paired, and they meet several times each week at one of our libraries or online to work on improving skills. The Nest will offer dedicated space for our Reading Program participants to go through their initial assessment, and another option for program pairs to meet. Located next to percolation ponds that are home to many local wildlife, SCCLD had a unique opportunity to take advantage of the natural setting and create a bridge between this industrial area with the beauty of the ponds, walking trails and nature that is in our backyard. There are many thoughtful features that were incorporated into the design such as the placement of walls and windows to take full advantage of the views, as well as create some energy savings, and using bird safe glass and dark sky lighting to protect the natural wildlife and migrating birds. There will also be a large dividable program room, which will provide flexible meeting space for various public library functions, as well as in-person trainings. The Reading Program is looking for volunteers to help spread the joy of literacy. One virtual and two in- person orientations take place in August. If you are 18 or older, can read and write English at a high school level or higher, and can devote two hours a week for six months, you can become a tutor. Aloha! Aloha (goodbye) to Chuck Griffin, who over the course of the dozen years he has worked at SCCLD has overseen the doubling of our budget as we have worked with our city partners to expand all of our libraries’ open hours, offer new services and build our diverse collection. Chuck has been a steady hand who has guided us through all types of financial waters including creating an economic uncertainty fund to weather an economic downturn, providing responsible financial planning while still affording to make significant investments in key SCCLD projects, and adding important staff positions to support community needs. Chuck’s last day will be on July 19. We also wish to say Aloha (hello) to Megan Holland, who starts in her new role on July 8. She comes to SCCLD with 18 years of financial and administrative experience, including at Bay Area public agencies. SCCLD Launches First Community StoryWalk® in Morgan Hill and Saratoga SCCLD is offering a new way for families to engage little ones in early literacy while enjoying their local parks. The Library District is partnering with each of our cities to offer a StoryWalk® in a city park. StoryWalk is a great way to engage with budding readers in a fun and unexpected place. Being active and reading together in a beautiful environment stimulates young learners and helps contribute to encouraging a lifetime of reading. You’re now able to enjoy the first StoryWalk at Community Park in Morgan Hill, with a second coming in July to Kevin Moran Park in Saratoga. The next planned launch will be in Jack Fischer Park in Campbell, date to be announced. SCCLD continues to work with each of our city partners to offer StoryWalk in a public park within each of our cities. The stories will be updated three times per year and offer a great opportunity for families to read together while staying active and enjoying our beautiful city parks. Brainfuse HelpNow provides free online tutoring help for K-12 from 1 – 10 p.m. every day. Students can get help with English and language arts, math, science, social studies, test prep, and more. Tutors Needed The Santa Clara County Library District is putting out a call to volunteers who would like to help their neighbors succeed! We are looking for volunteers to provide homework help to students in grades K-6 in the topics of Math, Science, and English. Volunteer tutors must be at least 14 years old, available at least one day (Monday- Thursday) per week from 4 – 5:30 p.m., and commit to a full semester. Students can earn community service hours for this program! Adult volunteers will be background checked, and all tutors must attend required trainings. If you’re ready to volunteer and help students succeed, please fill out our online application form. In addition, The Reading Program is looking for adult tutors who would like to help adult learners improve their English reading, writing and speaking skills. Tutors must be 18+ years old, be able to read and write English at a high school level, pass a background check, and dedicate at least 2 hours a week for 6 months working with their learner. SCCLD Expands Passport Services The Gilroy Library is just about ready to begin offering U.S. passport services in August. This marks the fourth SCCLD library to become an official passport acceptance facility following Milpitas, Cupertino and Los Altos Libraries. Saratoga Library will also begin offering this convenient option for passport services later this year. Since January 2022, SCCLD libraries have processed more than 19,500 passport applications. SCCLD is the County of Santa Clara’s primary provider of passport services. Our passport facilities offer weekday, weekend, and evening hours to accommodate residents’ busy schedules. People can visit sccld.org/passport to see a list of services offered, make an appointment, find out what important documents are needed, and applicable fees. Applicants do not need to be library cardholders to utilize this service. Classes will be held several times a week for up to 16 weeks at Gilroy, Los Altos, Milpitas and Saratoga Libraries and are led by professional ESL instructors. Residents must be 18 years or older, and must be able to attend the entire session. Interested participants are required to take a placement test to determine their level.
