CALL TO ORDER The regular meeting of the Youth Commission was called to order by Chair Song at 6:03 p.m. II. FLAG SALUTE Flag salute was led by Chair Song. III. ROLL CALL Members Present: Commissioner Bryan Alonso, Commissioner Kenneth Apte, Commissioner Joshua Martinez, Vice Chair Senna Kolagotla, Commissioner Edwin Lopez, Commissioner Vikash Sabharwal (late 6:11 p.m.), Chair Paul Song, Commissioner Jane Tovar, Commissioner Serena Schulte, and Commissioner Serena Ramirez. SECRETARY'S REPORT The meeting packet was posted on the City’s website on Monday, March 2, 2020 at 11:10 a.m. and the agenda was posted in the Public Notice Cabinet on Monday, March 2, 2020 at 11:17 a.m. V. APPROVAL OF MINUTES A. February 10, 2020 Motion was made by Commissioner Apte to approve the minutes of the February 10, 2020 regular meeting as written. The motion was seconded by Commissioner Lopez. The motion carried with a 10-0-1 vote (Absent: Commissioner Van Sambeek). RESULT: ACCEPTED VI. APPROVAL OF AGENDA Motion was made by Vice Chair Kolagotla to approve the agenda for Monday, March 9, 2020. The motion was seconded by Commissioner Ramirez. AWARDS/RECOGNITIONS None. VIII. INTRODUCTIONS None. IX. PUBLIC COMMENT ON ITEMS NOT ON THE AGENDA None. X. NEW BUSINESS A. Youth Commission Presentation to Council. Staff Bautista presented to the Youth Commission that the Commission will be sharing a presentation to the Gilroy City Council following this years goals and events. The two dates that were given are Monday, May 4, 2020 or Monday, May 18, 2020. Motion was made by Chair Song to report to Council on May 18, 2020. The motion was seconded by Vice Chair Kolagotla. The motion carried with a 10-0- 1 vote (Absent: Commissioner Van Sambeek). XI. OLD BUSINESS A. Update on the Santa Clara County Office Youth Voice Live 2020 event Staff Bautista followed up with Santa Clara Office of Education Olivia Santillan on the upcoming Youth Voice Live Event on Saturday, May 9, 2020. Olivia shared the following options for the Gilroy Youth Commission to take place: 1. Attendance and participation in the days events and workshops. 2. Table Presentation: Civic Fair style using posters, tri-folds, media, to share an action civics project. 3. Table for input, feedback, stakeholder engagement. The Commission agreed to take part in option 1. However, they were interested in having a table for input and feedback as well. The Commission requested an update for the May 9, 2020 event. Time, place, duration, topics, etc. Staff Bautista will be updating the Commission at the next regular meeting. B. City of Gilroy 150th Anniversary event on Saturday, March 14, 2020. Staff Bautista informed the Commission that they were assigned new roles for the Gilroy 150th Anniversary event. The Commission is assigned face painting for the event. Staff Bautista and Staff Bourke have received face paint and stencils for the Commissions to utilize. C. Possible Action: Receive and comment on the outcome of the Pampered Princess Party. Chair Song led the discussion on the review of the Pampered Princess Party. The Commission received 54 participants that attended the event. The followings items were shared: Arts/Craft: - Chair Song and Commissioner Apte felt the crafts were self explanatory and mentioned that a lot of parents assisted there children. The arts and craft section went smooth and a lot of crowns were not used. Food: - Commissioner Lopez and Commissioner Alonso shared that snacks and waters were gone. The Commission purchased 40 waters and 40 fruit snacks. Hair: - Commissioner Tovar shared that she had a blast. The participants loved the glitter spray. The bows and hair chalk were popular as well. One product that can be useful next year is hair detangler. Also, barbicide will need to be replaced. Face Painting: - Commissioner Sabharwal and Commissioner Ramirez stated that the painting design kits were useful. Each kit had five stencils. This year they had 10-11 volunteers and no lines. Photo booth: - The Commission enjoyed the backdrop and PVC Pipes for the photo booth. They had a lot of volunteers and would rotate every once in awhile. The participants loved the sparkly colors. One thing to keep in mind for next year is the bendable stickers to apply to the nails. Overall, it was a great event. The Commission felt well prepared and expected more participants. RESULT: ANNOUNCED D. Planning of the Career Fair Event. 1. Report (Chair Song) 2. Public Comment 3. Possible Action: Receive and comment on the planning of the career fair event. The Commission plans to offer the Career Fair Event in Fall of 2020. The Commission is looking between January-February of next year. The Commission agreed to communicate and find professionals to be apart of the Career Fair. For example, Chair Song had interest from an instructor at Gavilan. Commissioner Schulte mentioned that her father is a firefighter. Also, the City Major is her neighbor. The Commission wants to discussed further who can be of interest for this event. They are going to reach out to other professionals. The Commission plans for the event to take place in the Paseo Area between City Hall and the Gilroy Library. XII. COMMITTEE REPORTS GPAC has finished with Committee meetings for the year. XIII. Update on the Youth Voice Live Event by the Santa Clara Office of Education 5. Gilroy Innovators - Speakers A motion was made by Commissioner Apte to approve the agenda items for next meeting. The motion was seconded by Commissioner Schulte. The motion carried with a 10-0-1 vote (Absent: Commissioner Van Sambeek). XIV. SECRETARY'S REPORT – The Youth Commission agenda was posted online and posted in the City Hall kiosk on October 8, 2020 at 3:47 p.m. IV. APPROVAL OF MINUTES A. Youth Commission – Regular Meeting - May 11, 2020 6:00 p.m. – Commissioner Schulte motioned to approve the minutes. Commissioner Kamrah seconded. Motion passed 9-0-1 (Absent: Padda). V. APPROVAL OF AGENDA – Commissioner Schulte motioned to approve the agenda. Commissioner Kamrah seconded. Motion passed 9 -0-1 (Absent: Padda). VI. INTRODUCTIONS – Since this was the first meeting of the new term, the Youth Commissioners introduced themselves by stating their name, school and a fun fact about themselves. PUBLIC COMMENT ON ITEMS NOT ON THE AGENDA – none. VIII. NEW BUSINESS A. Youth Commissioner Orientation – With seven new members, an orientation was provided to go over meeting policies and procedures. We discussed the role of a Youth Commissioner, the Youth Commission page on the city website, meeting dates, agendas and minutes, absences, how to make a motion, voting, the role of the Chair and Vice Chair, the Brown Act, and city email. The Commissioners were advised that moving forward, meeting packets and communication would be sent to their city email. B. Elect Chair and Vice Chair for 2020-2021 for Youth Commission – The Youth Commission held nominations and voted to appoint a Chair and Vice Chair for 2020-2021. Commissioners Schulte and Ramirez were nominated for the role of Chair. The first round of voting yielded a tie (5 -5) and the second round of voting resulted in 6 votes for Ramirez and 4 votes for Schulte. Schulte and Commissioner Kamrah were nominated for the Vice Chair position. Schulte received 7 votes and Kamrah received 3 votes. Commissioner Suresh motioned to appoint Ramirez as Chair and Schulte as Vice Chair. Commissioner Baker seconded. Motion passed 10 -0-0. C. Youth Advisory Council (YAC) Social Participation and Appointment – The Youth Advisory Council (YAC) brings together Commissions/Committees/Teen Advisor Boards from different cities in District 4 for a YAC Social in the Fall/Winter and every other year for a YAC Attack, which is a conference. Due to COVID-19, this year’s YAC Social will be a virtual event and is tentatively scheduled for November. The Gilroy Youth Commission has been invited to select 1 to 2 representatives to help on the planning committee and attend a virtual meeting on Thursday, October 15, 2020, from 5:00 to 6:30 p.m. After discussion, Vice Chair Schulte motioned for the Commission to participate in the YAC Social this year and appoint Chair Ramirez to represent the Commission on the planning committee. Commissioner Kamrah seconded. Motion passed 10-0-0. IX. OLD BUSINESS – none. X. AGENDA ITEMS FOR NEXT MEETING – Work plan for 2020-2021. XI. STAFF COMMENTS – Staff Gonzalez congratulated the Commission for a job well-done at their first meeting and commended Chair Ramirez for doing a great job facili tating her first meeting. Gonzalez shared a ReCreate Gilroy forum would be taking place this week on Wednesday, with a presentation in English at 5:45 p.m. and in Spanish at 7:00 p.m. Gonzalez invited the Youth Commission to watch the forum on the City of Gilroy Recreation Facebook page as we will be learning more about the community ReCreate Gilroy survey results. Executive Summary Youth Advisory Council (YAC) Social is an annual event that bring together San Francisco Bay Area-besed youth councils and commissions. Chair Ramirez attended the first planning meeting with Commissioners and Advisors on Thursday, October 15, 2020 from 5:00 to 6:30pm and will provide a report. Executive Summary At the beginning of every new term, the Youth Commission drafts a work plan for the remainder of the school year that will guide projects, goals, and objectives.
