The focus is to educate residents and all road users about the importance of pedestrian and bicycle safety. In addition to the media campaign, safety messages for example have been posted on VTA bus tails and on bus shelters. 7.2.StoryWalk by Cassandra Wong, Gilroy Community Librarian April 16, 2024 6:00 PM Page 2 of 4 Parks and Recreation Commission Regular Meeting Minutes Ms. Wong presented about the StoryWalk Project of which the library would like to collaborate with the City. Approximately 15-17 posts would be installed with each one featuring a page from a published children’s book. A new book would be rotated approximately every four months. The posts would be spread out between 1/3 and ½ mile along a walkable trail. The purpose of StoryWalk is to expand opportunities for children to be exposed to literature as well as encourage families to exercise in natural public spaces such as a city park or trail. Ms. Wong mentioned that the selected stories would be in English and Spanish. The Project team is responsible for installation and maintenance of the signs and posts, while City staff will monitor and support installation of the posts. 8.PUBLIC COMMENT ON ITEMS NOT ON THE AGENDA None. 9.NEW BUSINESS 10.OLD BUSINESS 10.1.Potential Pickleball Court Location Scoring Criteria Discussion Assistant to the City Administrator Atkins explained the next step in the pickleball assessment process. He requested each Commissioner apply the scoring percentage for each category. The percentage can be different for each category, however, once it is finalized, it will be consistently applied during the scoring process for each prospective location. Commissioners had several questions for Mr. Atkins, which he was able to field. He informed them that it needs to be completed by the next Commission meeting. 10.2.Review of FY24 and FY25 Parks and Recreation Commission Work Plan Recreation Manager Henig reviewed the FY24 and FY25 Commission Work Plan. These were the following updates: •Chair Bentson, Vice Chair Graham, and Commissioner Ramirez will be watching a webinar about funding parks and recreation. •Mr. Henig mentioned the upcoming Bike to Wherever Day on May 16, which the Commission has participated in previous years. •The Commission received a presentation about the StoryWalk Project and will receive further direction from staff in a future meeting. Once the Commission recommends a location, the final decision will be made by City Council. •Commissioner Ramirez provided an update to the Commission about funding options for city parks and recreation services. He identified the following areas to generate more funding for parks and recreation services: o Capital Improvement Projects o Sales Tax Measure o Grant Allocations o Developer Impact Fees o Sponsorships o Foundations April 16, 2024 6:00 PM Page 3 of 4 Parks and Recreation Commission Regular Meeting Minutes 11.DEPARTMENT UPDATES 11.1.Recreation Division Updates Mr. Henig provided the updates for the Recreation Division as described in his staff report. 11.2.Status of City Parks Parks Supervisor Souza provided the following updates: •Weed abatement for cycling event at Christmas Hill Park (CHP) •Tree removal occurred at CHP, Rainbow, Las Animas Veterans Park (LAVP) •Completed baseball and softball field improvements; reattached shade structure at CHP; scheduled light repair at GSP. •The horseshoe pits were refurbish at LAVP. •CHP Mulberry restroom repair due to vandalism •Window broken at San Ysidro Park’s Recreation Building •Playground repairs at Rainbow Park, Los Arroyos, and Del Rey •Vertical banners will be installed on Monterey Street in Downtown. •Status update on the accessory panels at the pop-up park 12.BICYCLE & PEDESTRIAN ENCOURAGEMENT & EDUCATION VTA Bicycle and Pedestrian Advisory Committee representative Eugene Bernosky updated the Commission about the local events celebrated during Biking to Wherever Day in May, including the one he hosts at Gilroy Gardens. Also, he informed the Commission about potential grant opportunities through the VTA. 13.AGENDA ITEMS FOR NEXT MEETING Chair Bentson requested that the Miller Red Barn Association be invited to present again at a future Commission meeting. 14.COMMISSIONER PARK REPORTS & COMMENTS The Commissioner members provided the following reports: •Bentson – At Del Rey, the cement is lifting; At Cydney Casper, the hop scotch paint is coming off. •Graham – CHP and Rainbow are well-maintained. •Bozzo – Nothing to report. •Ramirez – Sent the Parks Supervisor photos of graffiti he discovered at a park. •Davis – Wanted a status about the water spigot at the Hecker Pass Dog Park; indicated that there is a lack of seating at the Dog Park and more benches are needed. 15.STAFF COMMENTS None. 16.ADJOURNMENT April 16, 2024 6:00 PM Page 4 of 4 Parks and Recreation Commission Regular Meeting Minutes Chair Bentson adjourned the meeting at 8:17p.m. __________________AH___________________ Adam Henig, Recreation Division Recording Secretary City of Gilroy Parks and Recreation Commission STAFF REPORT Agenda Item Title:Receive a Notice of Acceptance of Completion for the San Ysidro Lighting/Picnic Area Improvements Project No. 23-PW-281 Meeting Date:May 21, 2024 From:Heba El-Guindy, Public Works Director RECOMMENDATION Receive a Notice of Acceptance of Completion for the San Ysidro Lighting/Picnic Area Improvements Project No. 23-PW-281 EXECUTIVE SUMMARY Construction of the San Ysidro Lighting/Picnic Area Improvements Project (Project) was completed, and the Public Works Department staff reviewed and approved all Project documentation. The Project consisted of lighting upgrades in San Ysidro Park for a total Project cost of $171,750. City Council approved on May 6th the attached Notice of Acceptance of Completion for the San Ysidro Lighting/Picnic Area Improvements Project No. 23-PW-281. BACKGROUND The City received grant funding from the State of California Department of Parks and Recreation, Office of Grants and Local Services (OGALS) under the Proposition 68 General Per Capita Grant Program in the amount of $133,384 for this Project. The Proposition 68 Grant Program allocates funds to cities and counties based on population for eligible projects improving park and recreation services. On December 4, 2023, the City Council awarded a Contract to Cal-West Lighting & Signal Maintenance, Inc. for the construction of the San Ysidro Lighting/Picnic Area Improvements Project in the amount of $162,000 with a Project contingency of $16,200 (10%) for a maximum Project expenditure of $178,200 and authorized the City Administrator to execute the Contract and associated documents. The Project funding Receive a Notice of Acceptance of Completion for the San Ysidro Lighting/Picnic Area Improvements Project No. 23-PW-281. City of Gilroy Parks and Recreation Commission Page 2 of 2 May 21, 2024 was drawn from the Capital Projects Fund (Fund 400), and the City will be reimbursed $133,384 from OGALS. ANALYSIS The Project scope of work covered the removal and replacement of 16 lights with decorative poles and decorative LED light fixtures, as well as removal and replacement of 10 high pressure cobra head luminaires with LED cobra head luminaires (i.e., replacement of heads only). Based on the field assessment during construction and using some of the contingency fund, the completed Project installed 17 decorative poles and light fixtures (i.e., added a pole and fixture) and replaced 10 luminaires with LED fixtures. The Project was completed within 10 working days and a total construction cost of $171,750. A Certificate of Substantial Completion was issued on April 2, 2024. Project documentation has been completed and the contractor has addressed all punch list items. Based on coordination with the OGALS’ Project Officer, City staff proceeded with the Project completion documents and sought City Council approval on May 6th. The OGALS’ Project Officer advised that the state inspection will be completed at a later date. It should be noted that the constructed Project is under warranty for one year, during which time the inspection will be completed. The attached Notice of Acceptance of Completion for the San Ysidro Lighting/Picnic Area Improvements Project No. 23-PW-281 was approved by City Council on May 6th, with a final Project expenditure of $171,750. FISCAL IMPACT/FUNDING SOURCE The total Project construction cost is $171,750, with a saving of $6,450 from the budgeted Project expenditure of $178,200 that included $16,200 (10%) as contingency. Construction of this Project was funded by the State of California Department of Parks and Recreation under the Proposition 68 General Per Capita Grant Program and through the City’s Capital Projects Fund (Fund 400). The Capital Projects Fund will be reimbursed $133,384 by the OGALS grant funding and the remaining $38,366 was funded by the City’s General Fund (100), from the budgetary savings in the Citywide Parks Reroof/Rehabilitation capital project 800960. City of Gilroy Parks and Recreation Commission STAFF REPORT Agenda Item Title:Review of FY24 and FY25 Parks and Recreation Commission Work Plan Meeting Date:May 21, 2024 From:Adam Henig, Recreation Manager RECOMMENDATION Receive and comment on the FY24 and FY25 Parks and Recreation Commission Work Plan. BACKGROUND On February 20, 2024, the Parks and Recreation Commission adopted a new work plan for the remainder of FY24 and for FY25.  At each monthly meeting, the Commission will review its Work Plan to ensure the assignments are completed or in the process of being completed.  The Commission agreed to adopt the following items on their Work Plan:  •Hosting Arbor Day (suggestion was to have it in the fall); •Training opportunities for Commission members (i.e., webinars, conferences, etc.); •Participate in citywide events (i.e., Breakfast with Santa and Bike to Wherever Day); •Monitor city parks; •Establish guidance for a future pickleball court at a city park; •Study opportunities for parks and recreation services to have dedicated funding sources; and, •Work with Gilroy Library to bring about a Storywalk to a park or a trail. ANALYSIS Here are the most recent updates to the Commission’s Work Plan: •Arbor Day – Staff is recommending that Arbor Day be held in either September or Review of FY24 and FY25 Parks and Recreation Commission Work Plan City of Gilroy Parks and Recreation Commission Page 2 of 3 May 21, 2024 October. There were two locations identified that are in need of trees: Cydney Casper Park and Rainbow Park. •Training Opportunities: Bentson and Ramerez attended a National Park Foundation-sponsored webinar about funding parks and recreation in April. In addition, it has been announced that the 2024 Silicon Valley Bike Summit will be held on August 29, 2024, in South San Francisco. Last year Rameriez and Henig attended. •Participate in Citywide Events: Bike to Wherever Day 2024 is scheduled for May 16, 2024 at the Levee by the Christmas Hill Park entrance. Commissioners are encouraged to participate. Commissioners can also participate in tabling at the annual Downtown Live event. Below is a list of available dates: o June 20 o June 27 o July 18 o July 25 o August 1 •Review of establishing a Pickleball facility: Commissioners were asked to develop a scoring percentage for each category that will be used to assess potential pickleball locations. •Study opportunities for parks and recreation services to have dedicated funding sources: At the previous meeting, Ramirez provided an update about funding options for city parks and recreation services. Revised May 15, 2024 City of Gilroy Parks and Recreation Commission STAFF REPORT Agenda Item Title:Establishing a List of Sites for Evaluation of Future Potential Pickleball Courts Meeting Date:May 21, 2024 From:Bryce Atkins, Assistant to the City Administrator RECOMMENDATION Commission direction regarding the sites to include for analysis of potential pickleball courts. BACKGROUND There have been calls for the development of pickleball courts within the City of Gilroy. The Parks and Recreation Commission (PRC) has held discussions regarding three possible locations, which culminated in the meeting and input provided at its September 19, 2023 regular meeting. •In November of 2023, City staff came before the PRC and advised that, although the PRC provided comments about some of the locations, a more detailed and firm recommendation was going to be required. •At the meeting of November 21, 2023, staff advised the PRC that it would be returning in the new calendar year with a plan for carrying out this assessment and developing firm recommendations. •At the February 20, 2024 meeting of the PRC, staff presented a project calendar. •In March, the Commission received a presentation and held discussion regarding the ideal pickleball courts. •At the April 16, 2024 meeting of the PRC, the template for the individual weighed scoring structure was presented and discussed. At the time none of the commissioners had identified the weighted percentages for use in the scoring structure, and it was determined by the PRC to have the commissioners develop their weighting of the various criteria and report out at the May 21, 2024 meeting. ANALYSIS At this meeting, staff is asking two things of the Commission: 1. Provide the weighted percentages to staff for use in the scoring matrix. 2. Recommend edits and approve a final list of possible locations for potential future pickleball courts. Attached to this staff report is the template for the scoring matrix for reference purposes. Staff will request the scoring from each commissioner at the meeting, if not sent to staff before the meeting. Attached to this staff report is also a list of city-owned potential sites for consideration. Staff is requesting that the PRC review this list, and at the meeting identify first any sites to be removed from consideration, and then to add any sites that staff did not include that the PRC feels should be evaluated. Village Green Park 1 City of Gilroy Recreation Division 7171 Hanna Street | (408) 846-0460 Rec@cityofgilroy.org | www.cityofgilroy.org/recreation The following updates since the previous commissioner meeting are from the Recreation Division. • Festivities at the Senior Center – More than 110 seniors participated in a lively Cinco De Mayo celebration at the Senior Center on May 3. Zumba and piñata were featured as well as a traditional Mexican meal. • Willy Wonka, Jr., the recent children’s production, had a two week run at Gilroy High School Theater. Its final show was held on April 28. More than 1,600 people attended a performance. • In collaboration with Santa Clara County Public Health, Gilroy Recreation participated in a Bike Safety Event at South Valley Middle School on Friday, April 26. 2 • More than 70 participants attended the annual Adaptive Fishability event on Saturday, April 27 at McAlpine Lake. It was co-sponsored by Gilroy Recreation and Sportsmen Chef. • In late April, staff attended the annual Gilroy Foundation meeting and were awarded nearly $6,000 in youth scholarship funding, which supports participants who are unable to cover the full cost of a recreation program. Gilroy Recreation also received funding for senior services. • County of Santa Clara 2024 Fireworks Grant Program – City was awarded $5,000 to offset the costs of its annual fireworks display. • Bike to Wherever Day, May 16, 2024 – Commissioners Bozzo, Graham, and Ramirez tabled at the energizer station for the annual Bike to Wherever Day.
