PUBLIC COMMENT GUIDELINES:
During the PUBLIC COMMENT ON ITEMS NOT ON THE AGENDA portion of the meeting, each
person wishing to speak should prepare a presentation of not more than three (3) minutes. Persons
wishing to address the Commission are requested, but not required, to complete a Speaker’s Card
at the entrances. Completion of this speaker’s card is voluntary. All persons may attend this
meeting and speak, regardless if a card is completed or not. Speaker’s slips should be submitted to
the Secretary BEFORE this meeting portion begins. Anyone wishing to address the Commission on

Commissioner Nguyen motioned to approve the September 9, 2024 minutes.
Commissioner Rodriguez-Sandoval seconded the motion. Motion passed with a 8-0-0
vote (James, Garcia, and Francis were absent).

Commissioner Romero introduced herself since it was her first meeting as a
commissioner.

9.1.Discuss and Adopt FY2025 (July 1, 2024 - June 30, 2025) Youth Commission
Work Plan
Henig presented the staff report. The Commission continued their discussion about
adopting a work plan for FY25. They divided themselves into three groups, where they
discussed what they want to see on the work plan. All three groups were in favor of
hosting OpportuniTEEN Fair again. One group was supportive of taking on a legislative
assignment that had to do with the environment. Another wanted to help out with
Breakfast with Santa and supporting seniors with their personal technological devices.
Commissioner Sandoval Rodriguez motioned to organize OpporutniTEEN Fair; be
involved with community events such as Breakfast with Santa and Senior Tech Day or
Week; Resubmit a letter of support to the City Council in favor of funding a youth center in
Gilroy; and identifying an environmental issue that impacts Gilroy (e.g., protecting native
plants that are endangered) and submit a memo/white paper to the City Council about it.
The Commission agreed that it would research possible environmental issues before the
next meeting and report back about it. Vice Chair Beyret seconded the motion. Motion
passed with a 8-0-0 vote (James, Garcia, and Francis were absent).

ABSENT: Commissioner James, Commissioner Garcia, Commissioner Francis
Beyret, Nguyen, and Sandoval Rodriguez, will contact the local chapter of American
Association of University Women (AAUW), who had expressed interest in collaborating
with the Commission, to see if they had any specific ideas. Lai, Sarath, and Abandeh, will
conduct research on what other youth commissions have done that is related to this topic.
Ortega, Romero, and Sandoval Rodriguez will look into specific environmental issues that
the Commission could take on. The commissioners who are absent will be assigned to a
group.
10.STAFF/COMMISSIONER COMMENTS
There was a question about commissioners using other means of communication to talk
with one another outside of meetings. In order to avoid violating the Brown Act, Henig
explained that it is best when not in a meeting to only communicate with those in your
group on this topic.

STAFF REPORT
Agenda Item Title:Review FY2025 (July 1, 2024 - June 30, 2025) Youth
Commission Work Plan
Meeting Date:November 18, 2024

RECOMMENDATION
Comment and review the Fiscal Year 2025 Youth Commission work plan.
BACKGROUND
At the October 14 meeting, the Youth Commission adopted its FY25 work plan. It
comprised of the following:
•OpportuniTEEN Fair – similar to the previous year’s event, but this time add a
college admission component
•Tech Week for Seniors – commissioners will identify days that they can assist
seniors with their personal devices.
•Support Breakfast with Santa – commissioners will assist at the annual
Breakfast with Santa event on Saturday, December 7 at the Gilroy Senior
Center.
•Environmental issue – identifying a specific environmental issue that impacts
Gilroy or Gilroyans.
•Resubmit a letter of support to the City Council in favor of funding a youth
center in Gilroy
ANALYSIS
The Commission should focus on the next steps for each of these work plan items.
OpportuniTEEN Fair
Last year, the event was held on Saturday, March 23 at the Wheeler Center Gym. A
committee should be formed and will be made up of 3-4 commissioners who will each
lead a OpportuniTEEN Fair subcommittee. Each subcommittee will have a specific
assignment and be responsible for one of the following:

•Recruiting Vendors – recruit local businesses, nonprofits, and government
agencies to table at the event.
•Marketing of the event – spreading the word to Gilroy teens about the event. A
marketing strategy will be developed.
•Logistics – everything that is needed for the day of the event.
The committee will also determine the 2025 date.
Tech Week for Seniors
Commissioners will identify days that they can assist seniors with their personal devices
at the Senior Center. Staff recommends the following days (GUSD is off these days):
•November 25-27 (M-W) from 10:30-11:15am
•January 24, 2025 (F) from 10:30-11:15am
Support Breakfast with Santa
Commissioners will assist at the annual Breakfast with Santa event on Saturday,
December 7 at the Gilroy Senior Center. Commissioners should arrive at 8:00 a.m.
Environmental issue
Once an issue has been identified and agreed upon, staff recommends a committee form
that focuses on researching the issues, which eventually will culminate in a memo/white
paper presented to the City Council.
