PUBLIC COMMENT GUIDELINES:
During the PUBLIC COMMENT ON ITEMS NOT ON THE AGENDA portion of the
meeting, each person wishing to speak should prepare a presentation of not more than
three (3) minutes. Persons wishing to address the Commission are requested, but not
required, to complete a Speaker’s Card located at the entrances. Completion of this
speaker’s card is voluntary. All persons may attend this meeting and speak, regardless
if a card is completed or not. Speaker’s slips should be submitted to the Secretary
BEFORE this portion of the meeting begins. Anyone wishing to address the Commission

I. CALL TO ORDER
The regular meeting of the Library Commission was called to order by Chair
Candice Whitney at 7:09 p.m.
II. SECRETARY'S REPORT
The packet was posted on the City website on Wednesday, May 1, 2019 at
4:35 p.m.

III. APPROVAL OF MINUTES
Motion was made by Commissioner Souza; seconded by Commissioner
Reddy to approve the April 10, 2019 meeting minutes.
Motion carried 3-0-2.
IV. APPROVAL OF AGENDA
Motion was made by Commissioner Reddy; seconded by Commissioner
Souza to approve the May 8, 2019 agenda.
Motion carried with a vote of 3-0-2.

A. Report on Library Improvements
The downstairs lobby is up and running.
The courtyard plans have been completed and are awaiting approval.
A list is being compiled of improvements that are needed; including ceiling
fan reversals, modification of study rooms, lighting and gutter system.
B. Discussion of Library Commission Goals
The Commission wants to reach out to various groups, beginning with
GUSD Principals and the School Board to inform them of Library target
groups.
IX. NEW BUSINESS
A. Library Report to City Council
The Commissioners chose three possible dates in order of preference: (1)
September 16, (2) October 7 or (3) October 21.
B. Library Bond Oversight Committee Seat Appointment
Commissioner Reddy motioned to nominate Chair Whitney as Library
Commission Representative on the Library Bond Oversight Committee.
Motion was seconded by Commissioner Souza. Motion passed 3-0-2.
X. LIBRARY REPORTS

Financial and Administrative Services Manager Chuck Griffen presented the
report for Nancy Howe.
B. Report from Lani Yoshimura, Gilroy Librarian
Lani gave her monthly report on the Gilroy Library.

Commissioner Souza stated that the Bicycle Pedestrian Committee has a
Facebook page, and wondered if the Library Commission might be
interested in having a page to promote the library and related activities.

Background
The City Clerk’s Office is calendaring Board, Commission and Committee annual
presentations to the City Council for the 2nd half of the year. The Library Commission
presentation to City Council will be on September 16, 2019.
New this year the City Clerk’s Office is asking each Advisory Body to provide in their
presentation the following information:
1. The annual work plan accomplishments
2. New work plan for the 2019-2020 fiscal year
3. Training & business card requests ($1000 is budgeted for each Advisory Body)

Spotlight on Summer Reading and Learning
Our 2019 Summer
Reading Program for
children, teens and
adults begins on June 1.
We are challenging
participants to read at
least five books of any
length this summer to be
eligible to win theater
tickets, museum passes
and the Grand Prize – a San Francisco 49ers Pre-Season Game Day Experience. This year’s
community goal is to have participants collectively read 200,000 books!
The Santa Clara County Library District (SCCLD) is offering a number of educational and
entertaining events this summer.
Bilingual ensemble group Cascada de Flores,
known for bringing Mexican songs and traditions to
life, will visit each of our community libraries.

For those about to rock, we salute you! Milpitas
Library is hosting a Teen Battle of the Bands on
Saturday, July 27. Please encourage teens in
your area to register and submit a video by June
21 to be considered.
Finally, the San Francisco 49ers will have a player from the team
visit the Milpitas Library on June 30 at 3:30 pm.
SCCLD also recognizes that some kids go hungry in the
summer when school is out of session. To combat food
insecurity, we are once again teaming up with the YMCA of
Silicon Valley and Second Harvest Food Bank to host Lunch
at the Library. Starting June 10, Morgan Hill and Gilroy
Libraries will serve lunch every day from 12 pm - 1 pm for kids
2 to 18. Our Bookmobile staff will bring lunch and
programming to San Martin Gwinn Elementary School from 11
am - 1 pm on Tuesdays and Thursdays, starting June 11.

The kids participating in Lunch at the Library
in San Martin and Gilroy Library will be in for
a special treat on June 20 with a visit
from the 49ers mascot, Sourdough Sam.
Each of our libraries are also hosting their
own events for all ages. You can find them
in our Calendar of Events.
Customer Satisfaction Survey
Every three years, SCCLD conducts a customer
satisfaction survey to hear directly from our patrons
and collect valuable actionable information. From
the 2016 survey, our patrons told us the days and
times most desired to expand library hours at each
of our libraries. As a result, our libraries have
expanded open hours and all 8 of our libraries now
offer library service 7 days per week.
The 2019 Patron Satisfaction Survey is available
from May 20-June 15. Patrons will be able to fill out
the survey online as well as in the libraries.
The survey should take approximately 15 minutes to complete and will provide us with
valuable insight into library use, how our patrons feel about the services provided, the
experience they have when visiting our libraries/Bookmobile/online library, what is important
when it comes to the wide range of library services and materials we offer (online and
offline), when would they like to attend various types of programs, etc.
We are actively seeking higher participation this year through promotion to all library
cardholders. In addition to the promotional materials available in the library, we emailed all
library cardholders, issued a news release, shared with local and county organizations and
more. This year’s customer satisfaction survey is available in multiple languages including
English, Spanish, Vietnamese, Traditional Chinese and Simplified Chinese .

Cupertino Library to Host TEDx Teen Talk
For the last 35 years, TED Talks have been a
popular forum dedicated to spreading ideas,
with guest speakers discussing a variety of
topics. SCCLD is inspiring the next generation
of leaders with an independently organized
Teen TEDx event hosted by Cupertino
Library at Cupertino Community Hall
(10350 Torre Avenue) 3-5pm on Saturday,
June 8.
The “TEDx Youth @ Torre Ave” event is a forum for teens, by teens (ages 13 -18). It aims to
unite the network of high schoolers in and beyond Cupertino through the power of
progressive ideas. This year’s theme is Innovation: Out of the Bo(x). The event will feature
six teenage speakers discussing the topics of art, technology, self -awareness, stress
reduction and a phone app that helps people with autism.
This event is the first of its kind in a public library. The Cupertino Library Te en Advisory
Board has been working with the Cupertino Teen Commission to organize the project and
get it off the ground.
Calling all Makers
Get ready for the greatest show (and tell) on Earth, as Maker
Faire comes to South County. The Gilroy Mini Maker Faire will
take place at the Gilroy Library on July 13th, from 11 am – 3
pm. From engineers to artists, scientists, and crafters, Maker
Faire is a venue for "makers" to show hobbies, experiments
and projects. It’s a family-friendly showcase of invention,
creativity, and resourcefulness. Join us for a celebration with
hands-on activities and demonstrations featuring rockets and
robots, digital fabrication, DIY science and technology, unique
handmade crafts, and educational workshops.
We’re looking for local makers who want to share what they do and showcase their work.
Exhibits that are interactive or highlight the process of making things are especially desired.

Gilroy Community Librarian Report
June 2019
Gilroy Library welcomed more than 24,735 visitors in May. The Library
sponsored 115 activities to the delight of more than 3,329 participants of
all ages. The Library reached out into the community at 14 activities
including Pop Up venues at Solorzano and Brownell middle schools and
other community gatherings. Adults and students contributed 584
volunteer and community service hours.

On May 4th, the Gilroy Library hosted a Resource Fair during Mental Health Month. More than 1252
adults, teens and children attended this event. Workshops and special sessions, including yoga,
movement, mindfulness, crafts and other strategies to relieve stress, filled the day. Community mental
health groups staffed booths in the Paseo. A grant from the California State Library funded the event.
MORE PROGRAMS for CHILDREN
Children’s librarians Sharon Kelly, Marissa Jacobo and Elizabeth Munoz-Rosas presented 59 library
programs to 2,507 children and their families including storytimes, Rhythm, Rattle & Rock, Pajama
Jamboree Storytimes and Craft events in English and Spanish. Shy children were encouraged to improve
their reading skills by gentle pets through the Reading Buddies program.

MORE PROGRAMS for TEENS
Teen Librarian Kelly McKean works with local youth and oversees the library’s thriving teen volunteer
program and Teen Advisory Board that operates the Peer Tutoring program (homework help).
Thanks in part to funding from a grant to the Friends of the Gilroy Library from Best Buy, CMAP
(Community Media Access Partnership) continues to hold workshops on Photoshop and other Adobe
software. In May, CMAP conducted 3 Adobe software workshops including one on logo design.
G.L.O.W. (Gilroy League of Writers) was a class for pre-teens and teens who want to develop their
writing skills.
Girls Who Code, a club run by a local teen to support other girls to build confidence and improve their
techno skills, continues to meet weekly.
The Teen LGBTQ Safe Space group meets twice monthly. The size of the group has steadily grown as
more youth learn about the gatherings.

Adult Book Discussion Groups led by Kelly Young read and discussed the following books:
The Red-Haired Woman by Orhan Pamuk
A master well digger and his young apprentice are hired to find water on a barren plain. Their
struggles and the work draw the two together to form a lasting bond. The young man meets the
alluring red-haired woman. Later in his life, he learns who she is.
Eleanor Oliphant Is Completely Fine by Gail Honeyman
Eleanor sticks to a strict routine isolating herself from other people until she meets Raymond, a
bumbling, unhygienic IT guy. The quirky couple develop a bond learning how relationships work. A
humorous novel with dark themes.

SPECIAL SERVICES, PROJECTS & GRANTS
FRIENDS OF THE GILROY LIBRARY
The Friends of the Gilroy Library raise funds to supplement the Gilroy Library’s programming budget. The
regular booksale takes place the 2nd Saturday of each month. The bookstore is open weekly on Monday
and Tuesday afternoons and Friday mornings.
GILROY READS, a partnership with GILROY GARDENS Gilroy residents earn free
admission to Gilroy Gardens by using the Gilroy Library. Check out at least one item on 5 different days
and save your receipts. Present your receipts, proof of Gilroy residence and your library card at the gate,
and you are admitted for free! Start collecting your receipts!
ESL/LITERACY
Established in 1985, the Library’s Reading Program has helped many adults in South County achieve
literacy. The program is an opportunity for community volunteers to use their skills to empower others.
The ESL (English as a Second Language) class meets on Wednesday nights.
Students practice vocabulary used for everyday skills such as writing letters at the Conversation Club.
The group meets weekly and welcomes anyone who wants to practice his or her English language skills.
BEST BUY FOUNDATION COMMUNITY GRANT
The Friends of the Gilroy Library received a $7000 community grant from Best Buy Foundation. The
Learn, Make, Do: Teen Tech program grant enables the library to offer more technology classes through
CMAP. Best Buy says: “Our goal is to provide underserved teens with access to innovative technologies
and help them become interested and fluent in digital learning while developing skills to help better
prepare them for future education and career success.”
MAKER SPACE GRANT
Developing Maker Spaces in Under-Resourced Libraries Throughout California is a grant from the Center
for Childhood Creativity at the Bay Area Discovery Museum (Sausalito) and the California State Library.
Librarians Kelly McKean and Lisa Duff have gathered information to design a Maker Space in the Library
by conducting focus groups with various community stakeholders. Phase I provided staff training and a
community needs assessment. Phase II involves planning the space and its contents.
RISE UP: A PROGRAM FOR AT-RISK YOUTH
The Rise Up program seeks to curb violence and at-risk behaviors by providing educational opportunities
for at-risk Gilroy youth and their families. The $48,000 grant is a funded through California State Library
LSTA (Library Services and Technology) dollars and runs through August 2019. Data shows that Gilroy in
particular ranked first in the County for juvenile arrests and citations and has a high annual school
expulsion and suspension rate. Rise Up was developed in response to efforts by the South County Youth
Task Force (SCYTF) to counteract local gang violence.
The Library hosted the Resilient Families program this past winter and will hold another set of sessions in
the Fall. The program offered parents and caregivers of children up to age 3 the tools they need to
nurture their young children and support their early development. Mothers who have already completed
the course serve as instructors for the class.

Rise Up is currently working with the City of Gilroy’s Late Night Gym and other agencies to organize field
trips with a STEM emphasis for youth. An opportunity is being developed with Rebekah’s Children’s
Services Culinary Academy to introduce some youth to their culinary training program.
YMCA ELR (early learning readiness) Program
AFTER-SCHOOL SNACKS & PEER TUTORING (homework help)
The Afterschool Homework Help project offers peer assistance to local students K-12. The members of
the Gilroy Library Teen Advisory Committee provide homework assistance. Healthy snacks are also
provided. Healthy snacks are provided Tuesday through Thursday.
The Parent Project
The Library hosted a 12-week parent
workshop to help parents support their
at-risk kids. Parent Project is the largest
mandated juvenile diversion program in
the country. Conducted in Spanish, these
sessions targeted high-risk behaviors.
Completing the course were 34 parents who
have found new friends, tools, a sense of
community, and they are planning to keep

Researchers have found that playing with toy blocks helps improve
coordination for very young users, as well as creativity and imagination.
As kids age, finding ways to combine fun with learning is important.
For many children in some communities, the stability and nutrition offered by the lunches they get at
school ends when school lets out for summer vacation. Summer meal programs help combat childhood
hunger and obesity when school is out by providing free, healthy meals to children in low-income
neighborhoods.
Free and nutritious lunches will be available in South County on a first-come, first-served basis, with
priority given to youth. Accompanying adults will be eligible for any sur plus meals. The YMCA and
Revolution Foods are providing the nutritious meals that include whole fresh fruits. Along with serving
families lunch, the Library hopes to get them learning. Morgan Hill and Gilroy libraries offer a number of
fun, educational and engaging programs..

The Gilroy Mini Maker Faire will take place at the Library on Saturday, July 13th, from 11 am – 3 pm.
From engineers to artists, scientists, and crafters, Maker Faire is a venue for "makers" to show hobbies,
experiments and projects. It’s a family-friendly showcase of invention, creativity, and resourcefulness.
Join us for a celebration with hands-on activities and demonstrations featuring rockets and robots, digital
fabrication, DIY science and technology, unique handmade crafts, and educational workshops. We’re
looking for local makers who want to share what they do and showcase their work.
