Mayor Bozzo, City Council Members, City Staff.
I have closely reviewed Maps D and F and strongly believe that Map D best reflects the
concerns raised by the parties who submitted the demand letter regarding the city's current at-
large election system. The adoption of district elections is not only a legal obligation under the
California Voting Rights Act but also an equitable one—to ensure fair representation for
historically underrepresented communities. I strongly urge you to adopt District Map D.
An analysis of Map D demonstrates that it is the most equitable option presented. Closely
aligned with the demographic, geographic, and community interests outlined in the demand
letter, it creates a realistic opportunity for members of the proponent group to elect a
representative of their choice. That is what has been historically lacking under Gilroy's at-
large election system, as the demand letter noted.
The purpose of district elections is to address long-standing disparities in political
representation. Map D does this. It increases the likelihood that a community that has
repeatedly been left without a voice at the decision-making table will have representation on
the council. By adopting Map D, this council would not only demonstrate its commitment to
fair representation, but it would also significantly reduce the city’s legal exposure and the
financial burden of litigation.
I strongly urge you to prioritize equity, legal prudence, and community input. Map D is the
right choice.
