PUBLIC COMMENT GUIDELINES:
During the PUBLIC COMMENT ON ITEMS NOT ON THE AGENDA portion of the
meeting, each person wishing to speak should prepare a presentation of not more than

three (3) minutes. Persons wishing to address the Commission are requested, but not
required, to complete a Speaker’s Card located at the entrances. Completion of this
speaker’s card is voluntary. All persons may attend this meeting and speak, regardless
if a card is completed or not. Speaker’s slips should be submitted to the Secretary
BEFORE this portion of the meeting begins. Anyone wishing to address the Commission
on any other item on this AGENDA is requested, but not required, to fill out a speaker’s
slip as well and submit it to the Secretary BEFORE the Commission takes action on the
item.

A. March 10, 2020 Meeting Minutes
Commissioner Judy Bozzo moved to approve the minutes of March 10,
2020. Commissioner McCormack seconded the motion. Motion passed 7-0.
V. APPROVAL OF AGENDA
Chair Melanie Raynisson made a motion to approve the agenda with the
removal of item VIII.A. Commissioner Bozzo seconded. Motion passed 7 -0.
VI. INTRODUCTIONS
Student Representative Paul Crocker, Sophomore from Christopher High
School joined the meeting.

VIII. NEW BUSINESS
A. First Street and Kelton Drive Project $10K Donation to Public Art Fund
Removed from Agenda. No future date known at this time.
B. Bench Plaque Inscription for Vern Gardner
Bench Plaque inscription in honor of Vern Gardner. Motion to approve
inscription made by Commissioner Bozzo. Motion was seconded by
Commissioner Camille McCormack. Motion passed 7-0.
C. Bench Plaque Inscription for Miguel A. Garcia
Bench Plaque in honor of Miguel A. Garcia. Commission had edits to the
inscription proposed. Inscription "The Force is all things and I am The
Force" should be in quotation marks and credit should be given to the
source - The Gray Jedi Code. Combine lines 3 and 4 and make the fourth
line the credit to the source to not plagiarize.
Motion to approve inscription with edits made by Commissioner Nancy
Fierro. Motion seconded by Commissioner Maricela Andrade. Motion
approved 7-0.
IX. OLD BUSINESS
A. New Bench Plaque Map and Application
1. Staff Report: Carina Baksa, Management Analyst
2. Public Comment
3. Possible Action:
Adopt New Bench Plaque Program Map and Application
Revised Bench Plaque Program Map and application presented by
Commissioner Saldana. Motion made by Chair Reynisson to approve the
new map and application. Motion seconded by Commissioner Saldana.
Motion passed 7-0.
X. FINANCIAL REPORT
A. Financial Report for the Quarter Ending March 31, 2020

Accept Financial Reports for the Quarter Ending March 31, 2020
Arts and Culture Commission Financial report given by Staff Carina Baksa.
Motion was made by Chair Reynisson to accept and approve the report.
Motion was seconded by Commissioner McCormack. Motion passed 7 -0.

This item concluded a few months ago. Remove from agenda for future

XIII. STUDENT REPRESENTATIVE COMMENTS
No updates at the moment since schools have been in a hiatus. He plans on
getting a list of Art related projects to share with Commission once things
pick back up. Commissioner Saldana asked Paul to see how the Arts &
Culture Commission can help them (students) in the future.
XIV. COMMISSION COMMENTS (Arts-Related)
Subcommittee groups can begin meeting now to start on new project. List
of subcommittee groups is on the March 11th minutes.
Staff to share contact information for Commissioners to reach out to
eachother to meet in subcommittees.

Chair Melanie Reynisson would like to discuss a project for residents to participate by
creating art and sharing with Arts & Culture Commission and the potential to share such
art on City's Social Media accounts.

Discussion of 2020 Work Plan and Provide Comments.
Executive Summary
In light of the current COVID-19 restrictions and circumstances, Chair Melanie
Reynisson would like to discuss the status of the work plan and how the commission
would like to move forward.
As of the Retreat of the Public Art Committee and the Arts and Culture Commission on
February 11, 2020, these are the two work plans that were discussed:
