APPROVAL OF MINUTES A. Arts and Culture Commission - Regular Meeting - Feb 12, 2019 5:30 PM Motion was made by Vice Chair Nancy Fierro to approve the February 12, 2019 Regular Meeting Minutes. Motion seconded by Commissioner Maricela Andrade. Motion passed 5-0-0. V. APPROVAL OF AGENDA Motion was made by Commissioner Karla Sward to approve the agenda. Karla Sward Commissioner Karla Sward introduced herself to the Commission. Karla has been a resident of Gilroy for 10 years and loves the arts and culture. B. Sally Armendariz Commissioner Sally Armendariz introduced herself to the commission. Sally is a Gilroy native, loves the arts and is part of the CARAS organization. VII. AWARDS/RECOGNITIONS None. VIII. PUBLIC COMMENT ON ITEMS NOT ON THE AGENDA None. IX. PRESENTATION TO COMMISSION 1. Presentation of the City of Gilroy Board, Commission & Committee Member Handbook by City Clerk City Clerk Shawna Freels reviewed the Board, Commission and Committee Member Handbook with commissioners. X. NEW BUSINESS A. Gilroy Museum's Annual Presentation and Commission Approval to Transfer Funds to Museum Gilroy Museum volunteer Tom Howard provided the Commission an overview about the history of the Gilroy Museum. Historical Society President Connie Rogers requested the Arts and Culture Commission approve the recommendation to transfer $571.77 from the Museum Trust Fund to the 801 Fund for preservation pursposes. Motion was made by Vice Chair Fierro to recommend the transfer of $571.77 from the Museum Trust fund to the 801 Fund to City Council for the Museum's mission to preserve and protect the City's Historical Collection. Motion seconded by Commissioner Armendariz. Motion passed 5-0-0. B. Approve Arts and Culture Commission Presentation Dates to City Council 4.A Packet Pg. 5 Communication: May 14, 2019 (APPROVAL OF MINUTES) 3 Staff member Henig informed the commission about their annual presentation to City Council, which is done jointly with the Public Art Committee. The presentation dates were narrowed down by PAC. The Commission was tasked with selecting two dates, which will be given to the City Clerk and she will inform which date would be the final presentation. Per discussion, the Commission settled on June 17 and August 19. Motion was made by Vice Chair Fierro to recommend to present to the City Council on either June 17th or August 19th for the annual report. Motion seconded by Commissioner Sward. Motion passed 5-0-0. XI. OLD BUSINESS A. Finalize and approve 2019 Arts and Culture Commission Work Plan Staff member Henig reviewed the Commission’s 2019 Work Plan. Chair Kissa requested to discuss the 150th Anniversary Logo Contest. She is concerned about the lack of submissions and requested to know if the contest deadline could be extended. Vice Chair Fierro stated she would be contacting the GUSD public information officer, who oversees Peach Jar to distribute to students electronically. Staff member Henig informed commissioners he would be reaching o ut to the City Community Engagement Coordinator to see if this would be a possibility. He will report back to commission as soon as possible. Motion was made by Chair Kissa to approve the 2019 Work Plan. Motion seconded by Commissioner Andrade. Motion passed 5-0-0. B. Fiscal Year 2019 Training Budget Expenditures Staff member Henig informed the Commission they still have funds remaining for the Fiscal Year 2019 Training Budget as they have only purchased business cards. Henig informed Commissioners these funds are strictly for commissioners training and expire at the end of the fiscal year. No recommendations or requests were made. XII. PUBLIC ART COMMITTEE UPDATE Vice Chair Fierro stated she was not able to attend the last Public Art Committee meeting. She was present when the Committee reviewed and approved the proposed art pieces for the Hampton Inn being developed on Monterey and Travel Park Circle. The Committee also reviewed and approved the work plan and is working on updating the Bench Plaque Program, creating a digital inventory of local art, recommendation for artists and art in different cities to assist developers when they are coming up with proposed art pieces for new developments. 4.A Packet Pg. 6 Communication: May 14, 2019 (APPROVAL OF MINUTES) 4 XIII. GENERAL PLANNING ADVISORY COMMITTEE UPDATE Vice Chair Fierro attended the General Plan Advisory Committee and provided an overview to the commission about what was discussed. She stated GMH magazine had a write-up regarding future development plans. XIV. GILROY ARTS ALLIANCE UPDATE A. Gilroy Arts Alliance Report The report from Gilroy Center for the Arts listed recent and upcoming events taking place at the center. Vice Chair Fierro stated she attended the Youth Art Program which showcased local youth art. She also mentioned the Veterans art exhibit which lists many pieces for sale. Fierro mentioned that she met with the Executive Director, who encouraged all Arts and Culture Commissioners to visit the Center. Chair Kissa then asked if a future meeting could be held at the facility at which time Staff member Henig stated he would look into holding a meeting at the Gilroy Center for the Arts. XV. STAFF REPORTS A. Recreation Staff Report Staff member Henig discussed the Recreation Department’s summer production of Wizard of Oz, which will occur in mid-July. Mary Poppins Jr. was a successful production, watched by hundreds of families in the community. The 2019 Summer Guide is out and registration is underway. The fall guide is expected to be published in mid-to-late July. The annual Kids Discover Art event was held on April 28 at San Ysidro Park and had nearly 350 local youth participated in the workshops lead by volunteers. Vice Chair Fierro mentioned her son will be in the Wizard of Oz and will be selling tickets for the play. XVI. STUDENT REPRESENTATIVE COMMENTS None. XVII. COMMISSION COMMENTS (Arts-Related) None. XVIII. STAFF COMMENTS Staff member Henig informed the Commission the City Council recently conducted a budget study session and there was a motion to decrease the General Fund’s support of the Recreation Department by $1 million. The proposal could affect arts and culture related programs. He mentioned the subject may be discussed again at 4.A Packet Pg. 7 Communication: May 14, 2019 (APPROVAL OF MINUTES) 5 the next city council meeting, which is scheduled for Monday, May 20. XIX. Executive Summary At the May 14 regular meeting, it was proposed to have a regular meeting hosted at the Gilroy Center for the Arts, 7341 Monterey Road, instead of Council Chambers. The purpose of the change of venue is to strengthen the relationship with the Center while expanding the Arts and Culture Commission’s public visibility. The meeting will be properly noticed and accessible to the general public. The proposed date for this meeting would be Tuesday, October 8, 2019. 9.A Packet Pg. 9 ARTS AND CULTURE COMMISSION STAFF REPORT Agenda Item Title: Logo Design Contest Selection for 150th Anniversary of City of Gilroy Meeting Date: June 11, 2019 Submitted By: Adam Henig Prepared By: Adam Henig Recommendation: It is recommended the Commission motion to approve and recommend to Council an overall winning design logo and select a winning design for the other remaining age category. Executive Summary In commemoration of the historic anniversary of the City of Gilroy’s incorporation on March 12, 1870, residents were invited to submit an original artwork to be the official commemoration logo for the City of Gilroy’s 150th Anniversary that will be celebrated in 2020. The Arts and Culture Commission sponsored this logo design contest that began on April 15, 2019 and concluded on May 31, 2019. There were a total of 14 submissions from residents. The Commission will select to recommend to Council the winning designs. Background Entries were collected in one of two ways:  Digitally - through the contest web page at www.YourVoice.cityofgilroy.org.  A physical copy – dropped off at City Hall Community outreach for the contest included advertising City and Recreation Department e-newsletters; flyers hung and distributed at downtown businesses; information disseminated at schools, public and private; and the Gilroy Library hosted and facilitated three logo design workshops (for youth, teens, and adults). Categories were developed to create a level playing field:  Primary (Kindergarten – 5th Grade) 9.B Packet Pg. 10  Secondary (6th Grade - 12th Grade)  Adult (18 years old and up) However, only one logo will be used to commemorate the 150 th anniversary (winners by category may be displayed in an exhibit). Note: there were no entries from the primary category. Contest requirements included: 1. The logo must include the number “150” and the words “City of Gilroy” as part of the design. 2. The logo should be designed to fit within a square format. 3. The logo should be designed in a manner that allows for use in full color, one color, and/or black and white. 4. The logo should be designed in a manner that will look good at relatively small sizes as well as larger sizes. 5. Entrants should take care to ensure that their entries are not in any way similar to existing logos or other copyrighted images that are the intellectual property of persons, businesses, or entities other than the entrant. 6. The inclusion of any false, deceptive, and/or obscene images or words in the logo will render the submission ineligible. The Commission is tasked with motioning to approve to recommend to Council an overall winning design along with a winner for each of the other categories. The winning logo will serve as the official commemoration logo for the City of Gilroy’s 150th Anniversary that will be celebrated in 2020. That may include use of it on promotional materials, the City of Gilroy website, social media, and in many other ways. The City Council will make the final decision at its July 1, 2019 re gular meeting. Attachments: 1. Executive Summary During the March 12, 2019 annual retreat, the Arts and Culture Commission discussed and drafted a work plan to be completed within the calendar year. The Commission is tasked with approving the work plan, which should be aligned with City Council’s goals. Grades K – 12. Limelight Performances: “Belles: The Reunion”, the summer comedy/drama, will open June 21 and run through July 14. A third matinee was added on July 14 due to the first two selling out before rehearsals began. Beautiful California Photo & Art Exhibit 2019 June 1 – July 3. Reception June 8. A combined medium salon exhibit of local artists. Wine and Paint Night June 27 Paint night for adults will be held June 27, 6:30pm – 8:30pm. Purchase your spot on our website. The summer theater production, Wizard of Oz, which will be directed by Colleen Blanchard, will occur in mid-July at the Gilroy High School Theater. The fall production will be Annie and it will be directed by Hillary Little. Over the past year, Little has directed Grease and Mary Poppins, Jr. The 2019 Summer Activity Guide is now available. It features classes, camps, and programs for all ages and all interests. Staff is currently working on the first draft of the 2019 Fall Guide, which will be published in late July. Lots of cultural art classes are included in the current guide such as Polynesian dancing, Aztek dancing, Zumba, and keyboarding. On June 21, Party in the Park will take place at San Ysidro Park. The event is an family- friendly, annual summer celebration that encourages safe use of the park through dance, art, and games. The Senior Center is hosting a Luau on June 28. Tickets are $20 and it is a Hawaiian themed event. 14.A Packet Pg. 33
