8.1.Approval of the 2024 Library Commission Meeting Schedule
Chair Coverson-Baxter recommended the Commission meet the same months
as they did in 2023 except for September. She would like to instead meet in
August. The proposed 2024 meeting dates are: January 24, March 13, May 8,
August 14, November 13. Motion passed 3-0-0.

9 NEW BUSINESS
9.1.Review Library Commission Workplan for Fiscal Years 2024 and 2025
Henig reviewed the current work plan with the Commission. Here were the
following updates:
•The registration information for the ALA conference has not been
made available yet. Once it does, staff will notify Coverson-Baxter
and register her.
•Commissioners will continue to promote serving on the Library
Commission to Gilroy residents. Recently, Coverson-Baxter made an
announcement at a local AAUW meeting.
•The City has received a conceptual proposal from the Library staff
about potential facility upgrades paid for by the library building bond.
The City is now conducting its due diligence to ensure that these
proposed items are eligible to be paid for through the bond. Once the
City completes this task, the next step will be obtain cost estimates.
9.2.Selection of Chair and Vice-Chair of Library Commission
Vice Chair Nooshabadi nominated Coverson-Baxter to be the Chair for 2024.
Kim nominated Nooshabadi to be the Vice Chair. Coverson-Baxter motioned
to become the chair for the 2024 term and Nooshabadi to serve as the Vice
Chair. Nooshabadi seconded. Motion passed 3-0-0.

10.1.Santa Clara County Library Reports for December 2023 – January 2024

Deputy County Librarian Marlene Iwamoto presented the report that included the

•Become a volunteer to help adults improve their reading skills
•Joint Powers Authority meeting on 1/24 and the annual County Library
Forum which will be on February 3.
•New Campbell Library will open in 2025.
10.2.Gilroy Library Report
Gilroy Librarian Casandra Wong discussed the following from her report:
•Programming updates from the holidays through January 25, 2024
•Gilroy Library circulation data
•Data about program participants
•Community events the library has participated in
•January calendar of schedule.
Wong also presented about the library’s proposed StoryWalk project that they
would like to incorporate into a public space outside of the library, preferably at a
park. The StoryWalk is comprised of a children’s story divided into seventeen
panels over the course of a half a mile. Typically, it’s held in a city park along a
trail that is accessible to all users. Wong recommends the story be bilingual. Kim
suggested to consider the Levee as a possible location.
Wong plans to meet with city staff and key stakeholders to obtain input and
discuss next steps. She will report back at the next meeting.

STAFF REPORT
Agenda Item Title:Review Library Commission Workplan for Fiscal Years
2024 and 2025

RECOMMENDATION
Review, comment, and update goals for the Library Commission Workplan for Fiscal
Years 2024 and 2025.
BACKGROUND
On May 24, 2023, the commission adopted its workplan for the next two fiscal years (FY24
and FY25). They consist of the following:
1. Review and provide feedback to the Santa Clara County Library System
regarding library services and programs offered at the Gilroy location.
2. Participate in the annual California Library Association (CLA) or the American
Library Association (ALA) conference, which will be held on June 27 – July 2,
2024 in San Diego.
3. Promote the commission’s purpose and library system to increase interest
among prospective applicants to serve as commissioners.
4. Provide recommendations to City Administrator and the City Council regarding
potential capital improvement to the City’s library facility based on the needs
identified by the Santa Clara County Library staff and the Gilroy community, to be
funded by the remaining library bond proceeds. There is approximately $5 million
available for facility upgrades. The Library and City are identifying a
recommended list of improvements and will present it to the Commission at a
future meeting.
ANALYSIS
The following are updates to the Commission’s current work plan:
•2024 ALA Conference – Chair Baxter, who was selected by the Commission to
attend the ALA Conference, in June has registered. Baxter wanted to review the

conference schedule with the Commission and receive input on which sessions
she should attend. Staff will pull it up on the website.
•Promoting Serving on Library Commission – At the previous commission
meeting, commissioners recommended the following community outreach ideas:
o Create a flyer and distribute it to patrons during library events
(e.g., storytime, author talks, etc.) – City staff has created and distributed
flyers to the library and commissioners.
o Contact ”Friends of Gilroy Library“
o Hang large sign in the Library’s lobby
o Include a QR code on flyers and banner (QR code was added).
o Attend library events and make pitch about applying to serve on the
commission.

SCCLD is offering a new way for patrons to receive library notifications including when their holds are available, due dates reminders, when an item successfully auto-renews, and more. For those who don’t want to bother with emails to check the status of their library requests, texting/SMS messaging offers a convenient way to receive notifications.
There are three easy ways to enroll to receive text notices:
• Call the accounts team Monday to Saturday 10 am - 6 pm at (408) 540-3945
• Visit your local library accounts desk
• Use the online form to update your notification preference
Patrons who opt into this service will receive a text message containing a link to open their account and see which specific item(s) are available or due. Standard message and data rates apply. As the library system for the heart of Silicon Valley, we are delighted to offer this technological upgrade. We hope that this new method will be more convenient for our patrons.
FYI- SCCLD Libraries will be closed on Sunday, March 31 for Easter and Monday, April 1

Silicon Valley Reads Finishing Strong
We’re at the mid-point of Silicon Valley Reads 2024, with over 40 events still to come this month at SCCLD libraries. In case you missed it, the video of our January 31 kickoff event at De Anza College is online. Pictured to the right are the featured authors who participated in the panel. March is a perfect month for SVR’s theme of A Greener
Tomorrow Starts Today, as it’s when we don green apparel on St. Patrick’s Day (17th) and mark the start of
spring (21st). Our hills are also green, providing a welcome invitation to explore our local County Parks. SCCLD offers free County Park passes to borrow at each of our libraries. All March long a diverse range of free virtual and in-person public programs suitable for all ages will be offered touching on topics around environmental sustainability. These include author talks, educational events, demonstrations, outdoor events like hikes and a clean-up, activities for students, storytimes, and more. National Nutrition Month Health Resources
Thanks to science, we are learning more and more about
the human body, the food we consume, and how they interact. As we enter National Nutrition Month some things remain the same. Healthy living, including exercise and a good diet, are key to being physically fit.
Our collection features a number of titles about nutrition related topics. Check out some of our booklists,
like our staff picks for Health & Fitness selections. Another list from our Sports and Games group looks at how to reach peak sports performance with the help of the best available nutrition. Under Science & Technology, find nonfictional books that explain things such as why we enjoy the foods we do and why some bacteria can be helpful.
SCCLD offers a variety of digital resources through our 24/7 Online Library. Check out our Health & Wellness section, which offers useful and accurate information about topics including nutrition. There
you will find Health Library by StayWell, PlaneTree Health Library and MedlinePlus, which is produced by the National Institutes of Health. There are also a variety of on-demand online courses about a wide range of health topics, plus several reference eBooks and videos that include nutrition-related topics.
The County of Santa Clara’s Social Service Agency offers free meals for seniors over 60 and at low cost for others who qualify. The Santa Clara County Office of Education offers nutrition lesson plans
and tips for kids and their families. Those who are looking to find free groceries can find assistance from Second Harvest of Silicon Valley or by calling 211 to find a food pantry near them.

Make a Mark with Women’s History Month
This year’s theme for Women’s History Month underlines
the importance of equity, diversity and inclusion efforts in levelling the playing field in all of society’s institutions. Just a little over a century ago, women in the U.S. could not vote. Today there are more women enrolled in colleges
and universities than men, though a double digit gender wage gap at work still exists. As Dr. Martin Luther King, Jr. once said, “the arc of the moral universe is long, but it bends toward justice.” Our Children’s librarians have put together a new reading list with recent titles for kids and teens that
profile dozens of fascinating women across history and the globe who have done great and amazing things. These include a Mesopotamian poet and priestess, the first woman to reach Mount Everest’s summit, the first woman and African American to lead the Library of Congress, an actress who invented
the technique that would lead to WiFi, Bluetooth and GPS technologies, and the first Native American women to earn a medical degree. Our librarians have also compiled a selection of new titles for adults.
Our libraries have several events planned in connection with the month. Saratoga Library’s Sci-Fi and Fantasy Book Club is discussing Herland by Charlotte Perkins Gilman, about a feminist utopia, on Tuesday, March 5. Milpitas Library invites kids in grades K-8 to create a small guitar, in honor of music legend Joni Mitchell on Tuesday, March 12. Morgan Hill Library screens the film Hidden Figures, a true story about the three female black women mathematicians who were crucial to NASA’s early space mission successes, on Wednesday, March 13. Milpitas Library is offering two craft programs for children in grades K-8. Create De Stijl-style artwork inspired by artist Marlow Moss on Tuesday, March 19. Paint a Georgia O’Keefe style landscape on Tuesday, March 26. All supplies will be provided. Find

Libraries Taking Part in Primary Election All SCCLD libraries have ballot drop-sites available 24/7 through Election Day, Tuesday, March 5 (Cupertino’s is next to their City Hall). A full list of ballot drop-off sites and in-person Voting Centers, including hours, is available on the Santa Clara County Registrar of Voters’ website. Several libraries are also serving as in-person voting sites:
• Early Voting Centers: daily from 10 am – 6 pm at Cupertino, Milpitas, and Saratoga from now until Monday, March 4, and Gilroy and Morgan Hill from Saturday, March 2 to Monday, March 4.
• Election Day Sites: Tuesday, March 5, 7 am – 8 pm at Cupertino, Gilroy, Milpitas, Morgan Hill, and Saratoga.

A Greener Tomorrow Starts Today, with hundreds of events planned across Santa Clara County as part this year’s community reading engagement program touching on topics around environmental sustainability. For the next two months, there are events planned for all ages. Throughout February and March 2024, a diverse range of free virtual and in-person public programs will
be offered. These will include author talks, panel discussions, educational events, demonstrations, outdoor events, activities for students, storytimes, an art exhibit, and more. The 2024 theme for Black History Month is African Americans and the Arts. SCCLD is marking this year’s commemoration with a series of events, a special
Beanstack Challenge, and a digital art collection.
Titled Black and White in Black and White: Images of Dignity, Hope, and Diversity in America, curator Douglas Keister has put together a digital art collection in partnership with Exhibit Envoy that depicts the “New Negro Movement” era of 1910 to 1925, showcasing friends and neighbors of African American photographer and son of slaves John Johnson from his hometown of Lincoln, Nebraska.
Patrons can also attend one of our more than two dozen programs being held all month long,
for adults, teens, and children. These range from author talks by Professor Ajuan Mance of Mills College (Living While Black), crafts, book clubs, music performances by West African-style drummers Onye Onyemaechi and Mister Boom Boom, and a film screening of Harriet on February 28 at Morgan Hill Library. All month long patrons can also take part in a Book Title Guessing Game at our libraries and Bookmobile. Three booklists spanning ages 0-13, 14-17, and 18+ are also available. Ringing in the Year of the Dragon
February 10 marks the start of the Lunar New Year.
Celebrated across Asia and among the diasporas across the world, including the Bay Area, our libraries are taking part in marking the Year of the Dragon. You’ll find special displays at our libraries, which also have several special events planned. Come early to make sure you catch the Rising Phoenix Lion Dance performances on Saturday, February 3 at
Saratoga, Cupertino, Los Altos and Milpitas Libraries. Join us on Tuesday, February 6 as we kickoff a new online
series with the Asian Art Museum. The first discussion is titled The Silk Road: Globalization in the Art World. Five more art talks follow on the first Tuesday of each month.
Other events taking place include Milpitas Library's Yun Yee Tong Kung Fu group on Wednesday. February 7, a Paper Firecrackers craft for kids on Thursday, February 8 at Gilroy Library and Saturday, February 10 at Cupertino Library. The outstanding musicians of the Firebird Youth Chinese Orchestra play at Cupertino Library on Sunday, February 11 and a Lion Dance and kung fu performance takes place at Gilroy Library on Sunday, February 18.

There also will be a blog post with recommended booklists on our website. County Poet Laureate for 2024-25 Appointed
On January 23, the County Board of Supervisors appointed Yosimar
Reyes as the eighth County Poet Laureate. This honorary position helps promote the art of poetry at local community events, including during National Poetry Month in April, and represents the County of Santa Clara County through outreach related to poetry.

Helping Your Child Get Kinder Ready
Parents of children nearing five years of age who would like
to help prepare their little ones for kindergarten will love our
revamped Get Ready for Kindergarten page. We’ve given it a fresh look, with more information than ever, including links to a number of helpful websites from other agencies.
Caregivers and parents can register their incoming Transitional Kindergarten or Kindergarten student
and pick up a free booklet at any of our libraries that includes readiness resources for caregivers and
skill-building activities that they can work on together with their youngsters. The skill-set activities follows
the six critical areas for preparing to be successful in Kindergarten laid out in SCCLD’s Kinder
Readiness program of Health and Well-being, Early Literacy, Social and Emotional Development, Language and Communication Skills, Mathematical Thinking, and Science. This six-week, self-paced program kicks off at all SCCLD libraries in February. Children entering
Transitional Kindergarten and/or Kindergarten in Fall 2024 who complete all activities can pick up their certificate of completion and a prize from their local SCCLD library. Registration for the program can be at any of our libraries, ends on June 30. The last day to pick up a prize is August 31.

our various online resources on our website. Libraries to Serve as Early Voting, Voting Centers
The March 7, 2024 Presidential Primary Election is just a little over a month away. Early Voting starts in Santa Clara County at the end of February and three SCCLD libraries (Cupertino, Milpitas, and Saratoga)
will be taking part. From February 24 through March 4 they will have voting taking place from 10 am to 6 pm. Two of our libraries (Gilroy and Morgan Hill) will serve as Election Day Voting Centers from 7 am to 8
pm on Tuesday, March 5. They will also serve as Early Voting Centers from March 2 to 4 from 10 am to 6 pm. Find more info about how to register to vote, voting by mail, and the full list of in-person Voting Centers and ballot drop-off sites here.
