PUBLIC COMMENT GUIDELINES:
During the PUBLIC COMMENT ON ITEMS NOT ON THE AGENDA portion of the
meeting, each person wishing to speak should prepare a presentation of not more than three (3)
minutes. Persons wishing to address the Commission are requested, but not required, to complete
a Speaker’s Card located at the entrances. Completion of this speaker’s card is voluntary. All
persons may attend this meeting and speak, regardless if a card is completed or not. Speaker’s
slips should be submitted to the Secretary BEFORE this portion of the meeting begins. Anyone
wishing to address the Commission on any other item on this AGENDA is requested, but not

I. CALL TO ORDER
The regular meeting of the Library Commission was called to order by Chair
Candice Whitney at 7:05 p.m.
II. SECRETARY'S REPORT
The packet was posted on the City website on Wednesday, April 4, 2019 at
8:40 a.m.
ROLL CALL
Present: Chair Candice Whitney, Vice-Chair Kathy Souza, Commissioner

III. APPROVAL OF MINUTES
Motion was made by Commissioner Reddy; seconded by Commissioner
Gonzalez to approve the February 13, 2019 meeting minutes.
Motion carried with a vote of 5-0-0.
IV. APPROVAL OF AGENDA
Chair Whitney asked if there were any objections to moving New Business
to the beginning of Presentations. Hearing no objections, a motion was
made by Commissioner Robinson; seconded by Commissioner Gonzalez to
approve the April 10, 2019 agenda.
Motion carried with a vote of 5-0-0.
V. PRESENTATIONS
Deputy City Clerk Suzanne Guzzetta presented the Commissioners with a
recently created Handbook for Board, Commission and Committee
Members. She reviewed each page with the Commissioners, and thanked
them for serving on the Library Commission. She explained agenda posting
according to the Brown Act, which is 72 hours before a meeting. She also
stated that all communications need to be done through City-issued email,
because all information is public record.

Jennifer Weeks, Library Services Manager, re-introduced herself. She will
be giving the County Librarian Report for Nancy Howe.

VIII. OLD BUSINESS
A. Report on Library Improvements
The Library is checking to see if the fans have a reversal mode to cool down
several areas.
Plans have been submitted to the City for improvements to the Courtyard.
B. Discussion of Library Commission Goals
The Commission hopes to connect with GUSD Principals to inform students
of all Library services that are available.
Lani mentioned working with focus groups at the Youth Center and Late -
Night Gym. She said most of the kids have never been on field trips and
would love to go.
IX. NEW BUSINESS
A. Introduction of Budget Request Process for Fiscal Years 2020/2021
Finance Manager Bryce Atkins asked the Commission to discuss ideas for
budget requests. All ideas go to the Library Bond Committee, and then City
Council must approve them. Budget requests can be anything regarding a
permanent improvement to the building. Mr. Atkins will attend the May
Library Commission meeting to gather requests.

A request was made by the Recording Secretary to submit all Agenda items
two Mondays before the Wednesday meeting due to reduced Staff hours.

Background
The City Clerk’s Office is calendaring Board, Commission and Committee annual
presentations to the City Council for the 2nd half of the year. They are asking that each
staff member first talk to their group at an agenized meeting to confirm their 1st and 2nd
date preferences from the list below. Once the preferred dates have been selected, a
list will be compiled of all requests. The final calendar will be sent out by the end of
May.
New this year we are asking each Advisory Body to provide in their presentation the
following information:
1. The annual work plan accomplishments
2. New work plan for the 2019-2020 fiscal year
3. Training & business card requests ($1000 is budgeted for each Advisory Body)

Motion to appoint Library Commissioner to the Lib rary Bond Oversight Committee
The Library Commission seat on the Library Bond Oversight Committee has been
vacant since Phyllis Armenta’s term ended in 2012. The appointment recommendation
will go to City Council on May 20, 2019 for ratification.

happenings, and most
especially a space for us
to come together as a
community of readers –
staff, library supporters,
patrons of all ages, and
our wonderful partners
all learning together!
Research shows that
kids who keep learning
and reading over the
summer fare better the
next school year. Did you
know that 9 out of 10 teachers spend 3 weeks re -teaching content at the beginning of the
school year? Summer reading and learning keep s those skills strong so youth keep moving
forward rather than sliding back.
And READING is good for everybody to:
Improve memory function
Boost brain power
Develop intelligence
It's Showtime at Your Library officially starts June 1st with advance registration opening May
1st. Register on Beanstack today or download and use the new app, the "Beanstack
Tracker", available on the App Store or Google Play.
SCCLD is challenging participants to read at least five books this summer to reach a
community goal of 200,000 books.
2019 features fun activities, great reads, a teen Battle of the Bands, opportunities to have your
treasures valued by an expert, fun with music and chances for patrons to win exciting prizes
including theater tickets, museum passes, a 49ers game experience and more. It all starts by
registering on Beanstack or downloading the Beanstack Tracker!

Imagination Blocks are coming to SCCLD!
The Library is a
community hub and a
place for children to
learn, grow and play.
The Big Blue Blocks by
Imagination Blocks are
the latest innovative
item coming to the
SCCLD libraries this
spring. These blocks –
actually bricks, rods
and cylinders that have
special chutes and
channels to make them extraordinary – are made out of waterproof and yuck resistant foam
inspire children to design their own inventions, situations and stories . Children develop
physical fine and gross motor skills, engage in social situations, use their imaginations and
practice problem solving…all while having a good time.
Three different sets will be rotating throughout all of our libraries all spring and summer.
Keep an eye on the events calendar to know when the Big Blue Blocks will arrive at your
library.
Patron Satisfaction Survey
Every three years, SCCLD conducts a patron satisfaction
survey to hear directly from our patrons to collect valuable
actionable information. From the 2016 survey, our patrons
told us the days and times most desired to expand library
hours at each of our libraries. As a result, our libraries have
expanded open hours and all 8 of our libraries now offer
library service 7 days per week.
We’re aiming to launch the 2019 Patron Satisfaction Survey
on Monday, May 20. Patrons will be able to fill out the
survey online as well as in the libraries. We will have
multiple ways to promote the survey including flyers, posters, SCCL website, newsletter,

social media, email and we’d like to ask for your assistance to help spread the word. There
are multiple ways you can get involved including tabling at your library to be sure patrons
know where and how to participate, sharing our social media posts, sending out emails to
your friends and family with a library card, or passing out flyers, just to name a few.
The survey should take approximately 15 minutes to complete and will provide us with
valuable insight into library use, how our patrons feel about the services provided, the
experience they have when visiting our libraries, what is important when it comes to the wide
range of library services and materials we offer (online and offline), when would they like to
attend various types of programs, etc.

May is Mental Health Awareness Month
One in five Americans faces a
mental health condition,
including anxiety, depression,
addiction, ADHD, and eating
disorders. While traditionally
such personal health issues
have rarely been publicly
discussed, society has been
moving toward greater understanding and openness in talking about them.
Please join us on Saturday, May 4 for Balanced Life, Balanced Mind, an all -ages, all-day
mental health resource fair at Gilroy Library. Achieving a balanced mind and life is essential
for maintaining happiness, contentment, health and success. This fair will feature ven dors,
services and activities around wellness. Workshops will be held throughout the day,
discussing topics such as the psychology of stress, coping with grief and techniques to undo
stress. There will also be programming dedicated to children. We’ve held 80 additional seats
for the Headspace Mindfulness App for participants at the Mental Health Resource Fair. All
programs are free and open to the public, plus all supplies for crafts will be provided.

Calling all Makers
Get ready for the greatest show (and tell) on Earth, as Maker Faire comes to South County.
The Gilroy Mini Maker Faire will take place at the Gilroy Library on July 13 th, from 11 am – 3
pm. From engineers to artists, scientists, and crafters, Maker Faire is a venue for "makers" to
show hobbies, experiments and projects. It’s a family-friendly showcase of invention,
creativity, and resourcefulness. Join us for a celebration with hands-on activities and
demonstrations featuring rockets and robots, digital fabrication, DIY science and technology,
unique handmade crafts, and educational workshops.

Exhibits that are interactive or highlight the process of making things are especially desired.
The more hands-on and interactive your project, the better! The call for makers, performers
and crafters is open, and the application is available through our website at
www.gilroy.makerfaire.com . Please help us spread the word.
Joint Powers Authority Board Meeting Update
The JPA Board meeting was held on Thur, Apr 25. Highlights from the meeting include the
following:
The independent audit report for FY17/18 was successfully completed with no
deficiencies and a clean bill of financial health for SCCLD.
Passport services will be expanded to Los Altos Library and tentatively expected to be
launch by late Summer or early Fall.
The FY19/20 budget was presented for review and the final review and approval will
be at the June 27 JPA Board meeting.
The FY19/20 updated vision wheel was shared which is aligned with SCCLD’s
FY19/20 budget priorities.

LIBRARY HIGHLIGHTS
It looks like April showers brought May flowers but awesome blooms in April! During the month, Gilroy
Library welcomed more than 23,426 visitors. The Library sponsored 120 programs to the delight of more
than 2600 participants of all ages. The Library reached out into the community at 11 activities including
Pop Up events at Solorzano and Brownell schools, Kids Discover Arts, and other community events and
meetings. Adults and students contributed 487 volunteer and community service hours.

FOOD FOR FINES IN APRIL
By popular demand, the Santa Clara
County Library District brought back its
month-long fine amnesty program in
partnership with Second Harvest Food
Bank. For one or more cans of food, the
library would forgive up to $100 in fines
per patron. Last year, the library collected
enough food to create more than 30,000
meals. Gilroy Library was one of the
libraries that collected the most food!
Library Teen Volunteer Clarissa Lara
Clarissa Lara is a high school student at GECA (Dr. TJ Owens
Gilroy Early College Academy) and a library volunteer. Clarissa was
instrumental in getting our Girls Who Code club started. She had
wanted to attend a club so her mother applied to be a facilitator.
Clarissa helped her mother run the club and is now doing her
own weekly coding class at the library for grades 3 – 6. It is called
CS Storytelling and teaches coding using Scratch software.
Her principal nominated Clarissa for a Chamber of Commerce youth
leadership award which she received in April. Congratulations!

MORE PROGRAMS for CHILDREN
Children’s librarians Sharon Kelly, Marissa Jacobo and Elizabeth Munoz-Rosas presented 21 library
programs to 871 young children and their families including storytimes, Rhythm, Rattle & Rock, Pajama
Jamboree Storytimes and Craft events in English and Spanish. In addition, 36 school age programs
served nearly 946 children and their families. Shy children were encouraged to improve their reading
skills by gentle pets through the Reading Buddies program.
The children’s department welcomed Jenna Thorne to the team as a library assistant. Jenna has been
working as a library clerk and is currently working toward her master’s degree in library and information
science at San Jose State University.
To celebrate our diverse community, librarians Elizabeth Munoz Rosas and Marissa Jacobo developed
and executed a number of great activities for Dia de los Ninos. Elizabeth worked with Brownell’s special
education department. Marissa Jacobo provided information to parents at a Migrant Ed talk.
Joining the Gilroy Recreation Department’s Kids Discover Arts event, page Josephine Sanchez,
Elizabeth and Jacobo helped the community explore creative activities.
MORE PROGRAMS for TEENS
Teen Librarian Kelly McKean works with local youth and oversees the library’s thriving teen volunteer
program and Teen Advisory Board that operates the Peer Tutoring program (homework help).
Thanks in part to funding from a grant to the Friends of the Gilroy Library from Best Buy, CMAP
(Community Media Access Partnership) continues to hold workshops on Photoshop and other Adobe
software. In April, CMAP conducted 2 workshops to make beats (music) using Cubase Digital software.
CMAP also held 4 sessions on how to make movies using Adobe software and a green screen.
Volunteer Clarissa Lara’s coding sessions using with Scratch, a free programming language that allows
you to work online creating your own animation, interactive stories and games, continue to inspire. She
also helped to start the Girls Who Code club at the Library for girls grades 6 – 12.
G.L.O.W. (Gilroy League of Writers) was a class for pre-teens and teens who want to develop their
writing skills.
The Teen LGBTQ Safe Space group meets twice monthly. The size of the group has steadily grown as
more youth learn about the gatherings.

Adult Book Discussion Groups led by Kelly Young read and discussed the following books:
Art of Racing in the Rain by Garth Stein
Nearing the end of his life, Enzo, a dog with a philosopher's soul, tries to bring together the family,
pulled apart by a three year custody battle between daughter Zoe's maternal grandparents and her
father Denny, a race car driver.
The Red-Haired Woman by Orhan Pamuk
A master well digger and his young apprentice are hired to find water on a barren plain. Their
struggles and the work draw the two together to form a lasting bond. The young man meets the
alluring red-haired woman. Later in his life, he learns who she is.

SPECIAL SERVICES, PROJECTS & GRANTS
FRIENDS OF THE GILROY LIBRARY
The Friends of the Gilroy Library raise funds to supplement the Gilroy Library’s programming budget. The
regular booksale takes place the 2nd Saturday of each month. The bookstore is open weekly on Monday
and Tuesday afternoons and Friday mornings.
GILROY READS, a partnership with GILROY GARDENS
Gilroy residents earn free admission to Gilroy Gardens by using the Gilroy Library. Check out at least one
item on 5 different days and save your receipts. Present your receipts, proof of Gilroy residence and your
library card at the gate, and you are admitted for free! Start collecting your receipts!
ESL/LITERACY
Established in 1985, the Library’s Reading Program has helped many adults in South County achieve
literacy. The program is an opportunity for community volunteers to use their skills to empower others.
The ESL (English as a Second Language) class meets on Wednesday nights.
Students practice vocabulary used for everyday skills such as writing letters at the Conversation Club.
The group meets weekly and welcomes anyone who wants to practice his or her English language skills.
BEST BUY FOUNDATION COMMUNITY GRANT
The Friends of the Gilroy Library received a $7000 community grant from Best Buy Foundation. The
Learn, Make, Do: Teen Tech program grant enables the library to offer more technology classes through
CMAP. Best Buy says: “Our goal is to provide underserved teens with access to innovative technologies
and help them become interested and fluent in digital learning while developing skills to help better
prepare them for future education and career success.”
MAKER SPACE GRANT
Developing Maker Spaces in Under-Resourced Libraries Throughout California is a grant from the Center
for Childhood Creativity at the Bay Area Discovery Museum (Sausalito) and the California State Library.
Librarians Kelly McKean and Lisa Duff have gathered information to design a Maker Space in the Library
by conducting focus groups with various community stakeholders. Phase I provided staff training and a
community needs assessment. Phase II involves planning the space and its contents.
RISE UP: A PROGRAM FOR AT-RISK YOUTH

The Rise Up program seeks to curb violence and at-risk behaviors by providing educational opportunities
for at-risk Gilroy youth and their families. The $48,000 grant is a funded through California State Library
LSTA (Library Services and Technology) dollars. Data shows that Gilroy in particular ranked first in the
County for juvenile arrests and citations and has a high annual school expulsion and suspension rate.
Rise Up was developed in response to efforts by the South County Youth Task Force (SCYTF) to
counteract local gang violence.
The Library hosted the Resilient Families program this past winter. The program offered parents and
caregivers of children up to age 3 the tools they need to nurture their young children and support their
early development. Mothers who have already completed the course, teach the class.
Through Rise Up, the Library is hosting a 12-week parent workshop to help parents support their at-risk
kids. Parent Project focuses on adolescent behaviors and has become the largest mandated Juvenile
diversion program in the country. The class at the Gilroy Library is conducted in Spanish. Unlike any
other program, this unique series specifically targets high-risk behaviors.
Rise Up is currently working with the City of Gilroy’s Late Night Gym and other groups to explore the idea
of field trips with a STEM emphasis for youth. An opportunity is being developed with Rebekah’s
Children’s Services Culinary Academy to introduce some youth to their culinary training program. As part
of the program, Carry the Vision provided meditation training for staff of partner programs including Late
Night Gym and Community Solutions.
The Rise Up grant runs through August 2019.

MENTAL HEALTH RESOURCE FAIR GRANT
The Mental Health Resource Fair: Balanced Life, Balanced Mind takes place on Saturday, May 4th.
Many community mental health organizations will have booths in the Paseo. The event is funded through
a grant from the California State Library. The flier is attached.
The Mini-Maker Faire
Watch for this great one day event in July. There will be booths and lots of maker activities.
Summer Reading Challenge
Keep reading during the summer. Watch for upcoming events for all ages to keep you active, aware and
engaged during those sunny summer days and nights.
