Downtown Committee Regular Meeting Minutes
Tuesday, March 12, 2024 | 8:00 AM
1. CALL TO ORDER
The meeting was called to order by Chair Marques at 8:00 AM.

3. Public Comment
Chair Marques opened Public Comment.
Kelly Ramirez requested an update on the 5 original focus areas of the
committee.
There being no other speakers, Chair Marques closed Public Comment
4. Approval of the Minutes: At the time of approval, there was not a quorum
present to approve the January 9, 2024 Meeting Minutes.
5. Draft Parklet Requirements
The committee discussed parklet design standards. No formal vote took place on
any suggestions.
Several committee members have researched other cities, including City of
Watsonville and Hollister. The consensus was to establish a maximum height of
48 inches from the ground. There was also discussion related to uniformity,
building materials, the need for shade, and the objects that could be used in the
parklets. The committee also agreed that parklets should be limited to the
frontage of the building, Service would be limited to the business’s hours of food
service.
The committee also agreed that there would need to be fees attached, including
an annual inspection fee. Staff to determine fees based on hourly rate and other
considerations. The committee would like to study the revenue lost to make a fee
recommendation.
For locations of parklets, the committee agreed to not allow parklets on Monterey
Road, and that there would need to be a separation between parklets for safety.
The committee recommends allowing a logo to identify the business, but agreed
no other signage should be present on the parklet.
The committee agreed they did not want to allow parklets to have a roof or shade
sails, but umbrellas may be allowed. TVs and music would not be allowed, and
no permanent infrastructure changes would be allowed (no gas, or
undergrounding electricity). Depending on code requirements, propane heaters
and solar or battery powered lights would be allowed.
The committee was also in agreeance that the restaurant or business would
need to be responsible for cleaning and maintaining the parklet.
The committee recommended notifications to businesses and property owners
within 500 feet of the proposed parklet.
Next Steps: The Committee will bring their recommendations to the next regularly
scheduled meeting. The recommendations will then be taken to Community
Development, who will work on the code requirements for the proposed parklet
program.
6. Discuss Next Meeting Date
The Committee will meet on Tuesday, April 9 at 8:00 AM at the Council
Chambers. Topics of discussion will be Code Enforcement and the Future Parklet
Program.
