TM 04-15 Tentative Map request to subdivide approximately 59.7 acres to create 16-Commercial and Industrial lots on property zoned C3-M2-PUD (Shopping Center Commercial/General Industrial/Planned Unit Development), located at the Northeast corner of Pacheco Pass and Camino Arroyo. Machado Development Company c/o Kenneth Machado, applicant. Item V.A. TM 04-15 Motion to recommend certification of the Rancho San Ysidro-Machado Subdivision Environmental Impact Report (EIR) as written striking mitigation measure T-8 with the finding that it was singularly infeasible for one applicant to satisy. Moved by Commissioner Thomas Boe, seconded by Commissioner Kai Lai. Motion to recommend City Council approve TM 04-15 with conditions as described. AS-PUD 04-62 request to approve the Architectural Industrial Design Guidelines for property zoned C3-M2-PUD (Shopping Center Commercial/General Industrial/Planned Unit Development), located at the Northeast corner of Pacheco Pass and Camino Arroyo. AS-PUD 04-62 Motion to recommend City Council approve AS-PUD 04-62 subject to the mitigation measures as previously amended by the Planning Commission. RDO-HE 10-02 Residential Development Housing Exemption to request the allocation of 42- Residential units, under Section 50.62 (b) (11), on property zoned R1-PUD (Single Family Residential- Planned Unit Development), located on Wildflower Court at Mesa Road. Duffy and Guenther c/o Ralph Guenther, applicant. Item V.B. RDO-HE 10-02 Motion to recommend City Council approve RDO-HE 10-02. Moved by Commissioner Thomas Boe, seconded by Commissioner Joan Spencer. Motion to recommend that the City Council return the twelve units to the RDO Small Project Exemption (SPE) pool. AS-PUD 10-15 Architectural and Site request to allow the development of a 51-unit residential development on property zoned ND-C1, (Neighborhood District-Neighborhood Commercial), located at 9425 Monterey Street. The James Group c/o James Suner, applicant. Item VII.A. AS-PUD 10-15 Motion to recommend City Council approve AS-PUD 10-15 with all included conditions, removing the words "adjacent to the park" from Planning Division condition ten and the added condition that the applicant provide a drip shelf to better protect sliding glass doors from rain. And to include shutters, sills, decorative trim, etc. regarding Planning Division condition ten. Moved by Vice Chair Ben Anderson, seconded by Commissioner Kai Lai. VI. OLD BUSINESS VII. NEW BUSINESS C. AS-PUD 10-18 Architectural and Site request to allow the development of a 94-unit residential development on property zoned R1-PUD, (Single Family Residential-Planned Unit Development), located on the NW corner of Sunrise Drive and Santa Teresa Boulevard. K Hovanian Homes c/o Carrie Gooding, applicant. Item VII.C. AS-PUD 10-18 Motion to recommend City Council approve AS-PUD 10-18 with staff conditions as written. Moved by Commissioner Thomas Boe, seconded by Vice Chair Ben Anderson. D. AS 10-03 Architectural and Site approval. Appeal of condition 6 of staff approval of this application. The property is zoned C3 (Shopping Center Commercial) and is located at 727 First Street. Mi Pueblo Food Centers c/o Perla Rodriguez, applicant. Item VII.D. AS 10-03 Motion to Approve the appeal of AS 10-03 allowing the corporate standard colors as part of the facade for Mi Pueblo and with the suggestion that Mi Pueblo work with staff and neighboring businesses not to affect the corporate colors but possibly improve the scheme.
