PUBLIC COMMENT GUIDELINES:
During the PUBLIC COMMENT ON ITEMS NOT ON THE AGENDA portion of the meeting, each

Agenda Item Title:Selection of Chair and Vice-Chair of Library Commission
Meeting Date:February 12, 2025

RECOMMENDATION
Motion and vote for the selection of commission Chair and Vice-chair of Library
Commission.
BACKGROUND
As we begin a new calendar year, the Library Commission will be taking steps to select
elected officials for the upcoming term. The chair's primary responsibility will be to
preside over commission meetings, facilitate discussions, and review the agenda prior
to its publication. In the event the chair is unable to attend a meeting, the vice-chair will
serve as the presiding officer.
The newly selected chair will assume their duties and responsibilities, effectively at this
meeting.

City of Gilroy's Fiscal Year 2026 and 2027 Budget

RECOMMENDATION
Commission consensus on budget requests for the next two-year budget cycle.
BACKGROUND
The City of Gilroy prepares it budgets on a two-year cycle. The City’s fiscal year begins
on July 1 of each year and ends June 30 of the following year (as an example, the current
fiscal year commenced July 1, 2024, and will end on June 30, 2025). The City is currently
in its second and final budget year from the previous budget cycle. As staff prepares the
budget proposal, the City’s boards and commissions are being provided the opportunity
to submit budget requests for consideration of inclusion in the proposed and potentially
adopted City budget.
ANALYSIS
Staff is requesting that the Library Commission identify and provide, through Commission
consensus, its budget requests for Fiscal Years 2025-26 and 2026-27. According to the
Letter from the City Administer, the budget requests should include the following
information:
A description of the item you are requesting.
The justification for the request and how it fits within your board/commission
workplan.
An estimate of the cost for the request, including any revenue source (if
applicable).
A previous example of a Library Commission budgetary item was a training request,
which comprised of sending a commissioner to the annual American Library Association
conference in San Diego in June 2024. Here was the breakdown of the associated costs:

RECOMMENDATION
Develop and motion to vote on the Library Commission Workplan for Fiscal Years 2026 and
2027.
BACKGROUND
The Library Commission is tasked with developing and adopting a new work plan for the
upcoming two-year budget, Fiscal Years 2026 and 2027. The work plan reflects what the
Commission will be working on during this period.
The previous work plan comprised of the following items:
Review and provide feedback on the Santa Clara County Library System regarding
library services and programs offered at the Gilroy location.
Participate in the annual California Library Association (CLA) or the American Library
Association (ALA) conference, which will be held on June 27 – July 2, 2024, in San
Diego.
Promote the commission’s purpose and library system to increase interest among
prospective applicants to serve as commissioners.
Provide recommendations to City Administrator and the City Council regarding potential
capital improvement to the City’s library facility based on the needs identified by the
Santa Clara County Library staff and the Gilroy community, to be funded by the remaining
library bond proceeds. There is approximately $5 million available for facility upgrades.
The Library and City are identifying a recommended list of improvements.
ANALYSIS
The work plan should comprise of tasks that have a clear, concise, and measurable goal that
can be delivered upon no later than June 30, 2027. They can be new items or previously
adopted ones that continue to offer value to the Gilroy Library and its users. If applicable, there
should also be a commissioner willing to take the lead. For example, Chair Coverson-Baxter
volunteered to be a participant at the ALA conference in June 2024. The Commission should
also take into consideration what is doable given that the body historically meets four or five
times per calendar year.
Lastly, as part of the budget adoption process, City Council will review and approve the
commission’s workplan for the two fiscal years.

Library Commission Fiscal Year 2026 and Fiscal Year 2027 Budget Requests
$461 – meals and ride shares
$910 – hotel
$262 – flight
$550 – conference registration
$2,183 for one person to attend a conference.
The budget requests will be documented by the assigned staff and included in the City’s
budget process. For more information about the budgetary request, please see the
attached letter.

BACKGROUND
At the Library Commission meeting in November, Chair Coverson-Baxter requested that the
Commission receive a list of Gilroy Library events in advance, with the hope that
commissioners can utilize it to promote the Commission’s work and recruit potential candidates
to serve.
