I strongly urge you to adopt District Map D. I have closely reviewed Maps D and F and am of the strong opinion that Map D best reflects the concerns raised by the parties who submitted the demand letter regarding the city's current at-large election system. The adoption of district elections is not only a legal obligation under the California Voting Rights Act but also an equitable one—to ensure fair representation for historically underrepresented communities. A fair analysis of Map D allows one to easily conclude that it is the most equitable option presented. It aligns closely with the demographic, geographic, and community interests outlined in the demand letter. Most importantly, it creates a realistic opportunity for members of the proponent group to elect a representative of their choice—something that the demand letter noted has been historically lacking under Gilroy's at-large election system. The purpose of district elections is not merely to redraw lines but to address long-standing disparities in political representation. Map D does this. It increases the likelihood that a community that has repeatedly been left without a voice at the decision-making table will have representatives of their choice elected to the council. By adopting Map D, this council would not only demonstrate its commitment to fair representation, but it would also significantly reduce the city’s legal exposure and the financial burden of litigation. I strongly urge you to prioritize equity, legal prudence, and community input. Map D is the right choice. Thank you. Armando Benavides cc: Supporters
