CITY OF GILROY Arts and Culture Commission DRAFT Tuesday, November 13, 2018 5:30 p.m. City Council Chambers 7351 Rosanna Street Gilroy, CA 95020 CALL TO ORDER The meeting of the Arts and Culture Commission was called to order by Chair Amanda Rudeen at 5:34 PM. FLAG SALUTE SECRETARY’S REPORT The packet was posted on the city’s website on Thursday, November 8, 2018 at 9:22 a.m. and the agenda was posted in the public notice cabinet on Thursday, November 8, 2018 at 9:27 a.m. ROLL CALL Members Present: Chair Amanda Rudeen, Vice Chair Barbara Bottini, Commissioner Bruce Morasca, Commissioner Nancy Fierro, Commissioner Marika Somorjai, Commissioner Maricela Andrade Members Absent: Commission Member Sally Armendariz Staff Present: Recreation Manager Adam Henig and Recording Secretary Vanessa Arteaga APPROVAL OF MEETING MINUTES Motion was made by Commissioner Bruce Morasca to approve meeting minutes for October meeting minutes, Vice Chair Barbara Bottini seconded. Motion passed 6-0-0. APPROVAL OF AGENDA Motion was made by Vice Chair Barbara Bottini to approve Agenda. Chair Amanda Rudeen requested to move FY19-20, FY 20-21 Budget Input ahead of New Business. Bottini motioned to approve Amended Agenda, motion seconded by Commissioner Morasca. Motion passed 6-0-0. INTRODUCTIONS Awards / Recognitions 4.A Packet Pg. 5 Communication: November 13, 2018 Regular Meeting Minutes (APPROVAL OF MINUTES) Cathy Mirelez and Susan Voss were honored for their many years of service promoting the arts along work supporting the Arts and Culture Commission and Public Art Committee (PAC). PUBLIC COMMENT ON ITEMS NOT ON THE AGENDA None NEW BUSINESS 1. FY 19-20, FY 20-21 Budget Input Budget Manger Bryce Atkins stated he would like budget input from the Commission by February 2019. Morasca requested that PAC provide its own budget ideas. Henig explained that PAC’s ideas will have to be presented to the ACC for approval. It was suggested ACC establish a subcommittee to come up with ideas. Chair Rudeen and Commission Member Fierro volunteer to be on it. They will send Henig their findings prior to the January 2019 commission meeting. 2. Review and Approve Public Art Committee’s “Public Art Policy” Committee Member Morasca presented the PAC’s Public Art Policy updates for ACC’s approval. One of the significant changes Morasca mentioned was that the PAC will determine their chair, not ACC. ACC members will still have the ability to serve on PAC. Morasca requested ACC approve the policy so it can be sent to City Council for review and approval. Vice Chair Bottini motioned to approve the Public Art Policy as is and Chair Rudeen seconded. Motion passed 6-0-0. OLD BUSINESS 1. Review Arts and Culture Commission Annual Presentation to City Council Henig informed the commission that it has been requested that Arts and Culture Commission and Public Art Committee consolidate their Council presentation. Morasca stated he made a call to Mayor Velasco, requesting ACC and PAC have their own presentations. In the meantime, it was discussed how the slides would be adjusted to fit this request. Commission Training and Mission Statement slides would be eliminated. ACC will have two slides and PAC will have three slides. 2. Status Update: Commission Work Plan and Strategic Plan Henig informed about their current Work Plan. Morasca stated Wheeler Gym should have more arts related events (since it has a stage) and is underutilized. Henig explained that Wheeler is heavily used by the Recreation Department for programming needs. Morasca also mentioned the Commission should host an Art and Cultural Exhibit to showcase local artists work and purchase more art to add to current City Art Collection. Fierro stated there has been no progress on the Arts and Business Awards. Chair Rudeen stated she has been attending many local events and introducing herself bring more awareness to the commission including reaching out to GECA, who sent a student to the meeting. 4.A Packet Pg. 6 Communication: November 13, 2018 Regular Meeting Minutes (APPROVAL OF MINUTES) 3. Annual Training Budget Expenditures Henig informed Commission the business cards are now available to Commission Members (were passed out). Morasca suggested commission members be proactive to find local training opportunities while the funds are available. Public Art Committee Update Morasca informed the Arts and Culture Commission of items discussed at the most recent Public Art Committee meeting. Gilroy Arts Alliance Update Report was attached. General Plan Advisory Committee Update Vice Chair Bottini stated no meeting has been held, thus nothing to report. STAFF REPORT Henig informed the commission of the theater’s fall production of Grease, which will be in its final weekend of performance November 15th through 18th. The City is currently reviewing phase two of the construction drawing and cost estimates for the center of the Gilroy Arts. Student Representative Comments Christopher High School Student Representative Paetra informed the Commission the schools Drama Departments Plays being performed in January and February as well as Choir and Band scheduled performances. Sabina Johan the GECA student liaison informed the Commission of Art Your Heart Out is an Art Club which is currently working with the Senior Center providing art which can be sold in their gift shop. Johan also gave an update of various school clubs and current activities. Commission Comments Vice Chair Botttini informed the commission that the current production of Grease is worth watching and encouraged the members to watch before the performances end. Also, Rudeen thanked Bottini and Morasca for their years of service on ACC and PAC. Commissioner Fierro attended the Gilroy Gardens (GG) Boo Walk and mentioned she was disappointed with the high park fees. She hoped it GG could be more accessible to all economic backgrounds. Chair Rudeen stated she has looked more into an art passport QR codes and will report back soon on her findings. Executive Summary At the beginning of the calendar year, the Arts and Culture Commission will motion to select a chair and vice-chair to serve for a one-year term. The chair’s main function is to preside over the commission meeting. Among their duties, appointees are expected to keep apprise the PAC about ACC business. The length of an appointee’s term on PAC coincides with their term on ACC. 9.B Packet Pg. 9 ARTS AND CULTURE COMMISSION STAFF REPORT Agenda Item Title: Appoint Arts and Culture Commissioner to serve on General Plan Advisory Committee Meeting Date: January 8, 2019 Submitted By: Adam Henig Prepared By: Adam Henig Recommendation: Motion and select commissioner to serve as representative to General Plan Advisory Committee Executive Summary The Arts and Culture Commission shall replace their outgoing General Plan Advisory Committee (GPAC) representative, Barbara Bottini, who termed out on Decembe r 31, 2018. The Commission can appoint one member of its body GPAC, a 3 -member body that is providing input and guidance to the City throughout the General Plan update process to ensure that the interests and values of the community are we ll represented in the City's new General Plan. Committee Members will participate in nine (9) public meetings over an 18 month period, beginning in the month of June, 2017 . 9.C Packet Pg. 10 ARTS AND CULTURE COMMISSION STAFF REPORT Agenda Item Title: Selection of 2019 Retreat Date Meeting Date: January 8, 2019 Submitted By: Adam Henig Prepared By: Adam Henig Recommendation: Motion and vote for a commission retreat date Executive Summary The Arts and Culture Commission will decide when and where to host its annual commission retreat. In 2018, the Commission co-hosted its annual retreat in March with the Public Art Committee in the Council Chambers. In 2017, the Commission hosted its retreat in April on a Saturday morning at the Willey Cultural Center. 9.D Packet Pg. 11 ARTS AND CULTURE COMMISSION STAFF REPORT Agenda Item Title: Public Art Committee Budget Recommendations for Next Budget Cycle Meeting Date: January 8, 2019 Submitted By: Adam Henig Prepared By: Carina Baksa Recommendation: Motion to approve, modify or deny the Public Art Committee budget recommendations. 1. Fiscal Year (FY)19-20: $5,000 for maintenance, repairs and graffiti abatement for current public art collection. a. If $5,000 is not used in FY19-20, it should remain in Public Art Committee (PAC) 801 Fund until used. $5,000 request would not be on an annual basis, unless fully utilized in prior year. 2. FY19-20: $5,000 - $7,500 to bring a piece of public art to City Plaza. This is for artist to lend the piece, for installation costs and insurance premium that the City’s Public Art Committee may need to have as a deductible if something were to happen. a. This money does not have to be in the PAC 801 Fund. This can remain in the General Fund. If the PAC is able to negotiate a project with a local artist, the City should cover the insurance costs that have to be borne by the borrower (City), this is not to say that the Artist will not have their own insurance as well. If there is no art piece lent to the City during any fiscal year, the money would remain in the General Fund. 9.E Packet Pg. 12 3. FY19-20 & FY20-21: Continue to have the $1,000 training budget to develop Committee members. 4. For our first try, the classes went well. Classes will resume in February, Grades K – 12 are included. For more information on the classes, please go to our website www.gilroycenterforthearts.com Small Works Exhibit Exhibit concluded December 15. The fees from the exhibit are going towards our After School Art Program, as are the donations from artist sales. Limelight Performances: “Mom’s Gift” had a sold out run. The Annual fundraiser for the Michael J. Fox Foundation for Parkinson’s Research raised approximately $8,000. Homeless Voices: A Photography Exhibit January 5 – 26. Artist reception Jan 12. Holiday Parade GAA participated in the Downtown Holiday Parade. Potential Center Redesign & Construction GAA continues to work with City Staff and Weston Miles Architects. Our 2019 calendar of events is on our website. Respectfully submitted 12.19.18 Kevin Heath Executive Director, Gilroy Center for the Arts 12.A Packet Pg. 21 Communication: Report from Kevin Heath, Gilroy Arts Alliance Executive Director (GILROY ARTS ALLIANCE UPDATE) Recreation Department’s Arts and Museum Report by Recreation Manager Adam Henig  Over a thousand patrons watched the children theater’s fall production of Grease at Gilroy High School Theater. The production ran over two weekends in November. The next production will be Mary Poppins. Auditions are in February.  The bid for construction drawings and cost estimates for the Gilroy Center for the Arts project has been approved by Council, who selected Weston Miles Architects of Morgan Hill. The project which was scheduled to begin in December has been temporarily put on hold until the testing of the building’s lead is completed.  Gilroy Museum is in the process of finalizing MOU with the City. Also, the Museum is looking into replacing the main floor’s carpet as well as addressing other facility maintenance needs. Volunteer Tom Howard has contacted Clars Auction Gallery of Oakland regarding the sale of the artwork and asked for information on costs associated with a sale. He is awaiting a response.
