INTRODUCTIONS A. Kevin Heath, Gilroy Arts Alliance Heath introduced himself to the commissioners prior to the meeting and took them on a tour of the Gilroy Center for the Arts. VII. AWARDS/RECOGNITIONS A. Limelight Actors Theater Chair Wendy Sue Kissa informed Kevin Heath director of the Limelight Actors Theater that the Arts and Culture Commission will be presenting an award to him at an upcoming performance in November. She thanked Kevin for his community involvement with the arts. VIII. PUBLIC COMMENT ON ITEMS NOT ON THE AGENDA None. IX. NEW BUSINESS A. AS (15-24), Cambridge Place Planned Unit Development Public Art Proposal Planner Miguel Contreras presented a proposed public art piece that will be erected at a new residential development, 750 Sullivan Way for Cambridge Place. The art piece was created by artist Vickie Jo Sowell, who was present. The sculpture of a teacher and two students standing beside a globe atop five stacked books will honor the history of the site as being the original site of Las Animas School. The proposed art sculpture will be 6' x 3' and will have a light fixture for Globe illumination and will be maintained by the HOA. Motion was made by Vice Chair Fierro to recommend the public art proposal for the Cambridge Place Development to City Council. Motion seconded by Commissioner Karla Sward. Motion passed 5-0-0. B. 2442 : Arts and Culture Commission 801 Fund 4.A Packet Pg. 5 Minutes Acceptance: Minutes of Oct 8, 2019 5:30 PM (APPROVAL OF MINUTES) 3 Staff Member Adam Henig informed the Commission he forgot at prior meetings to mention that the Commission has funds available to spend on commission related business (frames, printing costs, etc.). The account funds were accumulated from volunteer efforts by commissioners when they were supporting the sales of fireworks. The total amount in the account is $1,408.34. It was proposed to purchase a frame for the award that will be presented to the Gilroy Center for the Arts. It was motioned by Chair Kissa to set a $50 spending limit on the purchase of a frame and it be purchased at a Gilroy-based business. Motion seconded by Commissioner Sward. Motion passed 5-0-0. X. OLD BUSINESS A. Fiscal Year 2020 Training Budget Expenditures Staff member Henig informed the commission there is nothing to report. He stated he did not hear back if any commissioner had attended the arts workshop sponsored by the California Arts Council in Salinas on September 23, with regards to mileage reimbursement. Vice Chair Fierro stated she has seen seminars offered outside the immediate area. Henig informed the commissioners if they find a seminar that happens in between commission meetings, commissioners are able to att end but would need to keep receipts and bring the information to the next commission meeting in order to be reimbursed for their travels and/or admission fee. B. Update of 2019 Arts and Culture Commission Work Plan 4.A Packet Pg. 6 Minutes Acceptance: Minutes of Oct 8, 2019 5:30 PM (APPROVAL OF MINUTES) 4 Henig informed the commissioners there have not been any changes to the work plan since the previous meeting. He has yet to receive an update on how the 150th Anniversary Committee plans to celebrate the logo contest winner. The Commission has discussed presenting a quarterly Art and Cultural Award. Vice Chair Fierro and Commissioner Maricela Andrade discussed in between meetings possible criteria for the Art and Cultural Award. This subcommittee had questions for the commission: Can the recipient can be someone who has been compensated for their art? Can the award be presented to anyone who has contributed to local arts and culture? It was discussed to issue an award on a case-by-case basis, regardless if recipient is being compensated. Commissioners mentioned another city (Thousand Oaks) which issues community impact awards of various types. It was discussed to have the various categories and verbiage emailed to Adam to discuss at the next meeting. Also, Henig reminded the commissioners to track the local arts and culture events they plan to attend. They can also email him events they attend. XI. PUBLIC ART COMMITTEE UPDATE Vice Chair Fierro informed the commission the committee member Saldana is working on the new Bench Plaque Program for new parks. The bench plaques price has been increased to $600. The committee is also working on an art and artist catalog for developers to assist in the public art proposals when new development takes place. She also delved into the background of the Public Art Committee, which is the fundraising subcommittee of the Arts and Culture Commission. XII. GENERAL PLANNING ADVISORY COMMITTEE UPDATE Vice Chair Fierro stated she believes the GPAC meeting is set take place this week. XIII. GILROY ARTS ALLIANCE UPDATE A. Gilroy Arts Alliance Report 4.A Packet Pg. 7 Minutes Acceptance: Minutes of Oct 8, 2019 5:30 PM (APPROVAL OF MINUTES) 5 Kevin Heath informed the Commission the exhibit of Steven Pattie was just taken down today, 10/08/19. The 8th Annual Dia de los Muertos Exhibit will be installed this weekend. An event will take place on October 27th from 12:00 PM to 4:00 PM. It has been discussed to relaunch the Center for the Arts in January under new leadership. The Center is currently open Tuesday's and Wednesday's 2PM-5PM and most Saturday's 11AM-2PM. Chair Kissa informed Kevin the Commission would like to present the award on November 9, 2019. XIV. STAFF REPORTS A. Recreation Staff Report Staff member Henig informed the commission about the Recreation Department's fall production of Peter Pan Jr., which will run November 8-17 at Gilroy High Theater. The free community event Spirits Night will be hosted at San Ysidro Park on Friday, October 25th. The Recreation department is currently in the midst of implementing a new software, CivicRec, which has a projected launch date of December 10, 2019. The annual Breakfast with Santa event will be held on Saturday, December 14th. If anyone would like to volunteer contact the Recreation Department. The City Council will be discussing potential changes to commissions, committee and boards, which could affect the Arts and Culture Commission. The meeting is scheduled for October 21, 2019. Potential options include making the non-chartered commissions and committees meet on a less frequent basis or merging them together. Henig encouraged commissioners to attend. XV. STUDENT REPRESENTATIVE COMMENTS None. XVI. COMMISSION COMMENTS (Arts-Related) Commissioner Sally Armendariz reminded everyone the Tamal festival will take place Sunday, October 13, from 11:00 am to 7:00 pm. She also mentioned CARAS is still working on the restoration of the Aztec Calendar and the artist group wants to present to the Arts and Culture Commission at a future meeting. On November 3rd from 11:00 am to 3:00 pm and CARAS will be hosting a Dia de los Muertos event at the Veterans Hall and will be selling Enchiladas to fundraise for the mural project. 4.A Packet Pg. 8 Minutes Acceptance: Minutes of Oct 8, 2019 5:30 PM (APPROVAL OF MINUTES) 6 XVII. Vanessa Arteaga, Recreation Department Recording Secretary 4.A Packet Pg. 9 Minutes Acceptance: Minutes of Oct 8, 2019 5:30 PM (APPROVAL OF MINUTES) ARTS AND CULTURE COMMISSION STAFF REPORT Agenda Item Title: Consolidation of Arts & Culture Commission and Public Art Committee Meeting Date: November 12, 2019 Submitted By: Adam Henig Prepared By: Adam Henig Recommendation: Receive and comment. Executive Summary On November 4, 2019, the City Council voted to combine the Arts and Culture Commission (ACC) and the Public Art Committee (PAC). This would take effect on January 1, 2020. As explained in the staff report, the ACC will take on the leadership role of public art advocate and fundraiser. The Commission will designate three of its members as a fundraising sub-committee to facilitate and spearhead all fundraising efforts when they arise. Since there is currently one vacancy in PAC that has not yet been filled and one member of the ACC that also serves on PAC, the newly combined bodies will become a twelve member Arts and Culture Commission for one year. With a total of four terms from ACC and PAC set to expire in December 2020, on January 1, 2021 th e ACC will revert back to a seven member commission. There is no action to be taken on this item. However, it is an opportunity for commissioners to ask any questions related to the consolidation. 9.A Packet Pg. 10 ARTS AND CULTURE COMMISSION STAFF REPORT Agenda Item Title: Approval of the 2020 Schedule of Regular Arts and Culture Commission Meetings Meeting Date: November 12, 2019 Submitted By: Adam Henig Prepared By: Adam Henig Recommendation: Motion to approve the 2020 Regular Meeting Schedule of the Arts and Culture Commission Executive Summary For the new year, the Arts and Culture Commission needs to motion to approve their 2020 meeting schedule. Regular meetings are scheduled on the second Tuesday of the month. Historically, the Commission has gone dark (not held a meeting) two months during the year. In 2018, there was no meeting held in August and December. Executive Summary During the March 12, 2019 annual retreat, the Arts and Culture Commission discussed and drafted a work plan to be completed within the calendar year. The Commission is tasked with maintaining the work plan through the 2019 fiscal year. The work plan should be aligned with City Council’s current goals: 1. Ensure Financial Stability 2. Enhance Public Safety Capabilities 3. Revitalize Downtown 4. Focus on Revenue Driven Economic Development 5. Retain Stability in the City’s Workforce 6. Three categories: 1. Community impact award: Would be presented to a person or organization who has inspired and encouraged the arts and culture in Gilroy in a creative and innovative way. The winner will be notable in the community memory for years because of an emphasis on some or all of the following: a)bringing together organizations or people in the arts b)elevating the arts and culture through visionary leadership, creativity, advocacy and volunteerism AND c)inspiring and encouraging artists and arts groups in the areas of innovation, outreach, inclusiveness and access 2. Emerging Arts Leadership: Would be presented to a person or organization demonstrating the potential to influence and elevate the arts and culture through outstanding vision, leadership and creativity. Age would not be a factor 3. Exceptional arts education: would be presented to an individual or organization for excellent work in and significant contributions to arts education either through a) enhancing the education curriculum within the school system, or b) through creating educational opportunities in the arts outside the school setting Also, a consideration to the artist of the year award: recognizing a dedicated individual's excellence and accomplishments in an arts discipline. The award for unique vision, high artistic quality, creativity and innovation. We looked at Thousand Oaks California's awards criteria in the cultural affairs to develop these categories. For example, in years past the Commission used monies from this fund to cover printing costs for pamphlets, purchasing frames for certificates or paintings, or buying a commission table cover used for special events. Currently, there is $1,408.34. The funding was provided largely from the volunteer efforts of previous commissioners who assisted with the Recreation Department’s 4th of July fireworks booth. Event Oct 26. Our event was held October 26, and was another huge success. The exhibit closed November 2nd. Limelight Holiday Comedy: The Hallelujah Girls November 1 – December 1 Limelight’s final show runs through November 1st. Look for press coverage on Limelight closing in Gilroy Dispatch, Gilroy Life, Morgan Hill Life and GMH. 2020 Center Relaunch is underway! The Center will not have business hours or exhibits for the month of November and December. We’ll reopen in January with a new exhibit and a relaunch and fresh approach for 2020! Be on the lookout for our new website, currently being created by our locally/artist owned Articulate Solutions, in early 2020. Thank you for holding your October meeting at the Center! The fall production will be Peter Pan, Jr. and it will be directed by Hillary Little. The performance will run from November 8-17 at Gilroy High School Theater. Tickets are available. On Friday, October 25, Spirits Night will be hosted at San Ysidro Park. It’s a free community event that features a children’s costume contest, games, arts and crafts, “Trunk or Treat,” face painting and more. It begins at 5:00pm and ends at 9:00pm. The event is sponsored by the South County Youth Task Force. The Recreation Department is the midst of implementing its new software, CivicRec, which will replace Active.Net. The new software will be launched on December 10. However, it will be a soft launch as it occurs after the release of the 2020 Winter/Spring Activity Guide. The hard launch will take place in conjunction with the publication of the 2020 Summer Activity Guide, which will be in March 2020. The annual Breakfast with Santa event will be held at the Senior Center on Saturday, December 14. All ages are welcome; children between the ages of 3 and 12 years old can participate in arts and crafts and have a photo opportunity with Santa himself. If you are interested in volunteering, let Adam know. Recreation staff is working with a consultant to conduct a joint (City of Gilroy Recreation Department and Mt. Madonna YMCA) facility and program needs assessment. It will 14.A Packet Pg. 21 specifically analyze space surpluses and deficits; identify recreation trends; and make recommendations for optimal space use. The needs assessment will include a community survey which will illustrate program gaps and avoid duplication of services. A final report and presentation to City Council will be in August 2020. 14.A Packet Pg. 22
