PUBLIC COMMENT GUIDELINES:
During the PUBLIC COMMENT ON ITEMS NOT ON THE AGENDA portion of the
meeting, each person wishing to speak should prepare a presentation of not more than

three (3) minutes. Persons wishing to address the Commission are requested, but not
required, to complete a Speaker’s Card located at the entrances. Completion of this
speaker’s card is voluntary. All persons may attend this meeting and speak, regardless
if a card is completed or not. Speaker’s slips should be submitted to the Secretary
BEFORE this portion of the meeting begins. Anyone wishing to address the Commission
on any other item on this AGENDA is requested, but not required, to fill out a speaker’s
slip as well and submit it to the Secretary BEFORE the Commission takes action on the

I. CALL TO ORDER
The regular meeting of the Arts & Culture Commission was called to order
by Vice Chair Melanie Reynisson at 6:33 p.m.
ROLL CALL
Present: Vice Chair Melanie Reynisson, Commissioner Camille
McCormack, Commissioner Nancy Fierro, Commissioner Nancy Bermudez,
Commissioner Judy Bozzo, Commissioner Federico Saldana
Absent: Commissioner Wendy Sue Kissa , Commissioner Marika Somorjal,
and Commissioner Maricela Andrade
II. FLAG SALUTE
Vice Chair Reynisson led the pledge of allegiance.
III. SECRETARY'S REPORT
The agenda was posted on the City's website on March 4, 2020 at 4:10 p.m.
IV. APPROVAL OF MINUTES
Motion was made by Commissioner Bozzo to approve the January 14, 2020
Arts and Culture Commission meeting minutes; seconded by Commissioner
McCormack .
Motion passed 6-0-0

X. NEW BUSINESS
A. Transfer Approval of Gilroy Museum’s Vase Endowment Interest Fund
of $997.56 to Gilroy Museums 801 Fund
Connie Rogers from the Gilroy Museum provided history behind the
Endownment Trust Fund and stated the funds will be used to purchase
storage racks for art paintings.
There was an anonymous donation which will be utilized to hire a Museum
Manager; Susan Voss will be managing the museum with the assista nce of
Joe Robinson. Their start date is Monday, March 16, 2020.
Motion to approve the transfer of $997.56 from the Museum Vase
Endowment Trust Fund (814) to the Gilroy Museum Fund (801) made by
Commissioner McCormack; seconded by Commissioner Bermudez.
Motion passed 6-0-0
B. Selection Chair and Vice-Chair of Arts and Culture Commission
Motion was made by Commissioner Bozzo to elect Commissioner
Reynisson as Chair for 2020; seconded by Commissioner McCormack.
Passed 6-0-0
Motion was made by Commissioner Reynisson to elect Commissioner
Fierro as Vice Chair; seconded by Commissioner Saldana
Passed 6-0-0
C. Arts and Culture Commission involvement in City of Gilroy's 150th
Anniversary Celebration
Reynisson stated the City of Gilroy’s 150th event was cancelled due to the
current public health concern Coronavirus.
XI. OLD BUSINESS
A. Review and Assignment of 2020 Work Plan List
The commissioners reviewed and determined each subcommittee should
consist of 3-4 commissioners. The goal for each subcommittee is to meet
and provide a timeline at the April 14, 2020 meeting.

Create and complete Public Art Catalog with guidelines for developers
Saldana (lead), Bermudez, Bozzo, and Reynisson agreed to spearhead the
creation and completion of the Public Art Catalog guidelines for developers.
Promote Arts and Culture related efforts
Bermudez, McCormack, and Fierro agreed to be part of the sub-committee.
Fierro stated Kissa may be interested in joining the subcommittee.
Develop the Awards Program Criteria
Reynisson, and Fierro agreed to be part of the subcommittee leaving two
spots available for the other commissioners to sign up.
Update Bench Plaque Program
Saldana and Bozzo agreed to be part of the Bench Plaque Program leaving
a spot for another commissio ner to volunteer.
XII. FINANCIAL REPORT
A. 801 Public Art Project Fund
Nothing has changed since the last quarterly report.
XIII. STAFF REPORTS
De Leon asked the commissioner if they are receiving correspondence via
their city email.
Bozzo stated she would like to be notified via her personal email address.
De Leon shared with the commissioners the city measures in regards to the
current CoronaVirus situation.
XIV. COMMISSION COMMENTS (Arts-Related)
Fierro stated she’ll be reaching out to the principles at the local high schools
and obtain names of Associate Student Body advisors in hopes to recruit a
high school student.

Accept Donation of $10,000 from Donald Vanni Land Company for the Public Art Fund
Executive Summary
On January 7, 2019 a Planned Unit Development project was approved for the First
Street and Kelton Drive commercial project, filed by Donald Vanni Land Company. The
project approvals (Z 18-07 and AS 17-25) included a requirement that the developer
must contribute $10,000.00 toward installation of Gilroy Welcome Signage
contemplated at the intersection of Santa Teresa and First Street. (CC Resolution 2018 -
46, Condition 43B). The welcome signage project is no longer being pursued.
Therefore, under the terms of the condition, an alternative equivalent amenity must be
identified.
City staff has identified as an alternative project the donation of $10,000 the Public Art
Fund to support local art projects. Donald Vanni Land Company is amenable to this
approach or has proposed installation of bicycle lockers on or near the subject site. If
the contribution to the fund for Art projects is not acceptable, the applicant would need
to propose alternative amenities such as art or another suitable public amenity in the
project vicinity. At this time, a space for an art piece has not been established for the
project site. For this reason, among others, staff is proposing contribution of the funds
towards other City art projects or maintenance of existing Public Art.

Adopt New Bench Plaque Program Map and Application
Executive Summary
Adopt new Bench Plaque Program map and application for benches located at Cydney
Casper and Gateway Park and Hecker Pass Park and Levy extension.
Background
The Bench Plaque Program is a fundraising effort that started with the Public Art
Committee and continues with the Arts & Culture Commission to fund Public Art
projects and maintenance of Public Art for the City of Gilroy. The application needed to
be updated to reflect the increased cost of $600 (up from $550) adopted by the Public
Art Committee in 2019. The map needed to be updated as the benches in Downtown
Gilroy and the Library courtyard were sold out and new benches became available with
the addition of Cydney Casper and Gateway Parks and Hecker Pass Park and Levy
extension.
Commissioner Federico Saldana has been working on this project and is now
presenting the final draft for adoption by the Commission .
