Commissions, task forces, councils and other agencies of the City exist to conduct the people's business. This ordinance assures that deliberations are conducted before the people and that City operations are open to the people's review. Persons wishing to address the Commission are requested, but not required, to complete a Speaker’s Card located at the entrances. Completion of this speaker’s card is voluntary. All persons may attend this meeting and speak, regardless if a card is completed or not. Speaker’s slips should be submitted to the Secretary BEFORE this portion of the meeting begins. Anyone wishing to address the Commission on any other item on this AGENDA is requested, but not required, to fill out a speaker’s slip as well and submit it to the Secretary BEFORE the Commission takes action on the item. Materials related to an item on this agenda submitted to the City of Gilroy Arts & Culture Commission after distribution of the agenda packet are available for public inspection with the agenda packet in the Recreation Department at City Hall, 7351 Rosanna St reet during normal business hours. CALL TO ORDER The regular meeting of the Arts & Culture Commission was called to order by Chair Wendy Sue Kissa at 5:30 p.m. ROLL CALL Present: Chair Wendy Sue Kissa, Vice Chair Fierro, Commissioner Bermudez, Commissioner Bozzo, Commissioner Saldana, Commissioner Somorjai, Commissioner Sward. Absent: Commissioner Maricela Andrade, Commissioner Camille McCormack, and Commissioner Melanie Reynisson. II. FLAG SALUTE Chair Kissa led the pledge of allegiance. III. SECRETARY'S REPORT The agenda was posted on the City's website on January 9, 2020 at 5:05 p.m. IV. APPROVAL OF MINUTES Motion was made by Commissioner Sward to approve the December 10, 2019 Arts and Culture Commission meeting minutes; seconded by Commissioner Bermudez. Motion passed 7-0-0 Motion was made by Commissioner Bozzo to approve the November 20, 2019 Public Art Committee meeting minutes; seconded by Commissioner Fierro. Motion passed 7-0-0 V. APPROVAL OF AGENDA 4.A Packet Pg. 4 Communication: January 14, 2020 ACC Meeting Minutes (APPROVAL OF MINUTES) 2 Motion was made by Commissioner Sward to approve the agenda; seconded by Commissioner Bermudez. Motion passed 7-0-0 VI. INTRODUCTIONS With the consolidation of the Arts and Culture Commission and the Parks and Arts Committee, the commissioners introduced themselves to one another. Recreation Department Director De Leon stated she will be the liaison for the consolidated Arts and Culture Commission while Carina Baksa is on leave. De Leon offered to meet with Sward to address additional questions VII. AWARDS/RECOGNITIONS Chair Kissa provided a background on the awards/recognitions program including the criteria. Commissioner Fierro suggested we table the awards/recognitions to the upcoming retreat scheduled for Tuesday, February 11, 2020 to go over the details. VIII. PUBLIC COMMENT ON ITEMS NOT ON THE AGENDA None. IX. NEW BUSINESS A. Bench Plaque Inscription for Ann Jaszewski De Leon referred commissioners to packet page 14. Motion was made by Commissioner Bermudez to approve the inscription for the bench plaque honoring Ann Jaszewski; seconded by Commissioner Sward. B. Approval of the 2020 Schedule of Regular Arts and Culture Commission Meetings 4.A Packet Pg. 5 Communication: January 14, 2020 ACC Meeting Minutes (APPROVAL OF MINUTES) 3 Motion was made by Commissioner Bozzo to hold the combined Arts and Culture Commission meetings the 2nd Tuesday of every month at 6:30pm; seconded by Bermudez. Passed 7-0-0 Motion was made by Commissioner Sward to go dark the months of July and December and hold special meetings as needed; seconded by Commissioner Bermudez. Passed 7-0-0 Motion was made by Commissioner Bozzo to hold the annual retreat during the regular commission meeting scheduled for February 11, 2020; seconded by Commissioner Bermudez. Passed 7-0-0 C. Selection of Chair and Vice-Chair of Arts and Culture Commission Motion was made by Commissioner Saldana to elect Sward as Chair for 2020; seconded by Bermudez. Motion was made by Commissioner Saldana to elect Commissioner Reynisson as Vice Chair for 2020; seconded by Commissioner Bozzo D. Share Commission and Committee Work Plans Henig referred commissioners to agenda packet pages 18 -21. Commissioner Kissa provided an update on the Arts & Culture Commission 2019 work plan Commissioner Saldana provided an update on the 2019 Public Art Committee work plan. The combined Arts and Culture Commission will develop their 2020 work plan at the retreat scheduled f or Tuesday, February 11, 2020. X. FINANCIAL REPORTS A. A motion to accept the financial report ending in December 31, 2019 was made by Commissioner Bermudez; seconded by Commissioner Sward. Motion passed 7-0-0. XI. GENERAL PLANNING ADVISORY COMMITTEE UPDATE Fierro stated the next General Plan Advisory Committee meeting is scheduled January 23, 2020 at the Gilroy Public Library at 6:30pm. XII. STAFF REPORTS A. Recreation Department Updates 1. Staff Report: Adam Henig, Recreation Manager 2. Public Comment 3. Possible Action: Receive and comment.
