Motion to Approve the minutes of July 1, 2010 as written. Moved by Vice Chair Ben Anderson,
seconded by Commissioner Joan Spencer.

V. PUBLIC HEARINGS
A. Z 10-04 Amendment to the Downtown Parking Requirements an amendment to Section 31 of the
Zoning Ordinance and the Downtown Specific Plan, to allow for a reduction to the number of parking
spaces required for new development in portions of the area included within the Downtown Specific
Plan.
Item V.A. - Z 10-04 Downtown Parking
Motion to table Z 10-04 with the request that more data be developed, that information be requested
of those in the private sector who are knowledgable on the subject in order to save financial
resources, that a summary be submitted to City Council which reflects the Planning Commission’s
desire to further investigate the parking issue prior to enacting the ordinance and to notify, as part of
the process, property owners downtown within 500 feet of affected areas.

A. AS 10-11 Architectural and Site request to allow the development of a 29-unit residential
development located at Ronan Avenue at the termini of Brazos and Bosque Streets. KB Homes c/o Talli
Robinson, applicant.

Motion to continue Item AS 10-11 to the September 2, 2010 meeting in order to review updated
information from KB Home. Moved by Commissioner Joan Spencer, seconded by Commissioner Brad
Bannister.
B. Review of changes to Fiscal Year 2010-2011 Capital Improvement Budget
Item VII.B. - Review of CIB for FY 2010-2011
Motion to recommend City Council approve the 2010-2011 Capital Improvement Budget finding that
it is consistent with the General Plan. Moved by Chair Jim Gailey, seconded by Commissioner Kai Lai.
