CALL TO ORDER Chair James called the meeting to order at 6:05 p.m. 2. FLAG SALUTE 3. Commissioner Rodriguez-Sandoval seconded the motion. Motion passed with a 7-0-0 vote (Beyret, Romero, and Lai were absent). 6. PRESENTATION 6.1. Santa Clara Family Health Plan – New Resource Center in Gilroy Daysi Quijada of the Santa Clara Family Health Plan (SCFHP) presented about the organization’s new Resource Center in Gilroy, which will open in Fall 2025. Review FY2025 (July 1, 2024 - June 30, 2025) Youth Commission Work Plan Henig presented the staff report about the Commission’s FY25 Work Plan: • Tech Week/Days for Seniors – the following commissioners planned to attend the Senior Center on these days to assist seniors with their personal devices:  Monday, November 25 – Anna, Karin,  Tuesday, November 26 – Karin, Thanmay  Wednesday, November 27 – Karin, Thanmay  Tuesday, December 17 – Jacob, Alfred, Biruh  Wednesday, December 18 – Gianna Henig will follow up with those commissioners who were absent. • Breakfast with Santa (BWS) – All commissioners present (except for Jacob) will support BWS at the Senior Center on Saturday, December 7. • Environmental Issues – Each group reported on their findings.  Maya, Anna, Karin, and Gianna - they contacted the local AAUW chapter, who was interested in organizing a special event. Since the commission’s focus is on developing a policy, the collaboration most likely would not work, however, the commission can still participate in the event.  Thanmay, Biruh, Emily and Alfred – They conducted research to see what other youth commissions have done and discovered that there is a Gilroy/Morgan Hill Youth Climate Action Team. The Team advocated and contributed to a city-wide climate action plan in Morgan Hill and made a recommendation to MHUSD for the adoption of a similar plan. There was a letter submitted to the City of Morgan Hill City Council. Henig requested that the group obtain the letter.  Jacob, Sofia, Karin - They investigate a variety of issues that the Commission could develop a policy for. For example, Jacob came up with the following list: • Ban single use plastic within city limits. • Compostable packaging • Incentives for solar panels • Allocating vacant land for the use of community gardens • Protecting wildlife land • Creating more community trash pickup days. November 18, 2024 6:00 PM Page 3 of 3 Youth Commission Regular Meeting Minutes Karin came up with several ideas too, which derived from the County’s Santa Clara Valley Habitat Plan. One of the recommendations she mentioned was to protect invasive species such as the Loma Prieta Hoita. To protect this flower, which can be found in Gilroy and throughout the South Valley, Karin advocated that the Commission can request that Council create incentives(which the Commission can provide examples of) to grow more of it and protect it. The Commission supported this idea as their legislative issue.  OpportuniTEEN Fair – It was recommended that a group of commissioners form a committee to support the pre-planning of the event. Henig recommended that half the Commission focus on the OpportuniTEEN Fair and the other half on the environmental issue. For the OpportuniTEEN Fair, which will likely be held again in March, the pre-planning committee will comprise of Gianna, Biruh, Alfred, Anna, and Thanmay. The environmental issue committee will be Karin and Jacob with those commissioners not present. 10. AGENDA ITEMS FOR NEXT MEETING None. 11. STAFF/COMMISSIONER COMMENTS Henig mentioned that he needed assistance with the design for the Youth Commission T-shirts. Jacob and Thanmay volunteered. The goal is to have T-shirts ready for Breakfast with Santa on December 7. 12. Adam Henig Secretary City of Gilroy Youth Commission STAFF REPORT Agenda Item Title:Treasurer's Report for the Youth Commission as of December 1, 2024. Meeting Date:December 9, 2024 From:Emily Lai, Commission Treasurer RECOMMENDATION Review and accept Treasurer's reports as of December 1, 2024.  BACKGROUND The Treasurer is responsible for maintaining the Youth Commission’s financial budget, which is part of a financial account managed by the Recreation Division. For the 2024-25 term, the Commission selected Emily Lai in August to serve as its treasurer. Since the most recent treasurer's report, which was presented at the September meeting, the Commission has spent $264.45 on Youth Commission T-shirt. The Commission currently has a balance in the amount of $804.38. Per the Youth Commission’s bylaws, the Commission will receive a treasurer's report three times during the term--August, December, and April, which is when the next report will be presented. Given the amount of funds remaining in the budget, staff recommends that the Commission apply for a grant through a local civic organization in order to continue its programming such as OpportuniTEEN Fair. BACKGROUND At the October 14 meeting, the Youth Commission adopted its FY25 work plan. It comprised of the following:  •OpportuniTEEN Fair – similar to the previous year’s event, but this time add a college admission component  •Tech Week for Seniors – commissioners will identify days that they can assist seniors with their personal devices.  •Support Breakfast with Santa – commissioners will assist at the annual Breakfast with Santa event on Saturday, December 7 at the Gilroy Senior Center.  •Environmental issue – identifying a specific environmental issue that impacts Gilroy or Gilroyans.  •Resubmit a letter of support to the City Council in favor of funding a youth center in Gilroy ANALYSIS Below is a status update for each of the work plan items. OpportuniTEEN Fair Last year, the event was held on Saturday, March 23 at the Wheeler Center Gym. A committee has been formed (Alfred, Gianna, Thanmay, Biruh, Anna) to lead the event planning efforts. They will be responsible for the following: •Recruiting Vendors – recruit local businesses, nonprofits, and government agencies to table at the event. Review FY2025 (July 1, 2024 - June 30, 2025) Youth Commission Work Plan City of Gilroy Youth Commission Page 2 of 2 December 9, 2024 o The Committee met in November and identified which organizations to recruit and who will contact them. See attachment. •Marketing of the event – spreading the word to Gilroy teens about the event. A marketing strategy will be developed. This will occur once the vendors have been solidified. •Logistics – everything that is needed for the day of the event. This will begin approximately 30 days prior to the event. A tentative date for the event is scheduled for Saturday, March 22, 2025 at Wheeler Center Gym. Tech Week for Seniors Commissioners will identify days that they can assist seniors with their personal devices at the Senior Center. •November 25-27 - Approximately, twelve seniors were assisted by the following commissioners: Karin, Anna, Thanmay, and Sofia. During the week of December 16 from 10:30-11:15am, Jacob, Alfred, Biruh, and Gianna have offered to support. Support Breakfast with Santa Commissioners will assist at the annual Breakfast with Santa event on Saturday, December 7 at the Gilroy Senior Center. Commissioners should arrive at 8:00 a.m. Legislative Issue The Commission has selected its legislative issue, which will focus on protecting the vulnerable and native Loma Prieta Hoita, a flower that is grown throughout the SF Bay Area, especially in South County. The committee will conduct research about the importance of the flower and what legislative recommendations it can make to the City Council. The research will culminate into a brief memo that will be submitted to the City Council at the end of this school year. The committee members are Karin, Jacob, Emily, Sofia, and Maya and plan to meet before this upcoming Commission meeting.
