CALL TO ORDER The meeting was called to order by Chair Marques at 8:00 AM. 2. There being no speakers, Chair Marques closed Public Comment. 4. Approval of the November 14, 2023 Regular Meeting Minutes Motion: Approve the November 14, 2023 Regular Meeting Minutes RESULT: Pass MOVER: Jane Howard SECONDER: Susan Jacobsen AYES: Fran Beaudet, Rebeca Armendariz, Marie Blankley, Dion Bracco, Jane Howard, Susan Jacobsen, Dave Leal, Carol Marques, Emily McEwan- Upright, Jeanie Rizzuto, Fred M. Tovar NAYS: None ABSENT: Toni Bowles, Matt Gallion, Savannah Logenbach 5. Ask If Anyone Would Like to be Removed From the Committee Chair Marques inquired if any committee members wished to be removed from their positions; however, there were no requests for removal. Code Enforcement, Beautification, and Noise Presentation at the January 22, 2024 City Council Meeting Chair Marques notified that the Code Enforcement, Beautification, and Noise presentation to Council will be held on January 22, 2024 City Council Regular Meeting. 8. Future Downtown Committee Meeting Dates The Committee discussed canceling the regular meetings on February 13, 2024, and April 9, 2024. The Committee will meet on March 12, 2024, and May 14, 2024. The item received unanimous support. 6. Code Enforcement Sub-Committee Report Committee's Role and Supervision: Discussion on the role of the committee and who supervises the code enforcement team. Enforcement Concerns and Priorities: A comprehensive list of enforcement concerns was presented, including issues related to abandoned buildings, property blight, business licensing, land use, illegal activities, and unsafe conditions. Public and Council Reporting: Discuss the need for regular reports from code enforcement to the Council and the public detailing enforced actions or ongoing work. Priority Setting and Ordinances Impact: Deliberation on whether code enforcement should continue as a top priority for the Downtown Committee, especially in light of new ordinances affecting street vendors, parking, etc. Focus Areas and Committee's Role: Discussion on the committee's focus areas for code enforcement and the broader role of the committee in influencing code enforcement policies. Next Steps and March Meeting Preparation: Agreement to postpone finalizing priorities until further discussion with city staff. Chair Marques proposed presenting a final report at the March committee meeting. 9. Distribute Hand-Outs No action was taken. 10. Introduce Five New Sub-Committee Topics and Have Members Sign Up The item was continued to the March 12, 2024 Regular Meeting. 11. ADJOURNMENT Chair Marques adjourned the meeting at 9:01 AM.
