PUBLIC COMMENT GUIDELINES:
During the PUBLIC COMMENT ON ITEMS NOT ON THE AGENDA portion of the
meeting, each person wishing to speak should prepare a presentation of not more than

three (3) minutes. Persons wishing to address the Commission are requested, but not
required, to complete a Speaker’s Card located at the entrances. Completion of this
speaker’s card is voluntary. All persons may attend this meeting and speak, regardless
if a card is completed or not. Speaker’s slips should be submitted to the Secretary
BEFORE this portion of the meeting begins. Anyone wishing to address the Commission
on any other item on this AGENDA is requested, but not required, to fill out a speaker’s
slip as well and submit it to the Secretary BEFORE the Commission takes action on the

Commissioner Camille McCormack motioned to approve the minutes of
September 8, 2020, Chair Reynisson seconded the motion. Motion passed
5-0.

Motion was made by Chair Reynisson to approve the agenda,
Commissioner Saldana seconded the motion. Motion passed 5-0.

A. Adopt-A-Bench Artwork on Valley Water Bench within City of Gilroy

Support Valley Water's Adopt-A-Bench Program for the bench
located within the City of Gilroy limits.

Santa Clara Valley Water District (Valley Water) staff presented their Adopt -
A-Bench program to the Arts and Culture Commission. Valley Water has
commissioned artwork to be installed on existing public benches located on
Valley Water property, one of which is within the City of Gilroy. Valley Water
presented the artwork for the Gilroy Bench and asked for support from the
Arts and Culture Commission.
Motion was made by Chair Reynisson to support Valley Water’s Adopt -A-
Bench program, Commissioner McCormack seconded the motion. Motion
passed 5-0.
VII. OLD BUSINESS (Reports Attached)
A. Public Art Shelter-In-Place Project Structure and Themes

Adopt program structure and themes for October through
December 2020.
Chair Reynisson continued the presentation from prior meeting for the
“heART of Gilroy” shelter-in-place community art program. Reynisson
presented the flyer for October and stated that once approved by
Commission, it would be translated into Spanish and advertised with the
City’s newsletter. The program will encourage community members to
create their art work and upload a picture to their social media accounts and
hashtag “Gilroy heART” (#GilroyheART) for a chance to enter a raffle.
Raffle price will be a gift card donated by Reynisson for October. Reynisson
will review entries and some may be shared via City’s newletter or social
media channels. Themes for November was decided as “What Are You
Thankful For?” and for December as “Holiday Traditions”.
Motion was made by Chair Reynisson to approve the October through
December themes for the Gilroy heART project, Commissioner Saldana
seconded the motion. Motion passed 5-0.

Bike and Pedestrian Commission is heading the effort to do an interactive
map for the City to include trails and benches and the public art pieces.
Zack Hilton from the Bike and Pedestrian Commission will work with the City
and the Arts & Culture Commission (ACC) on this. ACC Comm issioners
may have to submit photos and exact location of item to be included.
Important items should be the photo and any information you have about
the piece. All Commissioners should be able to access the google docs on
their own time to update. Chair Reynisson and Commissioner Saldana will
start a google document to start uploading the pictures. Conversation will
continue on this topic at the next meeting.
VIII. STUDENT REPRESENTATIVE COMMENTS
Paul Crocker was the student representative at this meeting. Christopher
High School’s Drama class has finished casting their production of ‘A
Midsummer’s Night Dream’ by William Shakespeare and he will be playing
King Oberon. Drama has recently been approved for rehearsal. Visual Arts
like Ceramics and Sculpture and Design are getting their supplies for the 2nd
Quarter. Speech and Debate Club is going to be participating in student
congress debate this week. Drama has restarted their improv club. Gilroy
High School is going to have their Club Rush soon, more to come on their
programs.
IX. COMMISSION COMMENTS (Arts-Related)
Chair Reynisson announced that the Neon Exchange is organizing a
Halloween event around Downtown Gilroy including business owners and
local artists. Downtown businesses will decorate their windows for
Halloween for people to enjoy. Some businesses need volunteers to help
them decorate. If you would like to help, reach out to the Neon Exchange.
Student representative mentioned that Gilroy Unified School District has
encouraged students to not volunteer outside of their own homes under the
current Covid-19 circumstances.
X. STAFF COMMENTS
Commissioner Marika Somerjai submitted her resignation from the Arts and
Culture Commission as of the date of this meeting.

The Gilroy Chapter of the American Association of University Women (AAUW) has
purchased a bench plaque to celebrate 100 years of Women’s Suffrage (1920 -2020).
Commissioner Judy Bozzo is presenting desired inscription for the bench for the Arts
and Culture Commission’s review and approval.

Executive Summary
Artist Sheryl Cathers, from Dabble Art Center, is proposing an Online Gilroy Youth Art
Exhibit as a collaboration. Ms. Cathers’ proposal is attached and she will present to the
Arts and Culture Commission for consideration and feedback.

Proposal for Online Gilroy (or South Valley) Youth Art Exhibit
For many years The City of Gilroy has sponsored and organized a community wide Youth Art
Exhibit with great success. Due to lack of staff the event was suspended.
In April 2019, as a board member of the Gilroy Arts Alliance ( I have since resigned) I chaired
and organized the Youth Art Exhibit. We invited all kids up to age 17 to submit artwork for
display and judging. Over 150 art pieces were on display for the month of April. We sought
sponsors from local citizens and businesses. We had the show judged and handed out cash
and gift card awards for the selected winners at the closing ceremony.
As far as I know there are currently no avenues for our local youth to showcase their
developing artistic skills. I have operated a small art studio down town for the past 10 years,
Dabble Art Center. Through my studio I have taught hundreds of young artists each week. They
always looked forward to a yearly art show. In April I was forced to close my studio due to
Covid. I am attempting to offer online art classes for now with very limited success.
I would like to propose that the City of Gilroy resume organizing and sponsoring a yearly local
art exhibit. Considering our current situation, I would think the best method would be to create
an online exhibit. this could be viewed for a select amount of time and judged by professionals
as well as all the visitors to the site ( Peoples Choice )
I lack the technical skills to make this happen on my own. I would be willing to help with the
publicity and art work collection. I know there are many who possess the skills to develop an
online gallery. I have seen many artists use this medium for their own artwork.
Please consider how this would positively impact our local youth. They are very eager to
showcase their work. This past year has been particularly difficult for them. I would like to give
our youth something to look forward to and to encourage their creative voice and abilities.
