Motion to approve Motion to adopt resolution # 2011-02 approving V 11-01 Variance from Zoning Ordinance section 29.30 to place a fence within 115 feet of the center line of Hecker Pass Highway, on property zoned HPSP (Hecker Pass Special Use District), located at 2280 Hecker Pass Highway subject to the three conditions in the staff report. Moved by Commissioner Kai Lai, seconded by Commissioner Terri Aulman. Motion to approve Motion to deny V 11-01 Variance from Zoning Ordinance section 29.30 to place a fence within 115 feet of the center line of Hecker Pass Highway, on property zoned HPSP (Hecker Pass Special Use District), located at 2280 Hecker Pass Highway based on not being able to make findings two and four. Moved by Commissioner Joan Spencer, seconded by Commissioner Ermelindo Puente. B. Z 08-01 Zone Change request to amend the Zoning of approximately 20 acres from OS (Open Space) to CM (Commercial Industrial), located at 5350 Bolsa Road. APN: 841-31-021 Mark Hewell, applicant. Motion to approve Motion to recommend City Council certify the Monterey Road Commercial Center Zone Change and Subdivision and Fortino Zone Change EIR with clarification of the Agricultural Mitigation Requirement.
