PUBLIC COMMENT GUIDELINES:
During the PUBLIC COMMENT ON ITEMS NOT ON THE AGENDA portion of the
meeting, each person wishing to speak should prepare a presentation of not more than
three (3) minutes. Persons wishing to address the Commission are requested, but not
required, to complete a Speaker’s Card located at the entrances. Completion of this
speaker’s card is voluntary. All persons may attend this meeting and speak, regardless
if a card is completed or not. Speaker’s slips should be submitted to the Secretary
BEFORE this portion of the meeting begins. Anyone wishing to address the Commission
on any other item on this AGENDA is requested, but not required, to fill out a speaker’s
slip as well and submit it to the Secretary BEFORE the Commission takes action on the
item.

IX. NEW BUSINESS
A. Rescind Decision of 2020 Regular Meeting Schedule of Arts & Culture
Commission
Henig explained that at the most recent commission meeting (November 12,
2019), the Arts and Culture Commission (ACC) approved the 2020 meeting
schedule. After speaking with the Public Art Committee’s (PAC) staff liaison,
she had informed him that since the ACC and PAC will be consolidated,
PAC members would like input on the 2020 schedule and recommends that
it be discussed at their first meeting in January, when the commission will
expand to ten members. By motioning to approve, the Commission would
rescind the agreed upon schedule that was approved on November 12,
2019. The commission will meet on January 14, 2020 and use that meeting
to set and approve the 2020 schedule.
Kissa asked if the retreat would be rescheduled too. Henig said yes, all of
the 2020 dates would be modified-except January 14-based on the outcome
of the first meeting in 2020. Also, Kissa inquired where the meeting will be
held in the Chambers since the dais only has 9 chairs. Henig said it would
be around the conference table.
Motion made by Fierro to approve rescinding the 2020 Commission meeting
schedule. Sward seconded the motion. Motion passed 6-0-0.
X. OLD BUSINESS
A. Update of 2019 Arts and Culture Commission Work Plan

Henig referred commissioners to packet page 13. Henig mentioned the
commissioner’s award that was presented to Kevin Heath of Limelight
Actors Theater in November. Also, the commission would delay finalizing
details of the art award criteria until the newly formed commission
reconvenes in January 2020. Commissioner Fierro mentioned she attended
Spirits at San Ysidro Park in October. Commissioner Armendariz attended
Dia De Los Muertos. Kissa attended Christmas Holiday parade. Henig
informed the commission that South Valley Civic Theater is planning to run
theatrical productions at the Center for the Arts since Limelight Actors
Theater will not be anymore.
Henig provided an update from the 150th Anniversary Committee Chair. She
said that the Committee is organizing a Family Day event on Saturday,
March 14, 2020 at Wheeler Center. A more formal event will take place on
March 12 (the actual anniversary date) at Old City Hall. It will be sponsored
by the Chamber of Commerce. The committee has requested volunteers
from the commission. Also, City Council is planning to honor the logo
contest winner and participants at a January 2020 Council meeting. Henig
will confirm the date once he is informed.
Fierro informed the commission about Christopher High School theater
productions at their black box theater. She’ll try to find out about upcoming
performances in advance so commissioners can attend.
B. Arts and Culture Commission has a fund account available to be used
for Commission-related business
Henig reiterated the purpose of the 801 fund. Kissa asked if funds could be
used from this budget to purchase awards for the logo contest participants.
Henig said that would be fine as long as it’s related to commission business.
Henig also explained that the Public Art Committee oversees a Public Art
Fund that can only be used for purchasing or improvements to existing
public art on city property. This fund will now be managed by Arts and
Culture Commission. These funds are raised by members of commission
subcommittee.
C. Fiscal Year 2020 Training Budget Expenditures

Henig referred to commissioners to packet page 16 regarding the training
budget balance. Sward asked if the money rolls over at the end of the year.
Henig said it does not, but clarified that the end of the year is fiscal year, not
calendar year. Sward asked what past practices were of previous
commissioners. What made them so successful? Can Henig put them in
touch with the current commission, Sward asked. Henig said he would
reach out to them to see if they would be interested. Henig said he would
provide a binder of the history of the commission to Sward. She expressed
interest in borrowing it. Fierro mentioned about what the Public Art
Committee is doing such as the bench plaque program and curating public
art within the City. Bermudez discussed the importance of public art.
XI. PUBLIC ART COMMITTEE UPDATE
Fierro discussed the current public art approval process and how the
committee is investigating different ways to propose a more effective
process when it comes to developer’s selection of artwork. Kissa
recommended that the conversation continue when the commission meets
again in January.
XII. GENERAL PLANNING ADVISORY COMMITTEE UPDATE
No report.
XIII. GILROY ARTS ALLIANCE UPDATE
A. No report
Henig believes that the Commission will not be receiving updates on a
monthly basis anymore until the new Arts Alliance director position is filled.
Kissa mentioned she had not heard back from the head of the South Valley
Civic Theater organization yet. She had reached out to him. She’s hoping to
make contact to establish a rapport.

Henig referred commissioners to packet page 17 and 18. The Holiday
Posada has been moved to the Cesar Chavez gym because of expected
rains. Henig mentioned that the next commission meeting will incl ude
elections of chair and vice chair as well as two other staff members will be
present at the meeting: Recreation Director Maria De Leon and
Management Analyst Carina Baksa. Baksa will eventually become the new
staff liaison to the commission. A public f orum-organized by the needs
assessment consultant (see report-was held on December 5 at the Senior
Center and close 100 residents attended the evening portion event.
Kissa requested that a list of vacant city-owned facilities be provided to the
commission at an upcoming meeting in January or February.
XV. STUDENT REPRESENTATIVE COMMENTS
None.
XVI. COMMISSION COMMENTS (Arts-Related)
Kissa requested that staff provide a list of vacant city-owned facilities to see
if there is space available for a kids/youth art center. Henig said he would
look into it and provide a list at either the January or February meeting.
Sward asked Henig about the downtown neighborhood and whether the
commission had jurisdiction over it. Henig explained they are privately
owned, but the City has been working closely with building owners to bring
them up to code. She also inquired about the murals downtown. Henig did
not know when those murals were created. There were more questions
about downtown. Henig explained that if the Commission were to focus its
efforts downtown they will need direction from Council to do so.
XVII. STAFF COMMENTS
No comments. Kissa asked if more students could participate at commission
meetings. Henig recommended that this discussion be saved for the retreat.

The Arts and Culture Commission approved their regular meeting dates for
calendar year 2020. At the November 4, 2019 meeting, City Council
approved consolidation of the Arts and Culture Commission and the Public
Art Committee into one Commission under the name Arts and Culture
Commission beginning January 1, 2020. The members of the Public Art
Committee are requesting to reopen the meeting dates item at their first
meeting in January because they do not agree to the dates as adopted by
the Arts and Culture Commission. Committee member Bozzo stated it would
be hard for Public Art to be dark two months in a row when there are
members of the public, such as Contractors or Bench Plaque buyers,
waiting for their projects to be approved by the new Commission.
Committee does not agree to be closed to the public for four months out of
the year.
Committee would like to discuss at the regular January meeting the day of
the week for the ongoing regular meetings, Tuesday or Wednesday
meetings, the months the Commission plans to go dark, and to keep
February as a regular meeting date with the retreat following once the
regular meeting ends.
Chair Reynisson made a motion to approve the January 14, 2020 regular
meeting date and reopen the rest of the schedule to discuss and vote as the
combined Commission. Motion was seconded by Vice-Chair Bozzo.
Motion carried 4-0-1.
VIII. OLD BUSINESS
A. Bench Plaque Program Brochure Redesign
Committee member Saldana was absent and therefore, there was no
update on this item. Item is to be carried over to the next meeting in January
2020.
IX. FINANCIAL REPORT
A. Financial Report for the Quarter Ending September 30, 2019
Staff Baksa presented the Public Art Committee Financial Report for
Quarter Ending September 30, 2019. The Public Art Committee 801 Fund
has a balance of $12,272. $4,508 are reserved funds for maintenance of
existing Public Art projects and unreserved or available funds are $7,764.
Motion made by Vice-Chair Bozzo to approved Financial Report as
presented. Motion seconded by Chair Reynisson.
Motion carried 4-0-1.

X. ARTS AND CULTURE COMMISSION REPORT
Commissioner Fierro reported that the Arts and Culture Commission
presented Kevin Heath, from the Gilroy Arts Alliance, with recognition as he
retired from his post.
Fierro also reported that the 150th City Anniversary Celebration committee
continues to meet and plan how the City will acknowledge and
commemorate the anniversary throughout 2020 and how it will partner with
other agencies such as the Gilroy Library. Logo contest winners will be the
City Logo for the year.
XI. COMMITTEE COMMENTS
Vice-Chair Bozzo reported that the Garlic Festival’s Founders Plaque at
Christmas Hill Park was missing a rock, but it was replaced and repaired at
no cost.
Bozzo also wanted to know why art work that has been approved to be
installed with descriptive plaques in housing developments is allowed to be
installed without the descriptive plaques, which may take a lot longer to
install. Is the Building Department supposed to follow up on these items or
the Public Art Committee? Committee agrees that this could be a subject to
be placed on the agenda for next year’s combined commission.
XII. STAFF REPORT AND COMMENTS
All Public Art Committee members will be Commissioners beginning in
January 2020. As of right now, Staff liaison has not been assigned for the
new Commission.

Motion to approve the 2020 Regular Meeting Schedule of the Arts and Culture
Commission
Background
Per City Council meeting of November 4, 2019, beginning in January 2020, the Public
Art Committee (PAC) and Arts and Culture Commission (ACC) will be one combined
body under the name of Arts and Culture Commission.
At their November 12, 2019 meeting, the ACC approved the 2020 meeting schedule.
However, the PAC did not approve this meeting schedule a t their November 20, 2019
meeting. PAC members requested the item be reopened for discussion at this meeting.
Historically, during the course of a calendar year, the two bodies have met for 10 dates
plus a retreat.
Discussion
Based on meeting place availability, the new Arts and Culture Commission has the
option to adopt the following meeting days and times:
2nd Tuesday of the month at 5:30pm - prior regular meeting day/time for the
Arts and Culture Commission.
4th Wednesday of the month at 5:30pm - prior regular meeting day/time for the
Public Art Committee.

Motion and vote for the selection of commission Chair and Vice-chair of Arts and
Culture Commission.
Executive Summary
At the beginning of the calendar year, the Arts and Culture Commission will motion to
select a chair and vice-chair to serve for a one-year term. The chair’s main function is to
preside over the commission meeting and approve the agenda prior to posting. If the
chair is not present at the meeting, the vice-chair will be the presiding officer. The new
chair will take over duties following this meeting.

Executive Summary
To learn more about what each of the other body worked on the previous year, use this
opportunity to share your commission or committee’s work plan. At the 2020 retreat, the
Arts and Culture Commission will develop a new work to be completed within the
calendar year. The work plan should be aligned with City Council’s current goals:

Executive Summary
On November 4, 2019, City Council approved the consolidation of the Public Art
Committee (PAC) and the Arts and Culture Commission (ACC) into a combined body
under the Arts and Culture Commission. The newly formed commission will now have
oversight of two 801funds and a combined training budget, which will expire at the end
of the fiscal year.
Below are the balances of each fund as of December 31, 2019.

Receive and comment.
The spring children’s theater production will be Shrek, the Musical Jr. Auditions will be
on Saturday, February 22, 2020. The performance at Gilroy High School Theater will
run from April 24-May 3.
The Recreation Department has launched its new software, CivicRec, which will replace
Active.Net. Since the launch occurred in the midst of the release of the 2020
Winter/Spring Activity Guide, the new software will not be available to the public until
March 2020, when the 2020 Summer Activity Guide is available.
The Gilroy Museum reported that in 2019 they received over 1,100 visitors, put in over
2,300 volunteer hours and led nearly 400 participants on walking tours. The Museum is
currently preparing to recruit a part-time executive director.
In December, Recreation staff was notified by Gilroy Rotary Club that they received
close to $5,000 from the organization's annual community service grant. These grants
will benefit Kids Discover Art, Breakfast with Santa, and Kids Triathlon.
