PUBLIC COMMENT GUIDELINES:
During the PUBLIC COMMENT ON ITEMS NOT ON THE AGENDA portion of the
meeting, each person wishing to speak should prepare a presentation of not more than
three (3) minutes. Persons wishing to address the Commission are requested, but not
required, to complete a Speaker’s Card located at the entrances. Completion of this
speaker’s card is voluntary. All persons may attend this meeting and speak, regardless
if a card is completed or not. Speaker’s slips should be submitted to the Secretary
BEFORE this portion of the meeting begins. Anyone wishing to address the Commission
on any other item on this AGENDA is requested, but not required, to fill out a speaker’s
slip as well and submit it to the Secretary BEFORE the Commission takes action on the
item.

Motion was made by Vice Chair Nancy Fierro to approve the February 12,
2019 Regular Meeting Minutes. Motion seconded by Commissioner
Maricela Andrade.
Motion passed 5-0-0.

Motion was made by Commissioner Karla Sward to approve the agenda. Motion
seconded by Commissioner Sally Armendariz.

Commissioner Karla Sward introduced herself to the Commission.
Karla has been a resident of Gilroy for 10 years and loves the arts and culture.
B. Sally Armendariz
Commissioner Sally Armendariz introduced herself to the commission.
Sally is a Gilroy native, loves the arts and is part of the CARAS organization.

IX. PRESENTATION TO COMMISSION
1. Presentation of the City of Gilroy Board, Commission &
Committee Member Handbook by City Clerk
City Clerk Shawna Freels reviewed the Board, Commission and Committee
Member Handbook with commissioners.
X. NEW BUSINESS
A. Gilroy Museum's Annual Presentation and Commission Approval
to Transfer Funds to Museum
Gilroy Museum volunteer Tom Howard provided the Commission an
overview about the history of the Gilroy Museum.
Historical Society President Connie Rogers requested the Arts and Culture
Commission approve the recommendation to transfer $571.77 from the
Museum Trust Fund to the 801 Fund for preservation pursposes.
Motion was made by Vice Chair Fierro to recommend the transfer of
$571.77 from the Museum Trust fund to the 801 Fund to City Council for the
Museum's mission to preserve and protect the City's Historical Collection.
Motion seconded by Commissioner Armendariz.
Motion passed 5-0-0.
B. Approve Arts and Culture Commission Presentation Dates to City
Council

Staff member Henig informed the commission about their annual
presentation to City Council, which is done jointly with the Public Art
Committee.
The presentation dates were narrowed down by PAC. The Commission
was tasked with selecting two dates, which will be given to the City Clerk
and she will inform which date would be the final presentation.
Per discussion, the Commission settled on June 17 and August 19. Motion
was made by Vice Chair Fierro to recommend to present to the City Council
on either June 17th or August 19th for the annual report. Motion seconded
by Commissioner Sward.
Motion passed 5-0-0.
XI. OLD BUSINESS
A. Finalize and approve 2019 Arts and Culture Commission Work
Plan
Staff member Henig reviewed the Commission’s 2019 Work Plan.
Chair Kissa requested to discuss the 150th Anniversary Logo Contest. She
is concerned about the lack of submissions and requested to know if the
contest deadline could be extended. Vice Chair Fierro stated she would be
contacting the GUSD public information officer, who oversees Peach Jar to
distribute to students electronically.
Staff member Henig informed commissioners he would be reaching o ut to
the City Community Engagement Coordinator to see if this would be a
possibility. He will report back to commission as soon as possible.
Motion was made by Chair Kissa to approve the 2019 Work Plan. Motion
seconded by Commissioner Andrade.
Motion passed 5-0-0.
B. Fiscal Year 2019 Training Budget Expenditures
Staff member Henig informed the Commission they still have funds
remaining for the Fiscal Year 2019 Training Budget as they have only
purchased business cards.
Henig informed Commissioners these funds are strictly for commissioners
training and expire at the end of the fiscal year.
No recommendations or requests were made.
XII. PUBLIC ART COMMITTEE UPDATE
Vice Chair Fierro stated she was not able to attend the last Public Art Committee
meeting. She was present when the Committee reviewed and approved the proposed
art pieces for the Hampton Inn being developed on Monterey and Travel Park
Circle. The Committee also reviewed and approved the work plan and is working
on updating the Bench Plaque Program, creating a digital inventory of local art,
recommendation for artists and art in different cities to assist developers when they
are coming up with proposed art pieces for new developments.

XIII. GENERAL PLANNING ADVISORY COMMITTEE UPDATE
Vice Chair Fierro attended the General Plan Advisory Committee and provided an
overview to the commission about what was discussed. She stated GMH magazine
had a write-up regarding future development plans.
XIV. GILROY ARTS ALLIANCE UPDATE
A. Gilroy Arts Alliance Report
The report from Gilroy Center for the Arts listed recent and upcoming events taking
place at the center.
Vice Chair Fierro stated she attended the Youth Art Program which showcased
local youth art. She also mentioned the Veterans art exhibit which lists many pieces
for sale.
Fierro mentioned that she met with the Executive Director, who encouraged all Arts
and Culture Commissioners to visit the Center.
Chair Kissa then asked if a future meeting could be held at the facility at which time
Staff member Henig stated he would look into holding a meeting at the Gilroy
Center for the Arts.
XV. STAFF REPORTS
A. Recreation Staff Report
Staff member Henig discussed the Recreation Department’s summer
production of Wizard of Oz, which will occur in mid-July. Mary Poppins Jr.
was a successful production, watched by hundreds of families in the
community. The 2019 Summer Guide is out and registration is underway.
The fall guide is expected to be published in mid-to-late July. The annual
Kids Discover Art event was held on April 28 at San Ysidro Park and had
nearly 350 local youth participated in the workshops lead by volunteers.
Vice Chair Fierro mentioned her son will be in the Wizard of Oz and will be
selling tickets for the play.
XVI. STUDENT REPRESENTATIVE COMMENTS

XVII. COMMISSION COMMENTS (Arts-Related)
None.
XVIII. STAFF COMMENTS
Staff member Henig informed the Commission the City Council recently conducted
a budget study session and there was a motion to decrease the General Fund’s
support of the Recreation Department by $1 million. The proposal could affect arts
and culture related programs. He mentioned the subject may be discussed again at

the next city council meeting, which is scheduled for Monday, May 20.

Chair Kissa motioned to adjourn the meeting. Motion Seconded by Commissioner

Motion was made by Commissioner Sally Armendariz to approve the
Agenda. The motion was seconded by Commissioner Karla Sward.

V. NEW BUSINESS
A. Logo Design Contest Selection for 150th Anniversary of City of Gilroy

Staff member Adam Henig informed the commission they a re to select a
winner in each of the two categories, Adult and Secondary. From there, they
are to choose amongst the two category winner an overall contest winner,
which will be recommended to City Council. City Council will review the
Commission’s selection and approve the final logo at their July 1, 2019
meeting.
Vice Chair Nancy Fierro asked the commissioners to review the logo
contest entries in the adult category and provide a preference. There were
two logos discussed as potential finalists and were reviewed both in color
and black and white. Commissioners voted and determined page 12 (logo of
Old City Hall) was the winner in the adult category.
Motion passed with a 4-1-0 with Armendariz dissenting. She preferred the
page 7 (wine glass) since it included farm workers.
The commission went on to review the Secondary category. Commissioner
Karla Sward motioned to approve packet page 14 (logo featuring three
designs in different colors) entry as the secondary logo winner. Motion
seconded by Commissioner Maricela Andrade.
Motion passed with a 5-0-0.
Motion was made by Commissioner Andrade to recommend page 12 as the
overall contest winner and page 14 as the secondary winner. Commissioner
Sward seconded motion.
Motion passed with 5-0-0.
Discussion continued about how to recognize the winners and contest
participants. Will be discussed further at the commission’s next meeting.
VI. ADJOURNMENT
Meeting adjourned at 6:14 PM.

Background
Every year the commission delivers a presentation to City Council. The purpose of it is
to provide an update on their past activities and accomplishments as well as to share
their vision and work plan for the next 12 months. The commission has an opportunity to
provide comment on the presentation before it is delivered on August 19.
Council has requested that the commission include the following information in their
presentation:
1. Annual work plan accomplishments
2. New work plan for the 2019-2020 fiscal year
3. Training & business card requests ($1,000 is budgeted for each Advisory Body)

Recommendation:
Receive and comment on status of 2019 Arts and Culture Commission Work Plan.
Executive Summary
During the March 12, 2019 annual retreat, the Arts and Culture Commission discussed
and drafted a work plan to be completed within the calendar year. The Commission is
tasked with maintaining the work plan through the 2019 fiscal year. The work plan
should be aligned with City Council’s current goals:
1. Ensure Financial Stability
2. Enhance Public Safety Capabilities
3. Revitalize Downtown
4. Focus on Revenue Driven Economic Development
5. Retain Stability in the City’s Workforce
6. Provide Opportunities for Meaningful Public Engagement
7. Ensure Neighborhoods Benefit Equally from City Services

Upcoming exhibits, classes, events and performances at the Center:
The Art of Steven Pattie Exhibit
August 10 – October 5. Reception August 17.
Exhibit will feature Pattie’s recent work and will include paintings, constructions,
assemblages. Installation will also include work by Dale Lockman and Nathan Van Bergen.
After School Art Classes
Classes will resume in September.

Agenda Item Title: Recreation Staff Report

Recommendation:
Receive and comment.
The summer theater production, Wizard of Oz, which was directed by Colleen
Blanchard, occur this past July at the Gilroy High School Theater. Hundreds of residents
attended the show, culminating in a sellout crowd on in the final show. The fall
production will be Annie and it will be directed by Hillary Little. Auditions are August 31
at the Gilroy Senior Center.
The 2019 Fall Activity Guide is now available. It features programs for all ages and all
interests including the annual Breakfast with Santa, which will be held on Saturday,
December 14. There are lots of cultural art classes are included in the current guide
such as Polynesian dancing, Aztek dancing, Zumba, and keyboarding.
On June 21, Party in the Park took place at San Ysidro Park. The annual event is a
family-friendly, annual summer celebration that encourages safe use of the park through
dance, art, and games. More than 800 residents attended.
